Yichang FTZ Completed the First “Standard Land” in Hubei Province

  On Aug.3, the transfer system reform of “standard land” in Yichang High-tech Zone (Free Trade Zone) got an accomplishment. The Golden Three Gorges Printing Industry Co., Ltd. successfully won the land use right of about 180 mu on the west side of Huaxi Road in the bio-industrial park with the price of 34.64 million RMB and it was the first “standard land” transfer in Hubei province.

  According to the use agreement of “standard land” signed by Golden Three Gorges Printing Industry Co., Ltd. and Yichang High-tech Zone (Free Trade Zone) Management Committee, the company promises to use land projects in line with relevant safety and environmental standards, which will start construction before Mar.1st, 2019 and be completed before Mar.1st, 2022, with an investment intensity of fixed assets per mu no less than 3 million RMB. The production will be completed before Mar.1st, 2024, after then the average annual tax revenue will be no less than 250,000 RMB. After the sign of the land use agreement, Yichang High-tech Zone (Free Trade Area) will arrange for the district government affairs bureau to conduct the relevant review and evaluation in the form of parallel management and approval by following the “informing and pledging method” for the approval of the enterprise investment project.It takes only 21 work days to complete the construction permit approval, which is convenient for enterprises to do slope and foundation pit excavation in advance. After the completion of the project, the working mechanism of “integration after multiple tests” will also complete the acceptance in a limited time.In the process of project construction, in order to strengthen the supervision during and after the event,the land department will handle the “standard land” real property right certificate in different periods, that is, first apply for the real property right certificate during the construction period of the project, and then change the real property right certificate during the installation and commissioning period.After the completion of the project, the deadline of real property certificate is changed for the deadline specified in the contract through the second change.

  “The biggest change is that enterprises who win the land use of ‘standard land’ will no longer be bothered by applying for different permits,” said the person in charge of the company. In the past, the principle was “the one who bought the land should apply for all the permits by one’s own”, which means the one who won the construction land had to go to several different department for dozens of permits.
