By October 18th, the Hubei Kelisheng Industrial Park, a key Sino-Kazakhstan capacity cooperation project, has been under construction for one month in the “Horgos - the Gate to the Orient”Special Economic Zone (to be called SEZ hereafter) in Almaty, Kazakhstan, with a total investment of 5 billion dollars. The park has signed agreements with more than 10 companies from China and other countries to settle in, and has agreed on signing intention with 60 companies. The project is the first large industrial park built in Central Asia by enterprises from Hubei Province.
Yichang Kelisheng Industrial Co., Ltd. is one of the investors of the project. Three years ago, the company actively went abroad and planned to build an industrial park to meet the needs of the company's 700,000 tons of liquefied natural gas project.
With the support of both governments, Kelisheng teamed up with two other companies in Kazakhstan, investing 205 million dollars in the construction of the park’s infrastructure to establish four functional parts: warehousing logistics, processing and manufacturing, production services and life services. The head of the Kazakhstan investment company said: “We’re hoping to use the park as a carrier in energy cooperation with China to introduce advanced production capacity and capital to accelerate our own industrialization process.”
In June 2017, at the summit meeting between China and Kazakhstan held in Astana, capital of Kazakhstan, the project was identified as a key project of China-Kazakhstan capacity cooperation and was officially promoted to the national level. According to the plan, the project, with a design scale similar to Shenzhen Shekou Industrial Park, has absorbed the building experience of three generations of industrial parks in China, and will be built at a high starting point in accordance with the standards of informationization and intelligentialization.
In the preparation work of the industrial park, good news came one after another. In April 2017, Yichang Foreign Trade Zone (FTZ) was formally established and Kelisheng entered the zone and enjoyed the multiple policy dividends of foreign trade. In June of this year, Yichang FTZ signed a memorandum of cooperation with the SEZ during the SCO Qingdao Summit to jointly support the park construction.
Recently, the FTZ has organized entrepreneurs to make trips to Central Asia. On this basis, it will further strengthen exchanges and cooperation with the SEZ to enable more Chinese enterprises to do business abroad and will focus on reducing their trade costs.
