On April 9, the reporter learned that the Municipal Government Office recently issued the implementation plan of Regulations of Hubei Pilot Free Trade Zone (Yichang zone), and decomposed the reform tasks into 36 specific measures, urging relevant units to implement all the details on a monthly basis.

　　In addition to the three measures for the publicity of the Regulations, the plan stipulates that the development of the pilot free trade zone shall be integrated into the national economic and social development plan by the end of April. Three relative systems will be established including the comprehensive statistical system and information dissemination mechanism, the relatively centralized administrative law enforcement and comprehensive administrative examination and approval service system, and the cooperative development mechanism between pilot free trade zone and national development zones. The pilot free trade zone will implement the management system of pre-establishment national treatment plus negative list for foreign investment.

　　Before the end of June, a management system based on the filing system will be applied for the enterprises in the Pilot Free Trade Zone if they invest overseas. We will promote information exchange, mutual recognition of supervision and mutual legal assistance in customs, border defense, maritime affairs, taxation and foreign exchange management. A regulatory model to meet the needs of international trade development will be established, and the exploration of some issues related to customs clearance of overseas goods will be changed from customs entry inspection to follow-up inspection. We will establish and improve the acceptance system of the third-party test results, and a convenient tax service system in the pilot free trade zone. Meanwhile, we will improve the market access system for service trade and simplify the approval process for the relevant units and organizations in the Pilot Free Trade Zone to apply for foreign workers' work permits.

　　Before the end of August, foreign-funded and domestic financial leasing standards, approval procedures and in-event and post-event supervision will be unified in the Pilot Free Trade Zone. We will foster the scientific and technological financial organization system, innovate the scientific and technological financial products and service model, establish and improve the risk-sharing mechanism of scientific and technological financial services, and develop scientific and technological insurance businesses such as intellectual property insurance, credit insurance and micro-loan guarantee insurance. We will explore the establishment of an internationally competitive talent system and establish an ecological environment constraint mechanism in the Pilot Free Trade Zone. We will promote the China-European cooperation in Pilot Free Trade Zone, promote the interconnection of the Pilot Free Trade Zone with ports in central China and other areas of the Yangtze River Economic Zone, and explore cooperation in customs clearance, trade statistics, inspection, testing and certification of goods. We will innovate the administrative management mode of Yichang Free Trade Zone, boost the reform of commercial system such as separation of certificates, integration of multiple certificates and simplification of the registration process to make the whole process of enterprise registration electronic. The administrative agency, working organs and relevant departments will clarify the boundaries of duties, and the list of administrative powers, responsibilities and the flow chart of power operation are bound to be publicized in accordance with the law. We will innovate the approval service model and promote service standardization. In accordance with the principles of openness, transparency, convenience, efficiency and information sharing, we will promote the construction of e-government to achieve the integration of government services plus the Internet. We will implement an administrative license notification and commitment system, innovate the management system of environmental protection in Yichang Free Trade Zone to establish a cooperative mechanism of joint prevention and control of environmental protection. We will establish a national security review mechanism involving foreign investment and an anti-monopoly review mechanism for Yichang Free Trade Zone.

　　Before the end of October, we will strengthen the construction of industrial and professional mediation organizations in the Pilot Free Trade Zone and explore the establishment of cooperation mechanisms with foreign commercial mediation agencies to coordinate the settlement of cross-border disputes.

　　In addition, the continuous measures include: timely promote the provincial and municipal management authority catalogues if necessary, and implement them after approval according to legal procedures; establish linkage mechanism between the district management agencies and the district customs, border inspection, finance, taxation and other departments; support the establishment of financial institutions in the Pilot Free Trade Zone under the premise of complying with laws, regulations and policies, and boost the development of the logistics industry in the Pilot Zone.

　　Accordingly, the Municipal Free Trade Office is required to take the lead in promoting the implementation of the Regulations. All localities and departments should carefully deploy and make overall arrangements, and effectively complete the prescribed tasks on the schedule to ensure that the Regulations are fully implemented.
