Zhang Jiasheng, Deputy Secretary of Yichang Municipal Party Committee and mayor of Yichang, conducted a special investigation on the work of Yichang Free Trade Zone on April 12. He emphasized the need to break through ideological constraints, remove institutional barriers, further deepen reform, expand openness and optimize the environment along the track of marketization and legalization so as to promote a new round of high-quality growth of Yichang through leapfrog development of . Yichang FTZ.

　　In early March, the first parallel imported vehicle started shipment from Canada and arrived at Yichang Free Trade Zone via Tianjin Port to complete the whole sales process. The Three Gorges Pearl Parallel Imported Vehicle Project will be officially put into operation at the end of April, with the same price and quality as the cars sold in Tianjin Port, Shanghai Port and Shenzhen Port. After listening to the introduction of the project and visiting the prototype car exhibition, Zhang Jiasheng encouraged enterprises to expand their scale, ensure their products’ quality, and bring the benefit of openness to all consumers.

　　The building of Yichang Comprehensive Bonded Zone is speeding up with the construction of the comprehensive bonded service building, the customs supervision facilities as well as the warehouse and standard factory being planned to be completed within this year, ensuring that the Comprehensive Bonded Zone will be qualified with relative operation conditions by the end of this year. Zhang Jiasheng reviewed the progress of project construction and pointed out that since the Comprehensive Bonded Zone was an important platform and core engine to promote two-way opening, accelerated efforts should be made in the construction and supporting service facilities of main project under the premise of ensuring safety and quality, in pursuit of an early operation and desired results.

　　Enterprise registration work is being handled at Window No.1 of Yichang FTZ comprehensive service hall. After the institutional reform, the administrative committees in the FTZ and market supervisory departments are exploring the working mode of conducting data collecting, processing, and certificates issuing at the same time, so that the public can easily get things done just by submitting a set of data to one service window. Zhang Jiasheng urged that it made sense to break new ground based on the actual situation and strive to be a good driver in business integration, with a view to enhancing the sense of gaining for the major market participants and the public. He also acclaimed that those services concerning booking, delaying, time-staggering and self-service offered in the FTZ provided real convenience for the public.

　　After listening to relevant reports, Zhang Jiasheng pointed out that Yichang Free Trade Zone has achieved quality development through vigorous reform and opening-up thanks to the joint efforts of all parties over the past two years since its operation. It has also made phased progress in fulfilling the national mission, implementing provincial deployment and serving the overall development situation of the city. He stressed that in the third year of the construction of FTA, it made sense to struggle forward with adhering to the principles of goal-oriented, problem-oriented and effect-oriented, complete the prescribed tasks with high quality, creatively take self-selection action and strive to create more replicable and expandable reform experiences and achievements. Yichang FTZ should be in the pole position to lead Yichang and even the surrounding areas to carry out high level of openness as an effort to promote the building of a new inland opening-up highland in Yichang. He pointed out that it was necessary to broaden the international vision and continuously improve the level of Yichang government service in line with the national first-class standard so as to create a business environment featuring lowest cost, highest efficiency and best service". It was necessary to give full play to the advantages of the system and mechanism, stimulate innovation and creativity and promote the l development of Yichang FTZ to a new level.
