Recently, Hubei provincial government issued a notice to replicate and promote the experience of the third pilot reform in Hubei Free Trade Zone, of which three pilot reform models in Yichang Free Trade Zone were listed.

“24-hour”Service
There is a 24-hour self-service area in the service hall of free trade zone. Citizens can handle their business anytime of a day only by swiping their ID cards.
In order to comprehensively deepen the reform of“Internet Plus Administrative Streamlining,Power Delegation”, Yichang Free Trade Zone explored and launched “24-hour self-service”, extending the service from 8 hours a working day to 24 hours every day.
It’s reported that the first batch of 12 items such as Hong Kong, Macao and Taiwan endorsements, invoices, personal income tax inquiries, declaration of value-added tax, social security inquiries, urban and rural pension insurance payment have been included in the self-service checklist, achieving commercial self-registration, invoice self-certification, self-tax service, and self-service endorsements of entry and exit.
As early as last August, the municipal government has issued a notice that the relevant departments of the municipalities, cities and counties must “accelerate the arrangement of self-service structure, 24-hour self-service area construction, and realize 24-hour self-service for simple business.”
Cutting down Application Materials
Applicants have long been bothered by redundant proof materials and cumbersome procedures. Therefore, Yichang Free Trade Zone implements the diminishing system of application materials for administrative approval and government service, avoiding repeated applications and submissions.
For example, if the application materials in the former procedure has already been examined and it needs to be retained in the latter procedure, government service department authorized by the applicant can obtain them from the former department instead of getting the applicant to submit them repeatedly.
Where there are applications involving more than two administrative approval and government services, the applicant does not need to prepare same materials again.
At present, there are 48 lists of the streamlined application materials, involving many high-frequency administrative examination and approval and government service such as seal engraving, store signboard setting, and food business permission. Since the introduction of the system, 1216 businesses have been handled, and an average of 3 materials has been reduced for each business.
“Mutual Transformation”of Talents Evaluation
Talent is the core element of corporate and social development. Yichang Free Trade Zone and the Municipal Human Resources Social Security Bureau actively explored and promoted the “mutual transformation” reform of enterprise engineering skills evaluation and specialized talents evaluation, appropriately soften the qualification of professional technical titles, and optimized appraisal process of professional skills.
The “mutual transformation” reform means that the technical talents of enterprise engineering can obtain professional technical titles, and vice versa.
Thus, it overcomes the tendency of traditional talent evaluation that pays attention only to papers, titles, academic qualifications and awards, opening up a career path for front-line skilled talents by attaching importance to personal work performance.
Since the implementation of this reform, 12 front-line workers with senior skills have obtained the title of engineer by participating in the title evaluation; 42 professional and technical personnel with engineer or higher titles have obtained qualification of senior workers through practical appraisal of fitter and electrician vocational skills.(reporter Huang Lili, correspondent Liu Changqing, Zhang Mingli)
