Quickened Licensing for Enterprises in Yichang Free Trade Zone

  “I got my business license and four engraved seals all for free. Has the staff forgotten to charge me?” On July 16, Yang Xiaohan, head of Yichang Branch of Hubei Dachu International Travel Service Co., Ltd., just walked out of the Comprehensive Service Hall of Yichang Free Trade Zone, and went back in disbelief. Learning that all the services are free of charge, he said in excitement “It’s absolutely right for me to have gone back home and start a business!”

  Since the beginning of this year, with its headquarter in Wuhan and with a registered capital of 10 million yuan, Hubei Dachu International Travel Service Co., Ltd. decided to develop the market in Yichang, so Yang Xiaohan, a Yichang native, took his team back to his hometown to set up a branch.

  “It used to take at least five working days to get a license, or even longer if delayed.” To Yang’s surprise, enterprises that come to the scene to submit materials can complete the process within two hours including registration, obtaining business licenses, engraving official seals and applying for invoices. “There are many policies to support newly established enterprises in the Free Trade Zone. I will definitely further develop the market in Yichang in the future.” Yang is glad that the business environment in Yichang is getting better and better.

  “Since the implementation of the free seal service from July 8 this year, 66 sets of seals have been engraved, totaling 245.” Qin Min, head of the Administrative Services Bureau of Yichang Free Trade Zone Administrative Committee, said that a set of seals needed for the newly established enterprises are worth 300 yuan to 400 yuan, but now they are all free of charge.

  It’s learned that since last August on, the Municipal Government Service and Big Data Management Bureau and Yichang Free Trade Zone Management Committee, in order to create a business environment with the lowest cost, the highest efficiency and the best service, have jointly launched the system innovation experience of “shortening the business start-up time with higher efficiency”, which has been promoted throughout the province.

  “Besides bank account opening, business start-up time in Yichang Free Trade Zone has been reduced from 3 working days to 1.5 days after application through online name.” According to Li Yulan, chief of the Administrative Examination and Approval Department of the Municipal Government Service and Big Data Management Bureau, the Municipal Government Service Center has issued business licenses to 3,309 newly established enterprises this year.

  In the Comprehensive Service Hall, the services provided now are in the lead in China; they include midday staggering time service, free seal engraving, on-site bank account opening, and business start-up time shortened to 1.5 working days, immediate registration of enterprise establishment (only if no pre-license permit is involved), and clearance on the same day.

  In addition, the zone has also in the province taken the lead in opening trademark acceptance service to provide 24 trademark registration services including Madrid international trademarks, so that enterprises in the zone can register their trademarks within the zone.

  A good policy attracts more enterprises. Since its establishment, the free trade zone has welcomed in 6,145 newly market players, among which 2,687 are newly-added, accounting for nearly 10% of the city’s new enterprises on 0.13% of the city’s land.
