The National Pilot Free Trade Zone Reform Experience Replication and Promotion Training Held in Yicang

  From October 16 to 18, the national pilot free trade zone reform pilot experience replication and promotion training was held at the Party School of Yichang Municipal Party committee, aiming to strengthen the understanding of the importance of the construction of the pilot free trade zone, especially the replication and promotion work, further improve the working capacity and quality, timely "transplant" the pilot experience of the reform, so as to better serve the high-quality development.

  The training course was hosted by the Inter-Ministerial Joint Conference Office of the State Council Free Trade Zone, and was organized by the Yichang Free Trade Zone Management Committee, conducted in the way of "centralized teaching plus on-site practice". More than 200 trainees from 32 provinces, districts and cities including Beijing, Tianjin, Shanghai, Guangdong, Zhejiang and some enterprises and institutions in Yichang attended the training.

  During the training, experts and scholars from the General Administration of Customs, the People's Bank of China, the Development Research Center of the State Council, and the Research Institute of the Ministry of Commerce conducted special counseling on topics such as reform and innovation in the Pilot Free Trade Zone, credit supervision, and reform of the special customs supervision area. The main practices and achievements of institutional innovation, replication and promotion of Guangdong, Zhejiang, Hubei, Anhui, Jiangxi, and Hunan were shared in the training course. Besides, the trainees also inspected the Three Gorges Cloud Computing Big Data Management Center of Yichang, Jinbao Music Instrument Manufacture, Angel Yeast.

  It is reported that Yichang is the first prefecture level city to undertake the national free trade pilot zone reform pilot experience replication and promotion training course. The reason why the training was held in Yichang is that Hubei Free Trade Zone had made remarkable achievements in system innovation. In July this year, the Ministry of Commerce held a press conference on "promotion of system innovation achievements and the third batch of ‘best practice cases’” in the pilot free trade zone, in which the Hubei Free Trade Zone released four cases, ranking first in the number of pilot free trade zones in China. Among the four cases, the fault-tolerant reform case in tax-related law enforcement, which Yichang Free Trade Zone Management Committee and Municipal Taxation Bureau took the lead in China in exploring and implementing, has been recognized.

  Since the listing of Yichang Free Trade Zone, it has made positive contributions to the innovation of the national free trade zone system in promoting institutional innovation, optimizing the business environment and stimulating market vitality. Among them, Li Keqiang, Premier of the State Council, gave instructions on "multi-evaluation integration plus regional comprehensive assessment". The " the fault-tolerant mechanism in tax-related law enforcement " was selected as the best practice case of the national free trade zone. "Mobile Electronic Business License" and "Online Financial Service Platform" were published and introduced by the State Council Free Trade Zone Experimental Inter-Ministerial Joint Conference Briefing and selected into the 2019 "Xinhua Credit Cup" National Top 100 Credit Case. “Port Shore Power” was replicated and promoted in 11 provinces and cities along the Yangtze River.

  "Foreigners’ passport endorsement exemption" is expected to be replicated throughout China during 2019, and twenty-two achievements, such as "one window for all business" and "business licenses available immediately", were replicated and promoted throughout Hubei province.
