　　According to introducing, to further deepen the reformsto streamline administration, delegate powers, and improve regulation and services, improve administrative approval service efficiencyand promotethe realization letting the main entities in equals letting them do business, the "All Pass License" pilot reforms in Yichang free-trade zone will be in accordance with the "onceinformed, data integrating, informpromised, the real-time examinationandapproval after verification, the regulatory cohesion" mode, the food business license, small food and beverage service permit, small workshops for food production license, pharmaceutical trading license, medical equipment business license shall be merged withthe business license, and only the business license, no other license, shall be issued.

　　The four types of market main bodyof individual businesses run by small workshop, sole proprietorship partnerships and specialized farmer cooperatives engaged in food, small dining, food production and processing, shall be dealt with in accordance with "informed commitment system", the regulators shouldtold themtheconditions and materials required for examination and approvalat one time, the applicant required to submit the complete application materialsconformedto the legal formand written consent of the application materials in accordance with actual sitewithin thesettime should beissued "All PassLicense" business license. If the licensing items such as drugs and medical devices need to be checked on the spot, they shall be handled according to the verification results. For the business entity with incomplete application materials, hemay submit them within a limited time as required by the admissibilitymechanism.

　　For the business entity that needs to handle the license, the market supervision department of Yichang high-tech zone (free trade zone) will intervene in advance, takingthe initiative to serve, and speed up the "window handling" through the "service front". At the same time, the service level of window staff will be improved to ensure the accurate and effective operation of the "All Pass License" mechanism.

　　According to statistics, after the implementation of the "All PassLicense" reform, the application materials underthe"notification commitment system"will be reduced by more than half, and theprocessingtime will be reduced to the on-site settlement. The processing time of drug and medical device business license is shortened from 30 working days to 5 working days.

　　For newly acquired"All Pass License" business operations, Yichang high-tech zone (free trade area) market regulators will carry out in-process and after-process regulation workin 7 working days, the main body which fails to fulfill its promise, doesnot meet the statutory licensing conditions, does not operate in accordance with the law andthe rules of market will be included in the abnormallist ofthe national enterprise credit information system,and shall be warned, ordered to stop operation, askedto correctbefore deadline orrevokedin accordance with the law, and serious case will be given a heavier punishment.
