On August, 25, the first enterprises settling in the science and innovation park of the second phase of Eastern Valley U were speeding up decoration. “The constructionand acceptanceof 13 buildings for scientific research in the second phrase were finished on August 14.”According to Pengpai, general manager of Eastern Valley U, compared with the acceptance of the first phase, it only took 7 working days from submitting application to finishing acceptance.

　　Why wasacceptance of thesecond phase finishedin a shorter time? In early August, Yichang Area issued detailed rules to re-optimize the previous joint acceptance process.

　　In the past, enterprises needed to apply for acceptance frommany departments likethe Bureau of Natural Resources and Planning, the Comprehensive Law Enforcement Bureauandthe Construction Management Office. They also needed to prepare materials in advanceandorganize on-site acceptance. They stayedready foradjustments when the rectification opinions of thosedepartments varied.In doing so, enterprises often got “exhausted”meeting the differentrequirements of various departments.

　　"According to the previous process, enterprises have to wait for the acceptance," Pengpai said.But many companies had signed agreement to settle in the park last year, so the second phase of the project wasin urgent need of completion, acceptance, and operation.

　　The urgent needof enterprisesworried governmentdepartments, which came up with better acceptance services. Before the acceptance, Government Affairs Service Bureauin Yichang Area provided door-to-door service to keep abreast of the construction progress and provided a list of materialsto be submittedand acceptance guidance.

　　On August 7, Eastern Valley Usubmitted an application for completion acceptance.

　　On the same day, the Government Service Bureau took the lead in conducting on-site acceptance with four other departments.

　　“The separation of applicationand acceptancetransforms from the practiceof enterprises going to different departments to different departments serving enterprises,”said Jin Jun, directorof the Construction Affairs Approval Section of the Government Service Bureau. The service efficiency wasdoubled when governmentfunctional departmentshadtruly changed from an"administrator" into a "server".

　　After checking the information and reaching a consensus with differentdepartments, the Government Service Bureau presenteda list of issues that neededto be dealt with. The main probleminvolved the lagging behindof greening facilitieswhich wereinfluenced by high temperature. Given that greening was not an issue of principle, Yichang Area brokethe conventions and implementedthe "notification and commitment system", allowing companies to go through acceptance before handing in required materials or completing required formalities as long as they committo rectifyingproblems.

　　After the enterprisesrectifiedproblemsand reacceptance identified qualified, the four functional departments issued the completion acceptance documents, and the second phase of Eastern Valley Upassed the acceptanceon August 14.

　　“It’s truly remarkable to finish acceptance within one week. Afterwards, the investment projects in the park can be quickly implemented and put into production,”Pengpai said. Timewas savedandprofits of enterprises were increased.

　　There are now 28factory buildingsin the Eastern Valley U.130 technology-based companiesandover 80 companies on the biomedical industry chainsettle down in thevalley. When the third phase of the valley is completed, it is expected that there will be more than 500enterprises, with an annual gross production value of 4 billion yuan, tax revenue of 150 million yuan and 2,000 newly added jobs.
