　　Recently, 20,000 tons of potassium fertilizer was transitedfrom “bonded goods” to “non-bonded goods” in just 5 minutes within the Yichang Comprehensive Bonded Zone, which marks the completion of the first “intra-zone direct transit”conductedin Yichang.

　　“Intra-zone direct transfer” refers to a customs management mode within comprehensive bonded zones. It allows non-bonded goods under classified supervision to be declared and transited into bonded warehouse goods, or for bonded warehouse goods to continue being stored within the zone under classified supervision after completing customs procedures. Under this mode, direct adjustments to customs accounts are allowed once customs clearance is completed, without the need for physical movement of goods through checkpoints.

　　According tothe official in charge ofYichang Customs, following the release of the “Announcement on Optimizing the Categorized Supervision of Warehouse Goods Based on Status in Comprehensive Bonded Zones” by the General Administration of Customs of China in December 2023, Yichang Customs swiftly partnered with the Management Office of the Yichang Comprehensive Bonded Zone and Hubei Pilot Free Trade Zone (Yichang) Gaoxin Investment Co., Ltd. Their joint efforts focused on researching enterprise needs, advocating for the policy, and offering on-site guidance and assistance, all with the objective of assisting enterprises in fulfilling the requirements for policy eligibility.

　　Replacing actual goods turnover with data can boost customs clearance efficiency and cut logistics costs for businesses. As of the beginning of this year, the Yichang Comprehensive Bonded Zone has seen its import and export value reach 5.03 billion yuan, a 47.6% year-on-year increase,and surpassing the growth rate of Yichang’s total import and export value for the same period by 39.7%.
