On behalf of the Municipal People’s Government, I now present to you my report on the work of the government in 2011 and the past five years， the major tasks and objectives for the next five years， the key emphasis in work in 2012 for your deliberation and approval and for comments and suggestions from the members of the Chinese People’s Political Consultative Conference (CPPCC) of Yichang City as well as the non-voting delegates in attendance.
I. Review of Work in 2011 and the Past Five Years
In 2011, working hard with one heart and one mind and under the correct leadrership of the Municipal Party Committee and the support of the Municipal People’s Congress and the Municipal CPPCC, we made significant achievements in all work with the help of the people while practicing the scientific outlook on development. The gross domestic product (GDP) is estimated to exceed 200 billion yuan, an increase of 16% over the previous year. The general budget revenue reached 11.4 billion yuan, an increase of 37.1% over the previous year. The total fixed asset investment is estimated to exceed 115 billion yuan, an increase of 32% over the previous year. The total retail sales of consumer goods reached 65 billion yuan, an increase of 18% over the previous year. The per capita disposable income of urban residents reached 16,300 yuan， a year-on-year increase of 14%. The per capita net income of rural residents reached 7,000 yuan, a year-on-year increase of more than 15%. All the achievements got the Twelfth Five Year Plan period off to a good start.
The past five years had extraordinary significance in the history of the development of Yichang City. During the past five years, the Municipal People’ Government united the people and calmly faced the complex changes and the various risks and challenges of the developmental environment at home and abroad. Working hard through innovations in a pioneering spirit, we overcame various difficulties and made significant progress in the economic, political, cultural, social and ecological civilization construction, thus, turning over a new leaf for the scientific and great-leap-forward development.
The past five years witnessed the rapid growth of the comprehensive strength of Yichang City. We kept the principle of development as the first priority unchanged, strived to build a modern industrial system while maintaining coordinated development of the three industries. The economic aggregate of Yichang City is in the forefront among the cities at same-level in the Middle East and along the Yangtze River, beginning to manifest itself as the regional economic center. The GDP and the general budget revenue in 2011 are estimated to increase 1.9 times and 3.1 times respectively than those in 2006. We paid particular attention to accommodating regional development and the coordinated development of urban and rural economy. The urban economy expanded and constituted more than 51% of the total volume in the city so that it could boost development in the surrounding regions. The county-level economy also experienced rapid development. In terms of the economy, Yidu, Yiling, Zhijiang and Dangyang have long been top among the counties in Hubei Province. Yidu was among the top 20 of all counties in the Middle East. The GDP and the general financial revenue of Yidu, Yiling, Zhijiang and Dangyang in 2011 are all estimated to exceed 20 billion yuan and 1.5 billion yuan respectively.
The industrial economy experienced vigorous development. As we strongly promoted the strategy of “make the city prosper via industry” and optimized the industrial structure, the competitive industries rose rapidly, the industrial economy became the backbone of urban economy. The number of large industrial enterprises is estimated to reach 865, the added value is estimated to exceed 100 billion yuan, an average annual increase of 24.6% in the past five years. The chemical industry and the industry of food and medicine expanded rapidly. The equipment manufacturing industry developed by leaps and bounds. The electricity industry made progress while ensuring stability. The output value of the above four pillar industries accounted for more than 80% of the total industrial output value of the city. Traditional industries like building materials and textile developed while upgrading. Biological, new material, new energy, electronic information, energy conservation and environmental protection as well as other emerging industries thrived. As the development of high and new technology industry sped up, the added value is estimated to exceed 17.8 billion yuan, an increase of 3.6 times than that in 2006. The number of national high and new technology enterprises reached 74. As the independent innovation capability got enhanced, 4 state-level enterprise technical centers were established. We also made solid progress in the program of “Multiplying the Number of Excellent Enterprises”.A group of key enterprises like Yihua, Xingfa and Dong Yangguang grew bigger and stronger. In terms of the annual main business income, 6 enterprises reached 10 billion yuan and 33 enterprises reached 1 billion yuan. The total number of brands as “Famous Trademark of China” reached 19, among which 15 were newly increased. 3,894 items were newly granted patent licensing.
Rural economy experienced steady growth. As we put the work relating agriculture, rural areas and farmers on the top of the priority list, strengthened the adjustment of the agricultural structure, the modern characteristic agricultural industrial system was in initial formation. The grain yield has been increasing continually for eight years. The output of the six characteristic industries, fruits, tea, vegetables, animal husbandry, fishery and Chinese herbal medicine accounted for more than 75% of the gross output value of agriculture, making Yichang an important production base of tangerines, tea and mountain vegetables. The output value of agriculture in 2011 is estimated to exceed 23 billion yuan, an increase of 1.5 times than that in 2006. The industrialization of agriculture was further promoted. The number of large enterprises engaged in processing agricultural products reached 295. The number of specialized farmer cooperatives reached 1673. The output value of agricultural products processing reached more than 75 billion yuan. The agricultural products processing gardens in Yiling, Yidu and Zhijiang became provincial key gardens. Daohuaxiang Group became the first leading enterprise to have exceeded ten billion yuan in its annual sales in Hubei Province. The construction of rural water infrastructure was strengthened. 70 dangerous reservoirs were reinforced. 3908 kilometers of canal at the end level were newly constructed or reconstructed. Water-saving irrigation newly covered an area of 268,000 Mu, about 17,870 hectares. The comprehensive level of agricultural mechanization reached 57.2%.
The development of the third industry sped up. Since we made strenuous efforts to promote the transformation and upgrading of the tourist industry, the service function of tourism in improved step by step. The Three Gorges Dam and the Three-Gorges Tribe Scenic Spot were both upgraded as 5A Scenic Spots. Qingjiang River Gallery and Chaibuxi Grand Canyon and other scenic spots also accelerated their paces in the construction of the scenic spot. Yiling, Changyang, Wufeng and Zhigui were among the ranks of the “Leading Tourist Counties of Hubei Pronvince”. Many famous tourist towns and villages like Sandouping and Chexi appeared. We promoted tourist cooperation in Three Gorges region through jointly held China Yangtze River Three Gorges International Tourism Festival twice. The number of the visitors at home and abroad is estimated to reach 19 million people and the tourist income reached 13.8 billion yuan, an increase of 1.1 times than those in 2006 respectively. The construction of the Three Gorges modern logistics center was brought into the national plan of the successor activity for Three Gorges Dam and entered all-sided implementation. The construction of the harbors and the railway logistics park went on with smooth progress. Business projects like Wanda Plaza and Jin Dongshan Market were put to service. We steadily implemented the “Market Project of Thousands of Villages and Townships” and the “Modern Circulation Net Project of New Rural Areas”. 1,648 chain countryside stores and 748 village-level comprehensive service communities were newly built. The total retail sales of consumer goods in 2011 increased 1.5 times than that in 2006. The financial industry experienced sound development. 9 Banks like Industrial Bank, Shanghai Pudong Development Bank and Hankou Bank opened branches in Yichang. The balance of deposits and the balance of loans of all financial institutions reached 178 billion yuan and 125 billion yuan respectively, 1.5 times and 1.3 times the figures of 2006 respectively.
The past five years provided basis for the remarkable increase of future development. We focused on transforming the development pattern and increased efforts on conserving energy and reducing emissions. The energy consumption per unit of GDP decreased by 22% than that in 2006. The chemical oxygen demand and the sulfur dioxide emissions decreased by 8% and 4.8% respectively. The sustainable development capability was on the rise. We implemented the strictest farmland protection system and our level of economical and intensive land utilization was enhanced. We vigorously implemented the strategy of “Breaking through the regional limitation along the Yangtze River”, accommodated the construction and development of the development zones and districts along the Yangtze River. The added value of the large industrial enterprises along the Yangtze River exceeded 80% of the total in the city, making this region the main pole of the economic growth of the city. The High-Tech Zone in Yichang was upgraded to be the National High-Tech Zone, a framework of “one zone with many districts”. The Biological Industrial District and Baiyang Industrial District has been officially started which greatly expanded the room for further development of the High-Tech Zone in Yichang. Besides that, we also vigorously promoted investors from other developed cities developing in Yichang. Industrial districts from other developed cities like Xingfa Industrial District experienced sound development in Yichang, making this kind of economic form an important platform for the economic development of the counties in mountainous areas and reservoir areas. We increased efforts in project construction and we made fruitful achievements in attracting investment. Major programs with an investment over 10 billion yuan and 1 billion yuan like Three Gorges Quantong Coated and Galvanized Plate Corporation, Dong Yangguang Industrial District, Zhongxing Auto, Lianbang Cables and Wanda Plaza settled in Yichang. The total fixed asset investment of the past five years reached 376 billion yuan, an increase of 2.6 times than that of the previous Five Year. We built a batch of foundation-building and long-term benefiting industrial projects and infrastructure projects. The number of the projects under construction with an investment over 50 million yuan was 692, while 576 of them were in operation, providing basis for the remarkable increase of future sustainable development.
The past five years also witnessed the furthering and deepening of the policy of Reform and Opening-up in Yichang. We insisted on deepening the reform and Opening-up and promoted innovation in systems and mechanisms so that the dynamism of the economic growth could be released. We made constant efforts to deepen the reform of the State Owned Enterprises and complete the modern entrepreneurial system, thus ensuring the maintenance and appreciation of the value of government capital. Economy of diverse ownership forms is striving to develop while the private sector has become the most active factor of the municipal economy. We made eeforts in the innovation of investment and finance system. The actual strength of financing platforms like investment companies and guaranty companies were strengthened. Yichang Transportation Group was successfully listed. Yichang Infrastructure Investment Company issued bonds of 1 billion yuan. The additional financing of the listed enterprises reached 4.07 billion yuan. The new rural public service system of “Government Purchasing Public Services” was basically established. The reforms of the Rural Collective Forest Right System, the Land Circulation System and the Rural Financial System deepened step by step. A new round of reforms of the government institutions came to a full completion. The modern public fiscal system was improved constantly. Our pilot experience in social management innovation was promoted in the whole country. Our comprehensive reform of population and family-planning set an example for other cities in the country. We made brilliant achievements in the Opening-up to the outside world, both at home and abroad. In the past five years, we introduced a total investmen of 105 billion yuan and 650 high-level talents, including experts and talents with doctorate. The Three Gorges Airport launched operation. The export in 2011 is estimated to achieve 1.6 billion dollars, an increase of 2.9 times than that in 2006. The corresponding support work of Three Gorges Reservoir was high effective, aid funds of 29.43 billion yuan were put into practice in the past five years.
The past five years also witnessed the great changes of the urban and rural landscapes in Yichang. We adhered to market-based approaches to promote urban expansion and urban scenic quality. Our urban comprehensive service ability was enhanced. As a three-dimensional transportation network took shape basically, Yichang began to manifest itself as the regional transportation center. The highways connecting Shanghai and Chongqing, Jingmen and Yichang, Three Gorges Dam and the southern of Yichang as well as the railway connecting Yichang and Wanzhou were open to traffic. The highways connecting Yichang and Badong, Baokang and Yichang, Wuhan and Yichang are under tight construction. The highways in Yichang City extended to 392 kilometers, while the railways extended to 440 kilometers. The annual throughput of the ports in Yichang reached 46 million tons. 85% of the counties and cities had access to highways or first-level roads, while 95% of the roads in counties and towns reached the standard above the forth level. The roads of all the administrative villages had bituminous pavements or cement pavement. As the city expanded, its functions were improved. We raised 9.5 billion yuan and built 200 urban infrastructure projects. We built and rebuilt 245 kilometers of central urban roads and 420 kilometers of urban drainage pipes. A series of sewage treatment plants were built on the extension of Yanjiang Dadao, Chengdong Dadao, Fazhan Dadao and Linjiangxi. The urban garbage treatment rate reached 91%, while the sewage treatment rate reached 90%. As we strengthened the ecological construction, the forest coverage rate of our city reached 58%，100% of the urban centralized drinking water resources reached the standards. 1,013 hectares of green land were newly planted in the urban area, ensuring 11 square meters per capita green land. We accelerated the urbanization process, raising the urbanization rate to 50.8%. The urban built-up area extended to 110 square kilometers with a resident population of over 1 million. Yidu, Zigui and Xingshan all won the title of “National Garden City”. The county town of Zigui, Tianba Village in Yiling and Jitoushan Village in Yidu were all among the rank of “National Civilized Towns and Villages”. The county town of Wufeng officially began to move back. Niejiahe, Panjiawan and Zhangcunping were rated as “National Environmentally Beautiful Towns”. As we pushed forward the new countryside construction, 55 villages in Yichang were brought into the rank of “Provincial Model Village of New Countryside Construction”. The number of the farmer household with newly built “One Biogas Generating Pit, Three Changes (pigpen, lavatory and kitchen) of the House Structure” reached 219,000. The rural residential environment generally got improved.
Over the past five years, the social undertakings of Yichang have achieved all-round development. In the field of education, the government of Yichang vigorously implemented the strategy of developing Yichang through science and education, and the education career gained prior development. 99% of nine-year compulsory education has been completed and senior high school education has been popularized basically. The development of vocational education began to accelerate and the vocational education center came into construction. The strength of higher education was enhanced and China Three Gorges University has become a comprehensive university with hydroelectric characteristics. In the field of culture, cultural undertakings have made great strides. Five counties and cities have been appraised as national advanced cultural areas. Cultural infrastructure construction was increasingly improved. Yichang Broadcasting and Television Center, new library and theatre of Yichang have been completed and put into use; 91 cultural stations in towns have been renewed or rebuilt, and 1451 farmhouse study have been built. Broadcast television could reach almost every village with the comprehensive coverage rate of 98%. Literary and artistic works achieved remarkable performance, many works, such as Chu Shui Ba Shan(Bashan Mountain and Chushui River)won national culture award. The masses of Yichang had rich and colorful cultural activities. Yichang has won the title “national advanced philatelic cultural city”, and 8 counties and towns were praised as “the hometown of Chinese folk culture and art”. News media, performance and entertainment, books and video were to be unfolding and the added value of cultural industry was expected to reach 6 billion in 2011. In the field of medical and health service, the construction of its service system has been strengthened. 61 medical institutions in cities and counties, 99 health clinics in towns and townships have been renewed and improved; health service institutes were built in every town community and 99% of village clinics lived up to grade A standard. The new rural cooperative medical care and national essential drug system reached almost every region. 58,000 disabled persons could be treated for recovery, therefore, Yichang was approved to be national disabled people work example city.. Moreover, the masses paid more attention to health and the sports level got higher. New achievements were made in the work concerning Taiwan affairs, nationals living abroad, diplomacy, religion, confidentiality, petition letter, archives, local records, women and children; great progress were made in all undertakings regarding meteorology, earthquake prevention and disaster mitigation, civil air defense and seniors. Meanwhile, the national work and Tibet and Xinjiang aid plan have been carried out thoroughly; national defense mobility, the construction of militiamen and reservist, “Double Support” project (local governments and common people should support the army while soldiers should support the government and love the people) were strengthened continuously. Yichang has won the title “national ‘Double Support’ model city” four times in a row, and the relationship between military and civilians became much closer.
Over the past five years, the administrative environment of Yichang was being optimized continuously. The officials insisted on enforcing administration according to the law, strengthened the construction of effectiveness and made great efforts to improve the government executive power and credibility, which made good atmosphere with justice, unity and industriousness. Moreover, scientific and democratic decision-making mechanism was improved constantly; e-government implementation was accelerated and administrative power was carried out more efficiently and fairly. Administrative examination and approval was more effective. 20% of approval procedures and 68% of approval hours have been deducted. Administrative supervision and audit inspection have been strengthened and the responsibility system for improving the Party\'s work style and building clean government has been put into practice. Officers of the municipal government and its departments listened carefully to the opinions and proposals of deputy to the National People\'s Congress and members of the Chinese People\'s Political Consultative Conference, and conducted 1454 suggestions of deputy to the National People\'s Congress, 1995 proposals made by members of the Chinese People\'s Political Consultative Conference on schedule in the past five years and the completion rate reached 100%. The fifth five-year legal planning responded well and legal consciousness of citizens has generally been strengthened. Comprehensive management of public security was intensified and Yichang was praised as “outstanding city for national comprehensive management of public security” two times in succession. Furthermore, Yichang got stronger ability in dealing with public emergency. The safety production was stable as a whole and the society became more peaceful and harmonious.
Over the past five years, the life of Yichang people had obvious improvement. Labor security and employment have been enhanced. There were 460,000 new employees in cities and towns, 440,000 employees from rural workforce transfer and the registered unemployment rate in cities and towns was less than 4.3%. The number of insurants for five insurance has increased to 3,512,000. The endowment insurance for landless farmers and over-age workers, medical insurance for staff working in closed, bankrupt or remodeled enterprises and injury insurance for rural migrant workers have been guaranteed. The medical insurance policy of urban employees was being perfected and medical insurance treatment of towners has been enhanced greatly. Social endowment insurance pilot for urban and rural residents was being carried forward in order, the number of insurants has reached 1.08 million and social relief funds amounted to RMB 2.04 billion. Urban minimum security was sufficient and 160,000 peasants obtained minimum security. Urban housing security system has been improved, and housing problems of low-income group have mitigated.8,249 economically affordable housing and 14,640 low-rent housing have been built. 19,027 shacks have been remolded, and RMB 66.23 million has been provided for rental subsidies of low-rent housing. Urban per capita housing area reached 33 square meters, and RMB 3.03 billion has been provided for a series of preferential agricultural subsidies. 18,000 rural dilapidated houses were rebuilt and drinking water safety for 1.03 million persons has been ensured. The number of low-income or poor rural households has decreased by 133,000 and RMB 70 million for corresponding supporting funds in ethnic areas has been raised and put into use. Household wealth of urban and rural residents has increased generally. Mobile phones and computers were becoming widespread gradually and sedan cars were affordable for ordinary family. The average life expectancy reached 74.5 years.
Fellow deputies, over the past five years, Yichang has made great progress in development. We pulled through international financial crisis successfully, initiated “Yichang speed” and achieved rapid development. All the people in Yichang made great efforts to serve Three Gorges Project. The removal and resettlement have been finished smoothly, therefore, water storage and power generation could be ensured. We deepened “three-city joint creation” and Yichang was the first city in Hubei Province to win the laurel “National Sanitary City”, “National Environmental Protection Model City” and “National Civilized City”, meanwhile, great improvement was made in Yichang’s civilization. All the achievements were attributed to the correct leadship of the Provincial Government, the joint efforts of all the people in our city, the solid foundation laid by the previous Municipal Government and substantial support and active participation from various circles of the society. On behalf of the People’s Government of Yichang, I would like to extend my cordial and sincere appreciations and respect to all the cadres and masses, deputy to the National People\'s Congress, members of the Chinese People\'s Political Consultative Conference, democratic parties, Federation of Industry and Commerce and personages without party affiliation who gave substantial support and effective supervision to the government, provincial departments and foreign investors, People’s Liberation Army and Chinese people’s armed police forces in Yichang, all comrades and friends who supported and concerned about the construction and development of Yichang!
Fellow deputies, it is not easy to gain such achievements in the past five years and the work experience is more precious. We are keenly aware that to carry forward Yichang’s reform, development and construction, we must insist on scientific development and put industry cultivation and project construction at the top of economic work; we must free our mind and solve difficulties and problems confronting us by way of reform and innovation; we must insist on service priority and unite development forces under favorable environment; we must rely on the masses and accomplish our career by unity and hard work; we must adhere to people oriented and make fruits of development reach all people.
Fellow deputies, we clearly realize that Yichang’s development level is not high enough. There is still a big gap between Yichang’s general strength and the requirements for provincial deputy central city. International financial crisis has a deep influence on the world and the external environment is still complex and elusive. The problem that resources and environment limit economic growth reveals itself further, and it is arduous to optimize and upgrade economic structure now; the impediments to mechanism and system of scientific development still exist; government service, governance capacity and work efficiency of the authority need to be further improved. We will face above difficulties and problems bravely, improve and create new working procedure continuously and take effective measures to solve all the problems.
II. Objectives and Main Tasks in the Next Five Years
Now, Yichang is in a golden period for development, quick expansion and economic acceleration. There are many favorable factors for Yichang’s rapid development. At present, China’s government is engaged in vigorously implementing the strategy for rise of central China, enhancing the subsequent development of the Three Gorges reservoir area and regional development around Wuling Mountain, reinforcing the work of relieving poverty and accelerating the transfer of eastern coastal industries to the mainland. The provincial government is carrying out the strategy of “two circles, one zone”, “one main city, two sub cities”, and they are in full support of the construction of provincial deputy central city. All these opportunities and policies have superimposed effects on Yichang. At present, Yichang has become basically a regional transport hub, which lays the foundation for its rapid development. In recent years, a number of major projects were planned and developed in Yichang in succession which infused strong energy into Yichang’s development. The government functioned well and the people lived in harmony in our city. The cadres and masses created a lot of good ideas and good experience in practice which was our precious spiritual wealth. What is more delightful is that the fifth Party Congress of Yichang was just closed, in which a grand and scientific blueprint was established for the next five years.It will inspire all the people in our city to strive for scientific and spanning development of Yichang.
Standing at a new historical starting point, we are confident of Yichang’s development. We must completely maintain the spirit of the third Party Congress of Yichang and never be slack and afraid of difficulties. We will plan the future of Yichang with wider field of view and more open mind, speed up economic transition and make full progress in social undertakings.
The guiding thought for Yichang municipal government in the next five years is that we insist on regarding Deng Xiaoping\'s Theories and Three Representatives as the guidance, following the scientific concept of development earnestly, regarding scientific development as the theme, transformation of economic development as the main line, reform, opening up and innovation as driving force, the improvement of people’s livelihood as the goal, opening up guidance, breakthrough along the Yangtze River, innovation-driven and green prosperity as strategic points. We will accelerate the construction of a modern industrial system and the pace of new urbanization. We will drive the economic aggregate, urban development, development pattern and social construction into a new leap forward. We devote ourselves to developing Yichang into a provincial deputy central city, regional central city in the mid and upper reaches of the Yangtze River, famous hydroelectric tourist city all over the world and a modern megacity.
Our objectives are that by 2016, the total output value of the whole city will account for around 15% of Hubei Province; local general budget revenue will exceed RMB30 billion; social fixed asset investment will increase by 23% annually on average; gross retail sales of social consumer goods will grow by 18% every year on average; the annual average growth of urban disposable income per capita and rural net income per capita will reach more than 11%.
In the next five years, we will focus on doing a good job in the following five areas of our work.
1. Putting industry at the first place, transforming and developing, enhancing the holding power of our city.
We will comprehensively seize the periodic characteristics and features of the later stage of Yichang’s advancing in industrialization, motivate industrialization to be great and powerful, with the focus on advanced manufacturing industry. We will actively promote service industry transformation and upgrading, accelerate the two-wheeled strategy of advanced manufacturing industry and modern service industry, and speed up construction on a modern industry system of distinguish characteristics and comparative advantages, with the focus on tourism and producer service industry. We are aiming to raise industrial added value and tertiary industry added value to 18﹪ and 13﹪ a year on average respectively.
We will intensively create economic corridor with assets of 1 trillion yuan along Yangtze River. we will continue to implement strategy of “Breaking through the regional limitation along the Yangtze River” leading industries, projects, production factors gathering together to edge river area, developing industrial cluster, and quickening developing to a core area with annual production value of 1 trillion yuan in funds. We will give full play to develop the leading role of high-tech zone, coordinate development of edge river area, and expedite the cultivation of a number of specialized zone and a number of strong competitive dominant industries which wield great influence in the province or even all over the country. The output value of industrial parks such as Shenzhen high-tech industrial park, Baiyang industrial park, development zones in Yidu; Yiling; Dangyang; Zhijiang, and pillar industries such as equipment manufacturing, chemical industry, food ＆pharmacy industry is expected to exceed 100 billion yuan respectively, and the output of special zone such as electrical cable industrial zone, automobile industrial zone is expected to exceed 10 billion yuan till 2016. We will control the commanding point by achieving a breakthrough in developing emerging strategic industries such as new energy, new materials. We will thoroughly implement the project of developing small and medium-sized businesses and project of doubling the competitive enterprises, strive to get nearly 1500 scale-enterprises, more than 20 enterprises with output value exceeding 10 billion yuan, and fulfill the zero breakthrough on enterprises with output value exceeding 100 billion yuan. We will promote the fusion of industrialization with informatization, continue to implement the quality brand-name strategy, forward more products of “made in Yichang” to all over our country, and the world. We will encourage regions in the eastern of the city such as Yiling; Yidu; Zhijiang; Dangyang, to develop first, winning over Yidu and Zhijiang’s earlier stepping into top 100 county-level economy of our country.
We will vigorously improve the development of service industry to meet the need of new industrialization. We will improve rural working and living conditions. We will actively develop nonagricultural industries in rural areas and encourage rural residents to find nonagricultural employment in nearby towns and cities to increase wages income. We will set up and improve farmers’ rights to the land they contract to work on, the circulation system of forest property rights and its mortgage loan to increase property income of the rural residents.
V. We will continue to strengthen urban rural infrastructures.
We will adhere to market friendly operation, urban and rural balanced development, build transportation, municipal affairs and other infrastructures to widen urban framework under the leadership of local government
We will accelerate to improve the comprehensive transportation. We will pay close attention to rebuilding National Road 318, Xiaoya Road and other first-class highways. We will ensure that the Lucheng—Yuguan first-class highway will be operated.We will build Dangyang—Zhijiang and other first-class highways and come into operation as soon as possible for Miaozui and Xiangxi Yangtze River. We will fully implement the pre-period work on Baiyang Yangtze River. Moreover, we support the construction of Yichang—Badong and Baokang—Yichang expressways. We will carry out the pre-period work on the two expressways: Yichang—Zhang Jiajie and Tai Pingxi—Zhang Jiakou. We will speed up to construct Yunchi port second-phase project, Xiakou and other wharfs to ensure the operation of Baiyang port first-phase project and Maoping port second-phase project. We will intensify the pre-period work of comprehensive wharfs in Zhijiang Coal Center, Hong Huatao town and Zhijiang. We will start the construction of branch navigation channel in the Three Gorges reservoir, accelerate to dredge the navigation channel of Huangbo River and build the regional railway in Ziyun.
We will increase the number of urban infrastructures. We will organize and formulate the constructions of urban, new area and infrastructure in line with the overall urban planning. We will start to build Ge Zhouba—Yichang Bridge, the first-class highway at south bank and promote orderly the development of new districts at south bank. We will accelerate the construction of water supply and drainage, electricity and gas supply and pipe network in the new urban districts. We will make great efforts to construct Forth Road of Dongshan, the extensive part of Second Road of Xiling and other major projects and make the comprehensive improvement on canal and Heyi Channel. We will ensure that the Yichang passenger transit center and Dongshan expressway passenger terminal will be completed and come into operation. We will start to expand the Xiao Ting water supply plant to ensure that Xiao Ting sewage treatment plant will be completed within this year and continue to implement lighting project of night scene.
We will strive to improve the people’s living environment. We will strengthen the ecological construction and achieve the goal to build Yichang into the national forest city. The afforestation of urban areas will be increased and the rate of green space will in a steady growth. The two refuse landfills will be built in Xiaoting district and Dianjun district. The management of construction wastes will be standardized. The kitchen wastes will be given innocuous disposals. We will explore the ways to implement the collection and classification of urban garbage. The environmental management of Qingjiang river, Huangbaihe river, Xiangxi river, Bolin river, Yuyang river and other important river basins. We will strengthen the protection of centralized drinking water sources in cities and towns. In accordance with the new national standards of the air quality, we will explore to achieve a joint protection of the atmosphere and integrated controlling of its pollution and prevent and reduce the pollution from motor vehicle exhaust. The management of urban back streets and the standardization and transformation of vegetable markets will be basically completed. The work will focus on the construction of urban traffic nodes and parking lots and the management of parking areas of residential quarters. More efforts will be made in the comprehensive improvement of urban environment and the integrated management of outdoor advertisings will be completed. The full implementation of digital urban management will ensure the all-weather and complete coverage of law enforcement of urban management.
6.Paying special attention to various affairs related to people’s well-being
This year, the municipal finance will further optimize the structure of expenditure, increase the investment in people’s livelihood and improve public services, so as to solve various affairs related to people’s wellbeing completely and satisfactory and make our people feel more satisfied with our work .<0}
We will speed up the development of education, health and other social undertakings. The education spending will account for an increased proportion of the fiscal expenditure and the education at all types and levels will be with the priority to the development. The school-running conditions of preprimary education will be improved and the construction of modern schools under compulsory education accelerated. The construction of Yichang Vocational Education Park will be basically completed. We will actively dissolve the debts of universities and colleges. We will speed up the construction of regional medical health centers and support key hospitals to compete for excellence and achieve good celebrity, thereby strengthen their regional service ability.We will distribute reasonable medical resources and perfect the medical services network of communities and rural areas to meet people’s basic health care needs there. We are preparing to construct new Yichang Museum and Yichang cultural art gallery. We will carry out some projects, such as the cultural information resources sharing and “the farmer’ book houses”, to bring benefits to people and more public culture facilities to grassroots. We will speed up the development of the social science, radio, television, press, publishing and other cultural undertakings. We will encourage the creation of literature and art and strive to introduce more excellent works.
We will make great efforts to broaden employment channels. We will promote the policies supporting employment and entrepreneurship to be implemented comprehensively, increase issuing small secured loans RMB 180 million and strongly support the self-employed. Our work will mainly focus on the employment of graduates from colleges and universities, the returning migrant workers and people difficult to find jobs. We will continue to carry out the “inspiration of aspiration & ability” care activities. We will set up and perfect long-effect mechanism to assist the "zero employment family" to be employed. A variety of vocational and technical trainings as well as skills competitions will be provided and held to improve vocational and technical skills of job seekers and on-post workers, meanwhile promote the stable and high-quality employment of other groups.We will ensure that 70000 urban employments are increased, 25000 laid-off workers and personnel who had difficulty re-employed and 75000 rural labors transferred from the rural areas and employed. We will strengthen labor inspection and rights safeguarding, in the meantime ensure the labor contracts sighed in 90% labor relations
We will strengthen the construction of social security system.
We will complete social security policies, lower threshold to entry of social security and expand the coverage of social insurance to ensure 183000 people be covered. We will perform the overall planning of medical treatment, industrial injury and birth insurance city at the municipal level. Our work will focus on developing social endowment insurance of urban and rural residents to realize the whole coverage of social endowment insurance system and ensure the rate of sharing and continuing sharing social endowment insurance above 80%.We will optimize the system of new rural cooperative medical services and ensure the sharing rate above 95%, the rate of compensation for people who are in hospital more than 70%. The per capita subsidies of the new rural cooperative medical care and basic medical insurance for urban residents will be raised to RMB 240. The range of medical security pilots for serious diseases and diseases included in rural areas will be expanded and the medical security for the rural children with serious diseases such as congenital heart disease, leukemia will be implemented. We will construct 30 day-care centers for "rural empty nest seniors". We will quicken the construction of indemnificatory housing project for low-income urban citizens and construct 33061 sets of new indemnificatory houses. We will strictly implement the policies of "National Ordinance on Collecting and Compensating Houses on the State-Owned Land" and subsidies for low-rent housing to strive to finish the reconstruction of 70000 square meters old urban areas and over 8000 sets of dilapidated and old houses. RMB 150 million will be raised to help people in straitened circumstances and families eligible for special government to solve their temporary difficult in life.
Practical efforts will be made to maintain the social stability and harmony. We will work hard to build the national comprehensive pilot for innovating social management and improve the system characterized as the grid management, information support and whole course service. The overall social credit system will be built. We will strengthen comprehensive social management. We are to improve our work on receiving and processing people’s complaint letters and visits as well as the mediation of people, administration and judiciary, perfect the mechanism of assessing risks for social stability and investigating and resolving conflicts, meanwhile increase the ability of the crisis management and risk resistance of the whole society. The social stability of the Three Gorges reservoir area will be maintained to service for the safe operation of the Three Gorges project. The regulation system of food and drug safety will be innovated to endeavor to make Yichang become a city with safe food. The democracy at the grassroots level will be established and the autonomous standard of the urban and rural residents improved. We will improve the legal aid system to provide practical protection of the legitimate rights and interests of vulnerable groups. We will lead enterprises to establish harmonious labor relations. We will promote the security and standardization of production, strictly implement safe production and clear division of responsibilities, meanwhile continue to conduct special programs to address safety problems and investigate potential and hidden dangers so as to improve the security level of production.
At the same time, we will effectively promote the defense mobilization, and strongly support in the construction of liberation army and armed forces in Yichang to constantly enhance the level of the reserve force, the militia and civil air defense. The "Double Supports" activities will continue to be carried out in depth to consolidate the solidarity between the army and the government and between the army and the people. We will conduct solid work on aiding Tibet and Xinjiang autonomous regions. The religious affairs will be managed according to laws. The active development will be promoted on social undertakings such as population and family planning, charity, the disabled, the aged, climate, fire control, precautions against earthquake and sports. Many efforts will continued to be made on statistics, food, Taiwan affairs, foreign affairs, affairs concerning overseas Chinese, archives, local chronicles, confidentiality and other affairs.
7. Further strengthening self-construction of the government
The government will fully perform its functions and improve its ability and level in serving for economic and social development as well as the people to further set up its image as a "people-oriented, pragmatic, clean and efficient" government.
The administration in accordance with laws will be adhered and penetrate the whole process of government decision-making, execution and supervision as well as each link of government management to motivate our government to strictly exercise power and carry out its duties according to legal authorities and procedures.
The administrative decision-making mechanism with the combination of people’s participation, experts’ consultation and consensus decision will be improved to make the administrative decisions more scientific, democratic and more in conformity with laws. We will improve and innovate ways of laws enforcement, manage law enforcement process online and exchange information and share resources between administrative and law-enforcing departments. Our government and work will accept actively the legal supervision from People\'s Congress, from People’s Political Consultative Conference, the democratic parties and Association of Industry and Commerce and from the populace and the press in Yichang. We will promote government affairs public and improve our government work transparent.
The administrative efficiency will be upgraded. On administrative examination and approval, we will further reduce items, standardize procedures and optimize the process. The electronic platform for government affairs will be employed to achieve the full implementation of online examination and approval, online work and electronic surveillance. We will strengthen the construction of a learning government and enhance the ability of creating, innovating and dealing with complex situations of civil servants. We will raise the ethos of investigation and pursuit of truth and pragmatism, simplification of meeting and file and reduction of unnecessary social engagements. The energy will spend on the social reform, development, the stability and harmony, will used in solving pressing problems in people’s production and daily life. The government will commit itself to transform the concepts of "complying with regulations and laws, breaking the normal procedures, adopting special methods to dissolve the special problems, providing high-quality services" into a standard system and internalize the habits and behaviors of government cadres. The system of targets management will be perfected to ensure that each work is in charge explicitly and assessed impartially and timely. The supervision for government affairs and efficiency will be strengthened, and the system of “harnessing mediocre officers and conducting accountability ” will be performed strictly.
The construction of a clean and honest government will be stressed. The supervision for projects from government investments will be strengthened to ensure that every public projects with high quality and clean and honesty implementation Anti-corruption Project. The rigorous audit supervision will be exercised in every place where the fiscal funds are used. We will practice the habits of thrift and economy and oppose the habits of extravagance and waste, using the fiscal funds in key links to promote development and improve the people\'s livelihood. We will strengthen the establishment of system for punishing and preventing corruption, strictly investigate and prosecute cases of violating laws and disciplines, and solve the outstanding problems that harm the interests of masses.
Fellow deputies,the development of Yichang has stepped into the critical period. On the way of its leap-forward development, we are inspired by our glorious history; we are called by the great times; we are placed great expectations from the people on. Let all of us rally closely around the Party Central Committee with Comrade Hu Jintao as General Secretary, under the strong leadership of Yichang Municipal Party committee of the CPC, practice the scientific view of development in depth, work diligent and make solid progress, carry out our causes and forge ahead into the future and make arduous efforts to build Yichang into the vice central city in Hubei province ,the regional central city in the middle and upper reaches of the Yangtze River and the world famous hydroelectric and tourism city.
