Report on the Work of Yichang Municipal Government
----Delivered at the third session of Yichang’s Sixth National People's Congress on January 4th, 2018

Esteemed delegates,
On behalf of the Yichang Municipal People’s government, I now present to you my report on the work of the government for your deliberation and approval and I also wish to get comments on my report from the members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).
(1) Work Review in 2017
The past year is an extremely difficult time for Yichang’s development and a hard year for its residents to overcome various obstacles. Facing the complicate economic conditions and formidable task of transformation and upgrading, guided by Xi Jinping's socialism with Chinese characteristics in the new era, we have steadfastly carried out the new development concept, earnestly implemented the deployment of the Eleventh Provincial Party Congress and the sixth Municipal Party Congress under the leadership of the Municipal Party committee. We have stayed committed to seeking progress while maintaining stability by transforming pressure into impetus and regarding difficulties as tests. With the pragmatic attitude towards actions and arduous struggle, we have grasped the key points, improved weak links and strengthened shortcomings, creating a new “green, transformed, leaped and moderately prosperous” situation. It is estimated that the total output value in Yichang will increase by 2%, the above-scale industrial added value 1%, the total retail sales of consumer goods 5% and the fixed assets investment will reach 254.4 billion.
------Industrial transformation and upgrading has been resolutely implemented. We have made a determined effort to speed up closing, transference and relocation of 134 chemical enterprises along rivers. The number of the first batch of enterprises closed according to law is 25. The proportion of traditional chemical enterprises in the chemical enterprises has fallen by 1.2% while the fine chemicals rose to 20.3%. And the energy consumption per unit has declined by 7.14% with the land consumption and water consumption falling by 5.32% and 13.7% respectively. Besides, the proportion of the value added of the tertiary industry in the total output value has risen by 1%. Yichang has even been praised by the State Council since it has achieved remarkable results in nurturing strategic emerging industries and promoting transformation and upgrading of the special advantage industries.
------Staged victory has been achieved in conquering three major difficulties. We have comprehensively strengthened pollution prevention and control, accomplished 41 items on corrective actions assigned by Central Ministry of Environmental Protection. The overall water quality is good and the excellent days for air quality have reached 258, which is a year-on year increase of 11 days with the concentration of PM10 and PM2.5 falling by 9.3% and 6.5% separately. Targeted poverty alleviation has made solid progress. 81,705 people have shaken off poverty, 60 villages are no longer listed in poverty-stricken areas and 18,315 have relocated due to the poverty-alleviation policies. It is predicted that Yuan’an County will get rid of poverty and its photovoltaic poverty alleviation experience will be popularized nationwide. Measures for risks prevention have become more effective and programs such as Yichang Cars and Federal Cable have been vitalized successfully, reform progress has been made steadily and current problems have been solved in Yihua Group. Till now, 22 “zombie enterprises” have been dealt with in accordance with law, resolving a batch of economic and financial risks. And the non-performing loan ratio for the financial institutes has lowered to 1.76%.
------The supply-side structural reform has been advanced in depth. The phosphorus ore output has been reduced 0.7 million ton while the coal capacity has been cut 0.75 million ton. Both Yidu and Yiling have collectively exited from the coal-producing industry We have knocked out 24 backward capacity enterprises and taken the lead to eliminate coal-fired boiler under 20 steam tons. There is a general decrease in the inventory size and decontamination cycle of commercial housing. The comprehensive costs of the enterprises have reduced more than 10 billion yuan. Weak links improvement has also been stepped up in such areas as infrastructure and basic public services, etc.
------People’s sense of gain, happiness and sense of security have been constantly strengthened. 106,000 jobs have been created and the registered urban unemployment rate has been kept at 2.06%. The disposable income per capita of the urban and rural residents is estimated to increase by 8% and 8.5%. Centered on “getting through the main artery and dredging microcirculation”, Yichang has completed 26 smooth traffic projects, cleared up 5 dead-end roads and added 1472 public parking lots in its urban areas. Full coverage has been achieved concerning the natural disaster insurance for the farmhouses and residents. With the transformation and upgrading of the old districts, Yichang has been accepted as the nationwide pilot city of old districts transformation. And there are 44 farmers markets which have been reconstructed in the urban areas. In addition, Yichang has made itself the three consecutive champion of the national civilized city and the two consecutive champions for the Overall Administration for the Public Security and also the first batch of the National Food Safety Model City.
In the past year, we have made many efforts as follows:
The first one is to strengthen project investment. We have continued to take project investment as the “stability anchor” of steady growth and propelled investment of the Nov.1 Project, with the development momentum constantly improved. We have introduced support policies to attract investment, have established the system of “Weekly report, monthly ranking, quarterly statement, semi-annual training, year-end settlement” and have perfected the assessment methods. 392 projects have newly constructed, which is an increase of 3.2% and the actual funding accepted is 164.2 billion yuan, rising by 6.7%. The actual utilization of foreign capital is 0.37 billion US dollars. We have strived for 2.22 billion yuan for the national and provincial budget investment project and put in place 14.88 billion yuan for the follow-up and pair assistance funds of the Three Gorges. There are 22 PPP projects with the total investment 16.9 billion. The proportion of industrial investment and private investment in the fixed assets investment reached 47% and 67% respectively. Projects such as CSG smart touch monitor, Century Joint Innovation have been put into operation. Other projects such as GAC Motor Automobile Production Base, Haihang General Aviation Industrial Park, Huaqiang Science and Technology Industrial Park, Chongqing and Hubei DC back to back project have been stepped up. Great breakthroughs have been made in the exploration of the shale gas. Construction for the Three Gorges Dam on Jiangbei Expressway, Wujiagang Yangtze River Bridge, Xiangxi Yangtze River Bridge and Baiyang Yangtze River Bridge has gone smooth. Besides, construction for Xiling Road No.2, the second phase of Xiazhou Road, the second phase of Dianjun Road has been accelerated. BRT night pearl section and Zhongnan Road extension sections and Juxiang Road have been completed and open to traffic. About 57 kilometers has been completed for the first grade road and 280 kilometers for the second grade road. 2442 kilometers has been completed for the hardened rural road and 4646 kilometers for the life security project. The construction for Xingshan section of Zhengwan highway has been quickened. And the first phase for Baiyang port has opened to the public.
The second is to accelerate structural adjustment and strengthen the real economy. We have continued to take structural adjustment as an effective measure to promote transformation, conducted special evaluation of industrial transformation and upgrading and vigorously improved quality and efficiency of economic development. What’s more, special regulation and three-year action plan for the chemical industry have been introduced to planning construction of specialized industrial park in Yidu and Zhijiang and the ongoing project of “One Kilometer for Red Line” along the Yangtze River. Support policies have been formulated like developing generics and development of such industries as new materials, bio-medicine, and electronic information. Advanced equipment manufacturing industry have been speeded up, with the output accounting for 40% in the total industrial output value. The production quality system of Yichang Humanwell Pharmaceutical CO., LTD has been overall upgraded and its raw materials and preparation have been certified by US and EU. Currently, there are 57 hi-tech enterprises of net increase and 183 hi-tech products, with the added value of hi-tech industry 40.641 billion yuan. The number of invention patents authorization is 620 and the second Bank of Science and Technology in Hubei is also founded here. Besides, we have carried out the innovation and entrepreneurship program of “Choosing Hubei, loving Yichang”. Yichang is also listed as the National Demonstration Base of Military and Civilian Integration Industry and has become one of the Nation’s Innovative Cities. Yichang orange and Zigui navel orange are the regional common brands of the national top 100 agricultural products. Dangyang,Yidu and Zigui have turned into the first batch of Demonstration County of National Organic Manure Substitute Chemical Fertilizer and Yiling has become the National Agricultural Sustainable Development Demonstration Zone.
Remarkable achievements have also been gained in the comprehensive improvement for the environment. For 2017 as a whole, Yichang has hosted 66.1823 million visitors and achieved 71.346 billion yuan for its total tourism revenue, which is an increase of 17.02% and 18.51% respectively. The Overall Plan of the Three Gorges Airport Economic Zone has got approval from the provincial government. Breakthroughs have been made in the annual passenger throughput with 2.2 million visitors, increasing by 45%. The trade volume for e-commerce has reached 124.4 billion yuan, an increase of 38.2%. The port throughput is 82.61 million ton and the total modern logistics has increased by 14.1%. We have speed up the construction work of the National Three Gorges Health Pilot and introduced 7 financial institutes. Now, there is one enterprise which has entered the main board listing of the newspaper business procedures, 5.59 billion yuan has been refinanced for those listed companies, and 17.57 billion yuan have been financed for their corporate bonds. Currently, there are 5 newly added China Famous Trademark and 9 geographical indications trademarks. The Angel Yeast has also been awarded China Quality Award Nomination Award. We have issued policies to develop “Enclave Economy” so as to promote coordinated development among regions. Yidu, Yiling, Zhijiang, Dangyang and Yuan’an rank at the front in terms of the economic classification evaluation among all the counties in Hubei province and Zigui, Xingshan, Changyang and Wufeng have quickened poverty alleviation.
The third is to highlight ecological priority and accelerate the green development. We will continue to make great efforts to solve the environmental problems and steadfastly take the green development path guided by the concept of “jointly engaging in protection instead of massively blind development”. Besides, we have worked out the Strategic Planning of Yichang Yangtze River Ecological Protection and Green Development, formulated the green development index system, issued “one-vote veto” method for environmental protection and made the Regulations on the Protection of the Huangbai River Basin in Yichang in collaboration with others, propelling the ecological restoration and management of the Yichang section of the Yangtze River with overwhelming strength. 151 illegal docks have been banned and ecological coastline of 41 kilometers has been restored and 26 drainage outlets along the river have been closed. We have comprehensively implemented the river and lake chief system at four levels, cracked down fence breeding, pearl culture and manure breeding in the rivers, lakes and reservoirs.134 scale farm in the forbidden areas have been closed. Substandard water management in the urban areas has been stepped up. With 140 kilometers of the newly built sewer networks, the water quality of such rivers as Sha River and Bailin River has improved remarkably. The standard construction for the sewage treatment plants in Linjiangxi and Dianjun have been completed on schedule. 51 township sewage treatment plants have all begun construction. We have introduced the management methods for the construction waste, strengthened site dust management, modified 417 construction residue transport vehicles and obsoleted all the yellow cars. Environmental police have been set at the city and county levels to create the law enforcement model of “environmental protection plus public security. We have earnestly implemented the Regulations on the Protection of Key Green Space in Yichang and determined the first batch of key protection directory. 106.2 kilometers of the urban has been constructed and 490,000 mu has been afforested. 3,970,000 mu has been defined. We have constructed the sponge city for 7.2 square kilometers and the urban utility tunnel for 16.7 kilometers. And the newly added new green building is 2466,000 square meters. Zhijiang has successfully turned into a National Garden City. Dalaoling and Bengjianzi have become the National Nature Reserve. Qinglong Lake has become the National Wetland Park and Changyang Qingjiang National Geological Park has got approval. Three villages, namely Xingshan Chenjiawan, Changyang Zhengjiabang and Dangyang Sanligang have been chosen as National Beautiful Livable Village.
The fourth is to deepen reform and opening up and activate internal impetus. We have continued to put great premium on the reform and opening policy, vigorously promoted the reform on the key areas and links, actively addressed the salient problems that restrict the economic and social problems. After the establishment of Yichang FTA, 1561 enterprises have settled here. We have deepened the reform on streamlining administration and delegating power to the lower levels, combining regulation and delegating power and providing better services, cancelled and adjusted 102 items such as municipal administrative examination and approval, and 36 intermediary services items Besides the “Four-More-in-One” reform has made positive progress and administrative services characterized by “handling at a window or on the Internet or by others” have been fully implemented. We have taken some measures such as Municipal government investment project management, construction-agent system management and audit supervision, established the financial pre-examination and approval mechanism of the government debt project and comprehensively strengthened the government debt management. Rural land ownership registration have been finished all-roundly and reforms on the separation of powers, rural collective property rights system and state-owned forest have been conducted orderly. The classification reform of municipal state-owned enterprises has been advanced steadily and the mechanism of state-owned capital supervision system has been further rationalized. Reform on notarization, salt industry and urban law enforcement system has been carried out smoothly. We have deepened the reform of the medical and health sectors, cancelled the drug mark-up in all the urban public hospital and innovatively promoted the comprehensive reform of primary medical and health care. The basic medical insurance system for urban and rural residents has been integrated and the reform of the payment method for health care is fully launched. And we have made steady progress in the reform on pension insurance system in government bodies and public institutions and parallel system plot of position and rank of the civil servant. We have also actively carried out the “Belt and Road Initiative” strategy, successfully held the International Tea and Citrus Sourcing Conference, International Integration Forum of Tea and Travel, Yichang-Wuhan-Hamburg International Freight Trains have been initiated, and two travel charter flights have been newly opened. Enterprises have quickened their pace of going global. The goods value of the Three Gorges bonded logistics center (type B) ranks first in the whole province. The foreign trade export has reached 2.31 billion, increasing by 4%.
The fifth is to focus on Co-construction and sharing and improve people’s well-being. We have continued to do small things with great minds and strived to improve people’s livelihood and promoted the social fairness and justice. Expenditure on people’s livelihood has reached 39.23 billion yuan, accounting for 79.9% in the general public budget expenditure. Employment assistance efforts for some key groups such as college students, retired workers and diverted staff of de-capacity. Steady improvement has been made in the pension of the retired people in the enterprises. The support standards for the urban and rural subsistence allowances and poor people there have been bided twice. Hospitalization reimbursement ratios within the health care policy for the urban workers and urban and rural residents have risen by 75.6% and 70.3% respectively. 23,100 set of houses are being constructed in the transformation of shantytowns and 18,000 dilapidated rural houses have been renovated. The drinking water safety for 0.52 million has been guaranteed. We have completed power grid transformation of 281 small towns (central village) and electric power project for 126 villages.
Public service supply capacity has been improved. There are 25 kindergartens that have been newly built, renovated or expanded and the coverage of the public and inclusive kindergartens has reached 76%. The balanced development for the compulsory education will be continued and the ordinary senior high schools have formed a diversified educational pattern with high quality and great characteristics. More places have been put into use for educational purposes such as the new campus of Yichang No.1 Middle School and Yiling Middle School, Comprehensive Practice Educational Base for Youngesters in Yichang and the new campus of the Party of Yichang Municipal Party Committee. Integration between the vocational education and production and education has been quickened. Colleges and universities in Yichang such as China Three Gorges University have enjoyed rapid development. The Application and construction of Three Gorges Aeronautical Institute have passed the provincial assessment. There has been continuous improvement in special education guarantee system. Socialist core values have been extensively advocated and notable results have been achieved in the mass spiritual civilization construction. Yidu has won the title of the National Civilized City and 6 counties and cities have become provincial civilized cities. Construction of demonstration area of national public cultural system has been stepped up. Four festivals have been held successfully. Outpatient and emergency department complex of No.1 Hospital and comprehensive hospital building of No.2 Hospital has been put in operation. Construction of some basic medical institutes such as Township Health Center and Community Health Service Centers has been upgraded. Dangyang was nominated as the National Sanitation City. Yichang athletes have won three gold, three silver and three bronze medals. We have successfully held the fifth sports meeting in Yichang, Yichang International Marathon, Construction for Safe Yichang and Rule of Law Yichang has achieved great results. “Bright Project” has been further advanced. The land area of Gezhouba Dam Project has achieved closed management. The seventh Five-Year Plan has been carried out comprehensively. Legal aid work has been strengthened and 3742 legal aid cases have been dealt with.
The sixth is to change style and improve governance. We have continued to take the principle of “being people-benefit, pragmatic and honest” as value pursuit and strengthened the construction of the government itself. We have carried out the main responsibility of comprehensive and strict control of the Party and conscientiously implemented the spirit of the eight provisions of the Central Committee and the relevant opinions of Provincial Party Committee and Municipal Party Committee, promoted the normalization and institutionalization of "Two Studies and One Doing" Learning and Education, constantly enhanced the four consciousness of the government system and earnestly carried out the rectification tasks of the provincial inspection. We have established "three simultaneous" responsibility area system, namely, business work, party building, safe production. We have vigorously implemented the "front-line work law", promoted the idea of “changing the style of work and doing the practical things. We have strengthened administrative supervision and auditing supervision and severely punished all kinds of cases of violating discipline and law. And the special administrative law enforcement has been practiced solidly and construction for the rule of law government has also made steady progress. We have consciously accepted the legal supervision and supervision of work of Municipal People's Congress and its Standing Committee of, taken the initiative to accept the municipal CPPCC democratic supervision and supervision of public opinion, dealt with 367 of the NPC resolution and recommendations as well as 624 proposals of CPPCC on schedule. And there have been more closed links between the union, the Communist Youth League, women's federations and other mass organizations.
National defense mobilization, people's air defense, militia reserve, dual support and other activities have been further strengthened. New achievements have been achieved in aid Tibet, ethnic religion, foreign affairs and overseas Chinese affairs, letters and visits, archives, secrecy, local records, food, supplies and marketing, statistics, science, meteorology, firefighting, earthquake preparedness and disaster reduction, press and publication, radio and television, policy consultation, social sciences, charities, the elderly , disabled people and other work.
Dear delegates! One never knows the hardship of working until he tastes it. In the past year, the tasks of reform and development, the challenges caused by contradictions and risks, and the tests of steady growth and transformation all have gone beyond our expectations. Therefore, it is not easy to have these achievements. This is the result of the strong leadership and cordial care of the provincial party committee and government, the result of the overall decision of the municipal party committee and the scientific decision-making, the result of effective supervision and strong support from the Municipal People's Congress of CPPCC, and the result of the concerted efforts of the people in the city. Here, on behalf of the municipal people's government, I would like to express my highest respect to all the cadres and masses in the city, to all the democratic parties, the Federation of Industry and Commerce, non-party members and people's organizations and to the people's Liberation Army and armed police officers and soldiers. I would like to express my heart-felt thanks to the Central Government and the people in the province who are interested in supporting the reform and development of our city.
Dear delegates!
There is no smooth road ahead. To sum up the work done in the past year, we have clearly realized that the issue of inadequate development imbalances remains salient and there are still some shortcomings and weaknesses in our work. They are mainly as follows: the transformation and upgrading of the chemical industry is an arduous task. Eemerging industries, with small size and lagging behind development of service industry, is not fast enough in energy conversion of the old and new kinetic; large and good projects are relatively less and private investment is weak, some enterprises even have difficulties in production and operation. The level of the real economy is still not high enough; the livelihood difficulties in areas such as medical care, education, ecological environment protection, safe production and urban traffic are not sufficiently solved; the work style of a few departments and cadres is "easy, loose, soft and empty". We must attach great importance to these issues and will not evade or cover up and take resolute measures to solve them.
(2) Work Focus in 2018
Dear delegates! All past things are preface. This year marks the first year of implementing the spirit of the 19th CPC National Congress and the 40th anniversary of the reform and opening up. It is a crucial year for deciding to build a well-off society in an all-round way and implementing “the Thirteenth Five-Year Plan". As the socialism with Chinese characteristics entering a new era, the development of Yichang has embarked on a new journey. History will only take care of the determined, progressive and enterpresing rather than hesitate, sluggish and difficulty-fearing ones. We must keep in mind our mission, remain sober and resolute to make Yichang a "green, transformed, leapfrog and well-off " city. We must never slacken the state of mind so as to speed up the radiation-driven capacity of deputy provincial cities to gain a new achievement with indomitable spirit.
According to the Central Economic Work Conference and the 5th Plenary Session of the 6th CPC Central Committee, we will fully implement the spirit of the 19th CPC National Congress, take Xi Jinping's new era socialism with Chinese characteristics as a guide, adhere to the general principle of remaining stability while seeking progress, implement new developments and social principal contradictions in line with the requirements of high-quality development and supply-side structural reform. We should promote reform in quality, efficiency and motivation, speed up the construction of a modern economic system, conquer the three major tough difficulties and strengthen and improve people's livelihood, promote the sustained and healthy economic and social development so as to build a strong socialist modern city.
The main expected indicators are as follows: 7%-plus growth in gross domestic product (GDP), 7%-plus growth in scale industrial added value, 11% growth in fixed asset investment, 11% growth in total retail sales of consumer goods, 8.2% growth in total export and a higher urban and rural income growth than economic one.
The constraint indicators are as follows: 3.7% decrease of energy consumption of the gross national product, 5.32% decrease land consumption, and 7% of water consumption, 73% excellent days of air quality, full accomplishment of the,pollution reduction and environmental protection tasks issued by the provincial government, and less than 4% registered unemployment rate of city residents.
To accomplish this year's government work, we must correctly handle the "four relations". The first is the relationship between speed and quality. It is necessary to ensure that economic performance should be within reasonable limits to create effective space and conditions for the transformation and upgrading, but we must also uphold the concept that quality and efficiency are the first and add new impetus to economic development to achieve a higher-qualified, more efficient, more equitable and more sustainable development. This year, we have taken the initiative to lower the expected targets, highlighted the guidance of high quality with the consideration for the need of transformation in steady progress. The second is the relationship between development and ecology. Good ecology is a valuable development resource. We must firmly bear in mind that "green mountains and shrubs are invaluable assets" and implement the strictest ecological and environmental protection system. We must resolutely follow the path of civilized development featured with productive development, affluent life and good ecology so as to achieve a harmonious coexistence between man and nature. The reason why we combine this year's targets with the expected indicators is to establish a more distinctive green development orientation. The third is the relationship between development and people's livelihood. Improving people's livelihood and well-being is the fundamental objective of development. We must firmly establish the people-centered development thought, seek the benefits of the people, care more about the people's livelihood, adhere to the principle of "making small things with great minds", and see to it that the fruits of reform and development are more fair and equitable. The fourth is the current and long-term relationship. Short-term behavior and quick success are not allowed in development. Holding the idea “success is not attributed to me", we must lay a solid foundation for development, and strengthen the weak links in the development for future benefit.
In this year, with focus on promoting high-quality development, we will complete seven key tasks:
1) The promotion of economic growth in a steady way. "Stability" is meant for "progress". We must pay attention to the salient issues in the economic performance and find the appropriate way to promote the steady economic development.
Full play should be given to effective investment. We will optimize special assessment methods of investment and key industries construction projects, make great efforts to do the project and attract investment. We will improve the promotion mechanism for major projects and implement "regular, fixed and targeted" dispatch of key provincial and municipal projects so as to facilitate the commencement and operation of projects as soon as possible. With industry projects especially the manufacturing project as the starting point, we will accelerate the newly built projects such as GAC Motor Automobile Production Base, the 600,000 tons of ethylene glycol annual output project of Hubei Sanning Chemical Industry CO., LTD., and other ongoing projects such as the annual output of 25 tons of Cordyceps Sinensis and Jiangsheng lithium ion power battery diaphragm material by HEC Pharm CO., LTD. We will promote industrial chain investment and deepen business investment, commission investment, park investment, focusing on the introduction of a number of leading and supporting projects. We will strive to attract investment capital of 160 billion yuan, 400 investment projects with 0.1 billion yuan have now been under construction. We will deepen strategic cooperation with enterprises, expand economic cooperation with counterpart support units of the Three Gorges Project and promote a batch of projects to take effect as soon as possible.
We will precisely serve the real economy. Efforts should be made to establish a new type of "clean and amiable" business-to-politics relationship and to normalize the activities of "linking up enterprises and solving problems". We will adhere to the principle of "one company, one policy", and guide key enterprises to focus on the main industry as well as its transformation and upgrading. We will make great efforts to foster a group of industry leaders and market segments champion, support enterprises in the province to become stronger and bigger. We will also support enterprises to increase variety, quality and brand. We will further push ahead cooperation in production and financing, make good use of production scheduling funds and industrial funds in an integrated manner, strengthen the linkage between finance and financial institutions, and enhance the capability of the real economy of financial service. We will strive to finance 20 billion yuan directly and establish a newly listed company. We will improve policies that support the development of the private economy, implement various measures to reduce tax deductions and charges, promote the growth of private economic entities, and speed up improvement in investment and quality. We will speed up the pace of "small progress" and strive to achieve the maximum of 100 new enterprises for those within the size and limit regulations respectively..
Enterprises are the basic cells of economy, and entrepreneurs are valuable resources. We will strive to create a healthy environment for entrepreneurship, promote outstanding entrepreneurship, and give full play to the role of entrepreneurs so that they can create new achievements in rejuvenating the real economy and create new glories! We will strive to prevent major risks and guide enterprises to strengthen risk awareness and control assets and liabilities rationally; give better play to the role of creditor committees and guide financial institutions to help difficult enterprises to weather the storm. What’s more, we will strictly regulate the government's debt financing behavior, accelerate the market-based transformation of state-owned investment and financing companies in cities and counties, standardize the operation of PPP projects and resolutely curb the increment of hidden government debt risks. We will strengthen the prevention and control of financial risks in areas such as non-performing assets, bond defaults, shadow banking and mutual insurance business. We will resolutely crack down on illegal and irregular financial activities and resolutely hold the bottom line for not having systematic regional risks.
2) The speed-up conversion of old and new kinetic energy. Iteration of kinetic energy is the endogenous power of transformation and upgrading. We must uphold the principle of "dual drive" of advanced manufacturing industry and modern service industry, and “the coexistence of dual measures” of both upgrading traditional industries and nurturing new economy, so that new momentum will become the dominant force as soon as possible.
Advanced manufacturing industry will be vigorously developed. We have conducted in-depth implementation of "Made in China 2025 Yichang Action Outline", cultivated and strengthened strategic emerging industries, focusing on five major areas of new materials, biomedicine, high-end equipment, a new generation of information technology, energy saving and environmental protection and new energy sources. We will support enterprises to carry out the generic drug consistency assessment, and strive to build a domestic first-class generic drug production base. We will introduce support policies and focus on fostering automotive parts industry. And we will carry out industrial projects in the fields of shipping and marine engineering equipment, civil aerospace and other fields as soon as possible and speed up the construction of a demonstration base for national military and civilian integration industries. We will actively promote the industrialization of new energies such as shale gas, wind energy, solar energy and other new energy, and strive to create a "clean energy city." We will further conduct special operations of smart manufacturing to guide more enterprises to implement intelligent transformation. We will expand the benchmarking pilot integration scope of “informatization and industrialization” to ensure the establishment of two new national-level certified enterprises.
The optimization and upgrading of traditional industries will be stepped up. We will set up a special fund of 100 million yuan for industrial transformation and upgrading to speed up 67 key technical transformation projects such as the new model application of the Angel digitalization workshop for health food, The Three Gorges pharmaceutical Xiaoting neomycin sulfate base and Three Gorges Tobacco Factory so as to ensure that investment in technical transformation projects is higher than the growth rate of industrial fixed asset investment. In addition, we strongly promote the transformation and upgrading of the chemical industry, high standard construction for specialized chemical park in Yidu and Zhijiang, guide the standard chemical companies to get concentrated in parks, chemical products to transform into efficient and environmentally friendly fertilizers, fine chemicals, high performance functional materials. We will vigorously develop the green health food industry, accelerate the development of fabricated building industry and conduct in-depth establishment of a demonstration city of national quality. And we will strive to add two more geographical indications trademarks and more than 20 brand-name products in Hubei.
Breakthrough will also be made in the modern service industry. 30 million yuan has been set for the development of service industry. A batch of key programs such as Three Gorges University Science and Technology Industrial Park and Zhijiang Agriculture and Tourism E-commerce Logistics Parks have been conducted to promote the upgrading of the service industry so as to increase the added value of service industry by more than 12%. We will speed up the development of producer services and introduce and nurture a number of logistics backbone enterprises to make Class A enterprises reach 70 by focusing on the park logistics, professional market logistics, industrial cluster logistics and urban-rural distribution logistics. We will make the financial institutions to be stronger and better and accelerate the development of business exhibition, research and development design, testing, certification and other industries. The quality of life service industry will be improved. We will further implement the three-year plan of action in the tourism industry of billions of tourists and strive to increase the total tourism revenue by 20%. We will accelerate the integration of "two dams and one gorge" tourism resources, fully tackle the Pinghu Peninsula relocation, actively create the Three Gorges National Resort District, and give full support to the transformation and enhancement of the scenic area of the Three Gorges Dam, the establishment of the 5A scenic spot there, the construction of resort towns at Huoshaoping in Changyang, Taipingding in Yuan’an and Baiyun Mountain in Dianjun, the building of new general airport in Zhijiang, Xingshan and Changyang and further construction of 12 tourist scenic roads. We will actively develop cultural industries; create an exquisite cultural tourism with rich local characteristics. We will also accelerate the construction of key shopping districts and special commercial neighborhoods; promote transformation and upgrading of urban farmers market and successfully hold the 28th Chinese Chef Festival. We will optimize the strong points of integrated service industry development, vigorously develop the electricity supplier industry and strive to achieve a turnover of 150 billion yuan. We’ll also speed up health industry development, and promote the comprehensive pension service of ADB, Shancheng Shuidu Healthy City, ZALL international tourist town, hazelnut mountain tourism and recreation town and other projects.
Endeavors will also be made to fully vitalize the vitality of "double creation". We will implement in-depth innovation-driven development strategy, and accelerate the construction of regional innovation center and national innovation-oriented city. We will continue to promote the "Innovative and Growth Project for SMEs" and the "Double-fold Project for Hi-tech Technology Enterprises" to ensure that more than 40 new high-tech enterprises and 130 new and high-tech products will be added and the added value of these industries will grow by 8%. We will vigorously develop the digital economy, accelerate the construction of data storage disaster recovery center, increase 8 new municipal R & D platforms at least, actively create a national, provincial R & D platform, accelerate the incubation and cultivation of innovative small and micro enterprises(SME) and add more than 100 incubated enterprises. We will increase innovation and support for SMEs and promote the transformation of scientific and technological achievements into more than 100 applications for transference, diffusion and transformation. We will support the construction of National double demonstration base in Yichang High-tech Zone and Xiling District, intensify the creation, protection and use of intellectual property rights and strive to invent more than 550 patents. We will implement the "18Articles of New Deal of Talents" and work hard to allow all kinds of talents to compete with each other to fully realize their dreams.
3) The strengthening construction of eco-civilization. Green is the ground color for Yichang whose biggest advantage is its ecology. We should remain committed to the principle of giving high priority to conserving resources, protecting the environment and promoting its natural restoration, building a beautiful Yichang and converting the ecological advantages into the development edge.
We will spare no effort to solve the environmental issue, which doesn’t only concern people’s livelihood, but hurt their feelings. It needs to be resolved with an iron fist. For air pollution, key works including reducing coal usage, treating the pollution source, limiting the vehicle number, controlling the dust and banning straw burning, will be carried out coordinately to make sure that major ambient air pollutant concentration will drop continuously and win the battle for a clear and blue sky. For water pollution, works are to be carried out according to the law to shut down or relocate 82 chemical enterprises along the river and make sure that all the waste water treatment plants in the industrial park will be in operation and 51 waste water treatment plants in villages and towns will be set up. According to the principle of “Eight First and Eight Later”, the cleanup effort for 11 waterways in the city with substandard water quality will be completed. Drain outlets along the river will be comprehensively managed. We are committed to ban illegal docks and encourage the construction of comprehensive dock that facilitates the effective and intensive utilization of shoreline resources. The strictest drinking water source protection system will be implemented with a specific focus on total phosphorus. Soil contamination is also handled with an iron fist, with the launch of soil contamination prevention and treatment work for mining enterprises. Detailed survey on farmland soil environmental is to be completed and comprehensive cleanup effort will be enhanced to deal with agricultural non-point source pollution and livestock pollution. Second general investigation on the source of pollution is to be sped up and the auditing of natural resource when officials leave office will be carried forward. Performance tracking and evaluation is strictly followed, eyeing to comprehensively complete the Party Central Committee’s environmental inspection and treatment task with high quality.
Efforts will be also made to enhance the protection and restoration of ecology. Holding the axe, securing the mountain, we will protect sources and guard the baseline for space, development, and livelihood and town development, deepen the ecological restoration and treatment of the Yangtze River in Yichang, speed up the construction of a group of sponge city trial programs including comprehensive development of Shahe District and Bailin River Wetland Park as well as the construction of Moji Mountain Park, Qiuyutai Park and Songlin Park, and complete 300 hectares of mountain restoration in the city. By adhering to “digging in the fourth seasons and planting in other three ones”, we will restore 1600 mu of green land along the Yangtze River, and eliminate 8000 mu of wasteland, making sure the passing of the review of National Forest City. We will improve the “River and Lake Chief” system, push the ecological treatment and restoration of the river way, give special attention to the east tributary ecological compensation trial point of Huangbai River, manage 260 km2 of water and soil loss area and restore the geological environment of mines.
We will push forward the green and low-carbon circular development. Total volume and intensity control for the energy consumption, water consumption and construction land, carrying forward the operation to control the exploitation quantity of phosphorite and the number of mining right. We make sure that we pass the inspection for the national water-saving city. We explore the paid use and trade of the energy using right and emission right and facilitate the integration of the carbon emission enterprise into the national unified market management. We improve the pollutant emission permit system and drive the comprehensive usage of big solid waste including ardealite. We also support the circular renovation of the industrial park and advocate the classification of household waste, emphasizing on the pilot projects including “Shore Power Project” and “Gasification Town”. We promote green, energy-saving, renewable architecture and encourage to implement the clean energy vehicle replacement project in the environment priority zones. Campaigns to build energy-saving office, green family, school, community and travel are to be carried out.
A green ecology is the best present for people’s livelihood. Therefore, we will strive to respond people’s desire for a green environment and ecology with all our power, build a city perfectly integrated with the mountain and creating a clearer sky and rivers, and make Yichang, a world-famous hydropower and tourist city, shining even brighter.
4) Comprehensively deepening reform and opening-up. Since reform and opening-up is the basic policy that determines the success of transformation, we must stick to it , charge into the “deep water zone” ,handle the “tough bones”, and embrace the 40th anniversary of the reform and opening-up with our solid actions.
Efforts must be made initially on deepening the supply-side structural reform. By using the market mechanism, law regulation and environmental safety standard, we will cut over-capacity, dispose the “zombie enterprises” according to the law, shut down all the existing coal mines and quit coal production industry according to schedule. By adhering to the positioning that “housing is for living, not for speculation”, we will improve and facilitate the long-term mechanism for a stable and healthy development of the real estate market, actively cultivate the rental market, especially the long-term rental,support the development of professional and institutional rental enterprise, and start to build14.8 thousand households in this year after implementing a new three-year slum renovation plan. By equity financing and market debt-to-equity swap, we are to actively and stably lower the enterprise leverage ratio, continue to lower the institutional trade cost and logistic cost and clear enterprise-related charges, push the enterprise to lower cost and increase profit internally, and roll out “Ten Key Projects” to improve weak links.
Endeavors will be also made to speed up the reform in key areas. As a result, we are to delegate the examining and approval authority to lower levels, improve the undertaken capability at the community level, implement fully the system to grant market access on the basis of a negative list and carry forward the separation of operating permits and business licenses. We will deepen “combining multiple reviews, evaluations, examinations and certificates into one”, explore “combining multiple regulations into one”, improve the “Internet Plus government services” and strive to provide services online instead of offline. We push for an oversight model of random inspection and public release across the board and improve the online application of intermediate service management platform. Meanwhile, we are to speed up the law enforcement reform of transportation, agriculture and city management as well as the construction of social credit system, regulate the governing structure of the SOE entity and enhance the regulation of SOE risks, facilitating the preservation or increase of its value. We will complete the reform of official vehicle system on public institutions and SOEs, deepen the reform of tax collection and management system, and support the separation and transfer of “water/power/air supple and property management” and social functions of the SOEs in Yichang. And we are to proactively push forward the eco-civilization structural reform including natural resource balance sheet, linking resource allocation with environmental treatment and vertical management of environmental law enforcement, improve measures for separating rural land ownership rights, contract rights, and management rights and reform rural collective property rights system, and launch a new round of government structural reform.
This year, we will be ever more committed to carry out reforms that boost the economic development, facilitate the social justice and equity, enhance the people’s sense of gain, stimulate both the officials and public’s activeness, and strive to expand the benefits of the reform.
As for improving the quality of the opening-up and cooperation, we will seek bigger breakthroughs in the transformation of government functions, investment environment and legal construction with an emphasis on system innovation by grasping the major opportunity to expand Free Trade Zone reform autonomy. We will drive for the cluster of high-tech industry and modern service industry in the Free Trade Zone, speeding up the process to build Yichang Free Trade Zone as an important connecting point for Three Gorges district in “Belt and Road” Initiative. Functional programs including vehicle parallel importation and international express mail regulation center are to be carried out in an organized fashion. We will speed up the permitting and construction of the comprehensive bonded area, which facilitates the function of the Three Gorges Bonded Logistic Center as the center platform. The utilization of the international trade “Single Window” is also to be boosted across the board, hence speeding up the opening of Yichang Port to the outside world and facilitating the operation of Yichang China-Europe train and waterway transportation. At the same time, we are to drive the Sanxia Airport to open up further for the aim of 50,000 inbound and outbound trips, lead the enterprise to walk out to conduct investment and trade cooperation, and help them to explore the global market. Since the issues of agriculture, rural areas, and farmers are the fundamental ones that concern the national economy and people’s livelihood, we must adhere to the master requirement to build a flourishing industry, pleasant ecology, civilized custom, effective governance and wealthy life, speeding up the modernization of rural areas.
As for the tremendous task of poverty alleviation, we must effectively enforce responsibility system, pay attention paid to the very detailed works, aiming to lift Xingshan and Zigui, 55 villages, 104671 people out of poverty and resettle 13849 residents in poor areas. Attention should also be paid to combine the poverty elimination with encouragement and education to spur the force to shake off poverty within those living in poverty. We are determined to correct the immoral practices in the poverty elimination cause, and crack down hard on the corruption on that regard.
As regard to speeding up the development of modern featured agriculture, we will deepen the supply-side structural reform, direct our efforts to build a green, branded, open and technological agriculture, and transform the agricultural production from focusing on quantity to quality. We will accelerate the adjustment on the breed structure of ripe citrus and promote the clone tea leaves, expand steadily the proportion of the fine vegetables, and develop actively featured healthy aquaculture and livestock green breeding. The development of featured forestry and Chinese medicine industry is also to be sped up. Brand building of the agricultural products is to be improved, with effort to build new cards for the city including “Yichang honey orange”, “Yichang Yihong” and “Yichang kiwi”. We are also to proactively carry out the work to build an agricultural products quality safety city, develop agricultural products processing industry and leisure industry, boost the combination of first, second and third industry in the rural areas, and support the construction of a group of high-quality and high-end countryside complex, and the development of rural e-commerce. Meanwehile, we will conduct works to develop key technologies for agriculture and expand the promotion and application of new breed, new technology and new equipment.
To push for an emerged development of the rural and urban areas, we will improve the system and mechanism, eliminate the obstacles that hinder the factors to penetrate to the countryside, and implement a project to advocate city residents to visit countryside, capable brains to go back to countryside to support its development and enterprise to relocate to countryside. We will also support the construction of Anfu Temple green food town and Gaobazhou citrus town, strengthen the protection of traditional and featured villages and carry out the “Toilet Reform” in a steady pace. We will speed up the campaign to link every county with the railway, as well as the construction of urban railway system. We will accelerate the renovation and extension project of the second-phase Sanxia Airport, begin the construction of Yichang-Laifeng Expressway, Hubei-Hunan Section of Yichang-Zhangjiajie Expressway and speed up the construction of Baiyang Yangtze River Highway Bridge and Sanxiafanba Jiangbei Expressway. Meanwhile, we are to work hard for the passage of the feasibility study of Shengnongjia-Wufeng Expressway and Dangyang-Zhijiang-Songzi Expressway, making sure that “Connecting Every County into Two Expressways” is included in the mid-term adjustment plan of the provincial 13th Five-year Plan. We will start the construction of 30 key projects including first-grade highway from Honghuatao, Yidu to Pianyan, Changyang, the renovation project of Sandouping Tourist Port and Yichang East Station Logistic Center and accelerate the construction of 50 ongoing major projects including Xiangxijiang Highway Bridge and Second-phase Baiyang Port so that urban public transport can cover all areas.
As for the building of a multi-stage development frame, we will support Yichang High-tech Zone to play its advantage and push for the construction and development of the professional parks as well as the National First-class Development Zone. We shall support Yichang New District to improve its construction quality and to build itself as an ecological friendly city. At the same time, we will give our support for Sanxia Tourist New District to accelerate its construction to create a tourist industry cluster as well as a show district for its brand image, for Sanxia Hub Port to build itself as the shipping logistic center in Sanxia, Yangtze River as well as the featured urban economy development of Xiling, Wujiagnag, Dianjun and Xiaoting. We will develop the professional skill training, solve the structural issues in employment, and do our best to support start-ups, which in turn stimulates the employment, encourage the facilitation that new employment policies bring and coordinate the effort to support the employment and self-employment of urban registered unemployed persons, college graduates, migrant workers and those who have difficulty in getting a job, with an increase in urban employment of 76,000. Meanwhile, we will deepen the construction of harmonious enterprises and working relations.
As for enhancing construction of social security system, we will implement an all-around coverage plan, complete the task to reform the old-age insurance system in public institutions and accelerate the direct settlement of healthcare costs where the disease incurred. We will improve the content quality on the internet, creating a clean online environment. In the meantime, we will strive to build an education system that pleases the people This demands us to stick to the principle of education first ,put moral education as the fundamental task, develop quality-oriented education, push for educational equality, resolve some prominent issues including “school fever” and “large class” and make sure that every student can have access to fair and quality education. Therefore, we shall strengthen and regulate the management of kindergartens, with 20 kindergartens built, renovated or expanded. We will further optimize the layout of the primary and secondary schools, push for a quality and balanced development of compulsory education, better the vocational education and training system, carry forward reforms on modern apprenticeship of vocational education, and deepen the integration of education and industry as well as the cooperation between schools and enterprises. We will also launch a new round of improvement plan for special education, support the “Double First-rate” construction of Three Gorges University and Three Gorges Polytechnic’s bid for national excellent polytechnics as well as the application of Three Gorges Aviation College. To build a “healthy Yichang” earnestly, we must take the national pilot project for healthy city as the opportunity to offer people an all-around and around-the-clock health service. We must put the value pursuit of governing for the people in the whole process of government works and continuously improve governance ability.and standard..
We must remember our responsibility, be loyal to the people, improve the political positioning of the government work, arm our mind with Xi Jinping’s The Thought on Socialism with Chinese Characteristics for a New Era, strengthen the “Four Thinkings” and “Four Confidences”, engrave the loyalty to the people on our heart and be the firm practitioners of “remain true to our original aspiration and keep our mission firmly in mind”. Sticking to the fundamental policy from the State Council and the Party Central Committee as well as the decisions and arrangements from provincial Party committee and government, we should always put the government works under the municipal party committee leadership and make sure that government decrees can be carried out smoothly and orders and prohibitions can be strictly enforced. We shall stay close to the grassroots, serve the people, performe our duty as the servant of the people, adhere to the righteous path saving benefits people, and firmly uphold the idea to “tighten the belt”, putting the limited funds in the guarantee and improvement of people’s livelihood. We must aim to create an ever happier life for the people and bring more warmth to the theme of shared development.
To realize all of these, we must be ready to bear the weight of responsibility and endeavor to make progress. Greater the responsibility is, the bigger our cause will be. In the works of reform, development and stabilization, we will take the leading role and do our work practically, proactively taking on major challenges, fighting major risks, overcoming major resistance and solving major conflicts. We will strive to be the problem-solver without leaving it to others, strengthen the “Five Thinkings” and practice “Eight Abilities”, charging forward despite the difficulties and completing the works that are seemingly impossible, or used to be out of reach, or others cannot do with a spirit of never giving up.
We must be practical and improve our efficiency. Just as a practical attitude can be translated into a wonderful result, we should encourage learning and research and voluntarily practice the “First-line Working Method”, putting the tasks of reform, transformation and development into the specific projects and also putting the promise to satisfy people’s yearning for a better life into the actual works. We will build a pleasant environment for conducting practical works and see to roll up our sleeves and do what is required of us without a second thought. We shall strive to be the kind of officials who can both do brain and manual works. We will focus on improving governmental implementation abilities, ensuring that all the paperwork and items can be dealt with within one day. We will optimize the government work process and push for a government that is faster, of higher quality and more efficient, trying our best to make it easier for the public and enterprise to complete business involving governmental practices.
We must conduct administration in accordance with law and be self-disciplined. Only by impartially exercising the power can we gain the trust of the people. We must uphold the principle of unyieldingly performing our statutory duties but doing nothing beyond the regulations of laws. Therefore, we must work to see that laws can be enforced in a strict, standardized, fair, and civil way so as to build a rule of law government. We must strictly enforce the decisions from NPC and its Standing Committee and improve the efficiency to handle the motions and proposals from NPC members and the motions and advice from CPPCC members. We must voluntarily accept the oversight of NPC and its Standing Committee in terms of law , work and accept the oversight of CPPCC in terms of democracy, and listen closely to the opinions from other political parties, chambers of commerce, public figures without party affiliation, and people's organizations. Meanwhile, we must highly value social oversight and media oversight, better the mechanism to make policies in a sound and democratic way so as to ensure every government decision can be made according to laws and regulations, and reflect the social conditions and public opinions as well as the justice and equity. We will make every effort to fully implement the primary responsibility for Party self-governance, Party Central Committee's eight-point decision on improving Party and government conduct and the measures from provincial Party committee and municipal Party committee. We should strictly enforce the “Six Adherence and Six Prohibition” requirement from municipal Party committee to turn working style and focus on implementation and take firm actions to take firm action to address formalism, bureaucratism, hedonism, and extravagance. We must conduct full investigations into and punish corruption and other forms of misconduct that undermine people's interests, making sure that they are handled sternly with zero tolerance. Meanwhile, we will never lower the requirement to perform official duties honestly.

Let us unite more closely around the CPC Central Committee with Comrade Xi Jinping as the core.
