On February 25, Yichang government held a video conference on land resources and construction of Party conduct and honest and clean government. The conference put forward that providing land use support for megalopolis construction will be the priority, actively preventing geological disasters will be the most important task, cultivated land protection as well as enforcement and supervision of law will be the basic task, building China’s biggest phosphorite trading market will be the special task.

　　The conference put forward that, various measures will be taken to relieve the imbalance between supply and demand in modern big city construction; on the basis of strict control the total amount, moderately expand the quantity, emphasizing on land circulation, concentrating on land exploitation. Mainly focusing on the land supply guarantee of important projects, infrastructures, projects for people\'s well-being, making rational use of “Three Old Resources” – old towns, old plants, old villages of more than 100 square kilometers in our city, striving to lower down per unit GDP consumption, to deal with inefficiency unused land, to comprehensively supervise land usage.

　　The conference pointed out that prospecting mechanism should be innovated, with abundant reserve resources as support, to provide resource security for China’s biggest phosphorite ore trading market construction; management mechanisms should be innovated to provide powerful system security for market construction, service mechanisms should be innovated to provide environment security for market construction, fully realizing online transactions of mineral properties, achieving 100 percent mining rights and exploration rights.

　　The conference claimed that geological disaster prevention and control should be enhanced to ensure people’s lives and property safety, monitoring and early warning should be reinforced to try to realize the goal of “Zero Death” in major geological disaster supervision area and the Three Gorges Reservoir major geological disaster area, striving to achieve 100 percent forecast coverage rate of emergency?geological disaster monitoring and early warning, carrying out the Three Gorges Reservoir control program to ensure the safety of the area, and protecting geological heritage soundly.
