The seminar of construction project cooperation between State-owned enterprises and Yichang New District was held in Hubei Mansion, Beijing in the afternoon of May, 18th 2012.

　　Huang Chuping, the member of Hubei Provincial Party Standing Committee and Municipal Party Secretary, attended the meeting and delivered a speech; while inviting state-owned businesses, and all kinds of enterprises to invest in Yichang while in pursue of a mutual benefit and development.

　　On the same day, 34 representatives of State-owned enterprises gathered together and discussed for seeking common development projects. Cao Guangjing, President of China Three Gorges Corporation, Liu Xihan, President of Sinotrans Changhang Group Co., LTD, Ding Yanzhang, General Manager of China Energy Construction Group Co., LTD, present at the signing ceremony expressed their strong desire to invest in Yichang.

  At the signing ceremony, Li Lecheng, the Deputy Secretary of Municipal Committee and Mayor, signed a strategic cooperation agreement with 12 State-owned enterprises, such as China Poly Group Corp, China Three Gorges Corporation, China Communications Construction Co, Ltd, China Resources Land Ltd, China Gezhouba Corporation, China Telecom Co. Ltd and China Orient Asset Management Corporation etc.In the next five years, all those enterprises will focus on building the new district of Yichang, the city infrastructure construction, the information construction, the development of new energy, the tourism resources development and the construction of the economic park. They will promote the cooperation with Yichang and support to build Yichang into a modern megacity.

　　Huang Chuping said that it was not only the contribution made by the State-owned enterprises to the people of Yichang, but also the concrete measures implemented by the National People\'s Congress and the Chinese Political Consultative Conference.

　　He said that in a long-term, China Three Gorges Corporation, China Gezhouba Corporation, Sinotrans Changhang Group Co., Ltd as the representatives of the central enterprises have paid great attention and taken part in the development of Yichang City actively. They provided a strong impetus for economic & social development of Yichang City, Hubei Province and even the whole nation.

　  To the entrepreneurs attending the meeting, Huang Chuping introduced the current economical and social situation of Yichang as well as its unique resources and environmental advantages. Further, he stated that Yichang now is in a special period of speeding up its construction as a modernized megacity with large-scale development and investment, which was not only a mission bestowed on Yichang by the new era but also served to create more investment opportunities for both domestic and foreign investors with the prospect of bountiful market rewards.

     Early in February this year, the provincial government approved the overall planning scheme of Yichang City, whose area is covered 220 square kilometers. The planning scheme is the breakthrough and carrier to accelerate the process of  building Yichang New District into a modernized megacity, which is also the main contents of the introduction and marketing of the seminar. Huang Chuping also informed that to speed up the construction of Yichang New District, Yichang City government has already issued a document entitled “Several Opinions on Attracting Strategic Investors to Promote Major Construction Projects” to facilitate such big projects as the Central Business Area, the Central Culture Area, the Central Administrative Area and Pinghu Peninsula Tourism Resort are hoping to communicating and cooperating with various kinds of enterprises on a larger scale, and at a higher level and connecting  their enterprises more closely with Yichang for mutual benefits and common development.

      Moreover, Huang promised that the Yichang Administration would adhere to the concept of “ industry first, entrepreneurs as the leading force ”, while the Yichang Administration itself would willingly offer good service, creating an investment environment , characterized by optimal administrative service, low comprehensive cost as well as desirable economic benefit.

　　Also, during the meeting, Cao Guangjing and Ding Yanzhang, representatives of entrepreneurs, suggested that signing the contract means the two parties involved have entered into a new chapter and based on this new starting point, the two should make full use of the strategic opportunities of the rise of central China and the construction of Yichang as amodernized megacity, cooperating pragmaticly, making mutual benefit and development, making contributions to the new spanning of Yichang City.

      Besides, Song Wenbao, the Standing Committee Member of the CPC Yichang Municipal Committee and Senior Deputy Mayor, introduced the layout plan of Yichang New District. Ma Xuejun, the Standing Committee Member of CPC Yichang Municipal Committee and Secretary-General, Zheng Xinghua, the Deputy Mayor, also present at the meeting.
