On March 18th, the Municipal Party Committee and the Municipal Government of Yichang held a special meeting aimed at developing market entity and promoting city-wide entrepreneurship. Huang Chuping, the member of Standing Committee of Hubei Provincial Party Committee and Yichang Municipal Party Secretary called on all the citizens to take measures quickly to speed up cultivating market entity, and to be ready for fighting a battle to establish Yichang as an entrepreneurial city, while strengthening the industrial base on the modern megacity construction. Li Lecheng, Deputy Secretary of the CPC Yichang Municipal Committee and Mayor of Yichang People\'s Government, encourages city-wide entrepreneurship and carries on the mobilization and deployment to develop market entity.

　　Huang Chuping pointed out that at the time of the two sessions closing (the National People\'s Congress and the Chinese Political Consultative Conference), mobilization and deployment made by the Municipal Government to develop market entity and promote city-wide entrepreneurship of Yichang are not only important measures combined with the construction of the modern megacity and carrying out the spirits of the two sessions, but also crucial measures to crack problems restricting the development of the city  and to have the key competitive advantages. We should pay special attention to the planning and fostering on the market entity, getting the key points and focuses to overcome the difficulties to catch up with other cities with the reform and innovation, to ensure achieving the expected goals of economic indicators growth being in the lead among the cities of the Hubei Province, of central areas, and of the areas along the Yangtze River. Among all competitors, Yichang should better present its characteristics and make its own contributions.

　　Huang Chuping stressed that we should quickly take measures to foster entrepreneurship with high-ranking officials involved and all people mobilized. All departments at all levels of the city should have senses of crisis and further enhance the sense of urgency and crisis in the development process. We should not only understand our advantages but also find out the disadvantages. We should have firm confidence, have the courage to compete, and dare to welcome the victory in the developing process. The market entity is the basic cell of economic operation. To support city-wide entrepreneurship, we should not only fully implement policy measures, but also further reduce the threshold and provide more services and guidances. We should encourage individuals and collective entrepreneurship, encourage local enterprises to attract foreign enterprises to set up legal person institutions, and encourage enterprises to establish headquarters or regional headquarters in Yichang. What we should do is to make breakthrough on the development of tertiary industry, develop modern agriculture vigorously, seize the chance of powerfully promoting urbanization construction, and attach importance to the investment promotion and capital introduction. Officials from various levels should be decomposed to have their own targets, tasks and responsibilities, striving to implement policies and seeking practical results.

　　Li Lecheng said at the meeting, city-wide entrepreneurship is not only a realistic choice to improve people\'s well-being, but also the key to economic growth and increasing the residents’ income, thus it is the only way to pursue happiness in Yichang. Each department can try their best to take fully advantage of their competence, seizing the key point and catching up with others in different fields. With the overall goals of "Small Industrial Enterprises to Above Designated Size Ones ", " Unlimited Industrial Enterprises to the Limited Ones", " Self-Employed Businessmen to Private Enterprises" and promoting the development of self-employed businessmen, the Municipal Government should raise the status of private economy, support it and expand enterprise survival and development space.
