Yichang Tourism Bureau has issued a document titled “Notice on Expanding Tourism Market Entity” recently that during the period of the Twelfth Five-Year Plan, the number of Yichang tourism market entity should have a big increase; the structure of all kinds of tourism market entity should be reasonable; the volume of tourism market entity and the target of advanced market entity of Yichang lead in middle China and top the country.
　　By the late period of the Twelfth Five-Year Plan, each city, county of district should have high-grade scenic spots, high-grade star hotels, a batch of high-end Happy Farmhouse, recreational farming and rural tourism demonstration sites at the provincial level. The quantity of tourism market entity in the county (district) with rich tourism resources should outnumber the average ones of other cities.
　　Certain incentives will be given to the high-grade star hotels, travel agencies and scenic spots by the Municipal Tourism Bureau.  Happy Farmhouse at Provincial level will be supported by entrepreneurial funds, which tilts toward “individual household transfers to private enterprise” and “small business transfers to a big one”. Funds of various kinds of tourism at all levels give priority to establishing high-class scenic spots and high-grade star hotels. Encouraging to develop rural tourism, family farms, family forest farms, family fishing grounds, family tea plantation etc…, striving to develop Agritourism to promote agricultural industrialized enterprise become the example of recreational farming and rural tourism.
　　In the meantime, the tourism market inspection should be strengthened. The affiliated travel agencies contracted shall be given a heavier punishment in accordance with the relevant provisions. For qualified individual entrepreneurs, “individual household transfers to private enterprise”, “small business transfers to a big one”, tourist enterprises set up in Yichang can enjoy loan with discounted interest, research funding or startup funding, tax preference, free of cost for industrial and commercial registration and such a series of preferential policies according to the document titled “the Implementation Opinions of Municipal People’s Government on Further Accelerating Development of the Market Entity”.
