According, to Yichang Municipal Development and Reform Commission; Yichang has been listed in the national old industrial bases reconstruction project. The other cities and districts in Hubei Province listed as bases of the same sort include Huangshi City, Xiangyang City, Jingzhou City, Jingmen City, Shiyan City and Qiaokou District of Wuhan City, etc.
Recently, the State Council has officially approved National Old Industrial Bases Reforming Plan (2013-2022), in which 120 cities and districts in total are listed as national old industrial bases for reconstruction and rejuvenation.
Since, the old industrial bases have made great contributions to the national economic development. However, in the course of urban development and changes of the marketing environment, these old industrial bases are now facing the problems of relocation, transformation and upgrading and also the constraints of resources and the environment. The government is introducing the relevant policies to promote reconstruction, transformation and rejuvenation of these old industrial bases in four aspects, including investment, fiscal policies, financing mechanism and land administration.
Yichang as an important area where a large number of large and medium-sized state-owned enterprises of “the Third Front Construction” distribute, as the relevant state ministries and commissions have approved and invested, such as Sanmen Zhongnan Rubber Plant, Yichang Cotton Mill, Hubei Yongding Hongqi Electric Co., Ltd, Yichang Textile Machinery Co. Ltd, etc., which have laid solid foundation for modern industrial development of Yichang. At present, construction of the industrial zone has started, as meets the demand of reconstruction of the old industrial bases. Furthermore, some relevant policies will be introduced to provide effective support for relocation of urban enterprises, industrial transformation, construction of the new industrial zone and transformation of Yichang into a modern mega city.
