On May 6, the unveiling ceremony of the “Demonstration Base of Research on Urban-Rural Integration in Beautiful Wuduhe County in China” took place in Yiling District. Government officials and related personnel from the International Cooperation Center for National Development and Reform Committee(ICCNDRC), Institute for Public Policy Research of China Renmin University and Pan-China Group attended the ceremony. Representatives from both Pan-China Group and Yiling District Government signed the Strategic Cooperation Agreement of Co-building Demonstration Base of Research on Urban-Rural Integration in Beautiful Wuduhe County in China, which will give a boost for Wuduhe County to facilitate its overall development in urban and rural areas, industry and the integrative development between industries and the city. It will also help Yiling District take a lead among cities in Hubei in building a model demonstration base of overall development in urban and rural areas.

　　According to the agreement, Pan-China Group will provide assistance for the Yiling District Government to make plans, adjust industrial distribution and to incubate cooperating projects for building the Demonstration Base of Research on Urban-Rural Integration in Beautiful Wuduhe County. Besides, Pan-China Group will also draw on its advantages of financial investment and innovation to seek active cooperation with the Yiling District Government on such projects as direct investment, cooperative investment, BT projects and BOT construction.

　　Located in the northwest of Yiling District in Yichang and mostly dominated by mountains and high hills, Wuduhe County is regarded as an important gate to Shennongjia and Yichang for tourism as well as part of the main line connecting Sichuan. Apart from that, Wuduhe County has been accepted as part of the economic circle within a half an hour drive from the urban area of Yichang, thus targeting it as a “commercial and trade center of ecological tourism” according to the Overall Planning of Urban and Rural Areas of Yiling District. The Party Committee Secretary Liu Ning says up to now, the Development Planning of Overall Development of Urban and Rural Areas of Wuduhe County of Yiling District (draft for comment) has been released by the Institute of Regional Cooperation and Openness of ICCNDRC with over 60,000 Chinese characters, in which several project proposals for investment like the “BT Construction Project of Wuduhe Industrial Park of Dongcheng Pilot Site of Yiling District” have been submitted.

　　“At present in Yiling District, the imbalance between urban and rural, eastern and western rural areas goes to such extent that the per capita net income of the richest village in eastern rural area can reach 12,000 yuan yearly, while that of the poorest village in western rural area is merely about 3,900 yuan,” says Liu Hongfu, the Party Committee Secretary of Yiling District. Therefore, by means of jumping at the chance of this ceremony, Yiling District Government will further its cooperation with other departments and units like the National Development and Reform Committee. With their help, the Yiling District Government can improve its unfavorable condition, which later may help Yiling District take a lead among cities in Hubei in building a model demonstration base of overall development in urban and rural areas.
