Recently, the planning scheme of innovation-oriented special park of Yichang High-tech Zone has been approved by Torch Center of Ministry of Science and Technology. In the next 5 to 10 years, the Yichang High-tech Zone will forge the “Three Gorges new window” characterized with science and technology industry, top talents, innovative entrepreneurship and ecological development.

　　According to Zhou Yunhong, Member of Working Committee and Deputy Director of Management Committee, the innovation-oriented special park is a national high-tech zone with distinctive characteristics including its location, industry selection, development mode and development path, and there exist only a dozen such parks in China. In addition, in the context of the basic requirement of “second-round development” of national high-tech zones, building innovation-oriented special parks is an important decision that we should upgrade the national high-tech zones into innovation-driven and scientifically developing zones.

　　After the decision to build the Yichang High-tech Zone into an innovation-oriented park was made by the municipal government in April 2011, the members of the Management Committee and experts and scholars of relative research institutes have made an in-depth investigation and study about the goals, concepts, missions and measures of innovation-oriented park construction, formulated The Construction Scheme of Yichang High-tech Zone Innovation-oriented Park and applied to the Ministry of Science and Technology for the construction of an innovation-oriented park with a five-year planning period.

　　Based on the scheme, when the new district is being constructed, we will take the opportunity to advance the construction of one high-tech zone with several parks and develop the following three industrial clusters: firstly, we will develop new material clusters based on silicon material and nano material, sparing no effort to build the Yichang High-tech Zone into a nationally-known industrial base of silicon material and emerging industrial base of nano material. Secondly, we will build leading industrial clusters represented by fine phosphorous chemical engineering with international standards, equipment manufacturing ranking top in central and western China, and a nationally well-known biological medicine industry. Thirdly, we will forge promising industrial clusters represented by electronic information, energy conservation and environmental protection and other strategic emerging industries.  Burgeoning electronic information industry cluster districts in central and western regions in China, and energy conservation and environmental protection industry cluster districts in the middle and upper reaches of the Yangtze River will also be built.

　　Adhering to the principle of harmonious development, the Yichang High-tech Zone will transform the original model “One District, Ten Parks” into three administrative divisions-“Yichang Science and Technology City, Special Industrial Park, and Expanding Industrial Park”. Relying on the achievements of Dongshan area, we will build a comprehensive urban region with multiple functions including knowledge and scientific innovation, industrial development and recreation. We will also speed up the construction of five special industrial parks; Xiaoting Park specialized in fine phosphorous chemical engineering, Shenzhen Industrial Park specialized in equipment manufacturing and nano new materials, Baiyang Park specialized in new materials and modern logistics, Biology Industrial Park specialized in biological medicine and Magnetic Electron Industrial Park. Additionally by coordinating manufacturing and processing in four expanding regions, the Industrial Parks of Dianjun, Wujia, Yiling and Xiling Districts, we can produce a synergistic effect between these parks and High-tech Zones.
