The strategic cooperation agreement was made between Southern Industrial Assets Management Co., Ltd of CSGC (China South Industries Group Corporation) and Xingshan County Government on June 7th. Beijing Shijing Photoelectric Science and Technology Co., Ltd, which is the holding company of Southern Industrial Assets Management Co., Ltd of CSGC, together with Xiajing Electronics Co., Ltd in Xingshan County, will build the biggest industry base of synthetic quartz crystal material with world class high-quality, which is designed to bring in annual sale proceeds of 1 billion RMB with a tax revenue of 0.2 billion RMB.

CSGC, which ranks 238th of the Fortune Global 500 companies, is a large state-owned military enterprise in China, whereas Southern Industrial Assets Management Co., Ltd is the platform of CSGC for production, finance and investment. Beijing Shijing Photoelectric Science and Technology Co., Ltd, whose holding company is Southern Industrial Assets Management Co., Ltd, is a high-tech enterprise mainly engaging in the research, development, production and marketing of raw crystal, bar material, thickness of sheet, frequency slice, and optical polished section, with more than 20 patents for invention as well as for utility models.

The industry of quartz crystal was first introduced to Xingshan County in 1996 by means of attracting investment, using the local advantage of hydropower. So far, Xiajing Electronics Co., Ltd has become one of the largest manufacturing enterprises of synthetic quartz crystal in China with 590 autoclaves, and its major products range from piezoelectric crystal, optical quartz crystal, SLR camera filters, optical low pass filters, and infrared filters for projector heating panels. In 2012, it recorded sale proceeds of 32 million RMB with tax revenue of over 5 million RMB.

Shortly after initiation of the cooperation between the two enterprises, a processing base of crystalline material focusing on the growth of raw crystal and the processing of bar material, as well as a manufacturing base mainly for OLPF wafer process and component manufacture will be established, which will build Xingshan County into the biggest industry base of synthetic quartz crystal material, thickness of sheet, frequency slice, resonator and oscillator with world class high-quality.

And Tan Yeming, the Head and Party Secretary of Xingshan County, promises that we will adhere to the principle of “abiding by law, adopting flexible policy, handling special cases specially, providing first-rate service”, that is, we will give quick response to the enterprises’ requirements, improve the procedures for administrative examination and approval, and promptly help solve their development problems within our capacity.
