With the accelerated pace of new urbanization construction, some main cities in Central and Western China are transferring from big cities to megacities. The construction of megacity is more industry and city integration under the principle of scientific development than simple area expansion and population growth. From the construction experience of Yichang, we get to know that industry is the support of modern megacity, and industry and city is indispensible to each other. The co-prosperity of industry and city make it possible to develop modern megacity in Central and Western China. “Better City, Better Life”, the history of city has witnessed the progress in human civilization. According to the well-known Athens Charter, four functions, living, working, recreation, transportation, must be developed coordinately and balanced in modern city construction. The modern megacity we want to build is not a simple living place crowded with concreted aggregates but a paradise where people enjoy better living and working environment, sound social security system, higher living quality, which enables the harmonious development of society. In order to achieve the above goals: the co-prosperity of the industry development and city construction, three points must be paid attention to.

　　First Point: Sustainability of Space LayoutCity planning is priority of city construction. Much time is needed to investigate the city\'s development potential. The construction contradiction between long-term goal and short-term goal must be avoided as possible as we can. Ample “potential development space” of industry and city must be left out so that the city could develop hundreds of years under the decades of planning.

　　Space for ecological environment in the construction of megacity must be left out. The consumption of land, water, air and other natural resources in the process of economic development are practical problems every city must face. The contradiction of city development and ecological protection should be considered in city layout. Besides, city development and ecological construction should be combined in the construction of modern megacity. No time should be wasted in protecting and restoring ecological environment, never let economic development break through the bottom line of urban ecological system. Yichang New District planned to cover the area of 220 square kilometers, half of which are reserved mountains and urban sceneries under construction. The north area of the Yangtze River will be developed under the concept of “mountain in the city” while the south area of the Yangtze River “city in the mountain”, both of which show the harmony between city development and ecological construction.

　　Enough room for people’s living should be left out in the construction of megacity. The layout of megacity not only matters city’s development potential but also people’s health index and happiness index. Being a platform of industry development, the city where people live and work is a place for economic activities. Any actions on the consideration of economic interests rather than people\'s welfare should be avoided. Problems like pollution and traffic jam in big cities like Beijing should be get rid of whenever possible. As we see, the 13 city groups of Yichang New District have their own characteristics in the construction of the megacity, each has a reasonable layout, complete infrastructure, good ecological environment, showing the perfect harmony between human and nature.

　　The construction of megacity should leave room for industrial expansion. The industry development of the megacity can’t be accomplished with one action, but it should be gradually expanded, perfected and upgraded. In the process of planning, the construction of industrial park should be looked ahead, land expropriation, traffic network and infrastructure supporting should not be limited to the present investment scale or just meet the needs of the current enterprises. The investment, investment attraction and extension of industrial chain should be given dynamic evaluation and the planning and the supporting for the system should be done in the initial stage in order to prevent limitation of industrial development caused by a lack of room. In addition, such advantages of the megacity as great transportation, great location, big industry, big park and large space should be brought into play with surrounding cities to strive togrther for better policy, for the free flow of materials, for the promotion of industry and for the building of environment, thus expanding the industry development space of the megacity while the big city, medium and small city and small town which are involved can be developed at the same time.

　　Second Point: Industry Helping Enhance Urban FunctionTo a city, industry is the base, support force and motive power. Just like a building without foundation and top beam will collapse in bad weather, a city without the support of industry will possess no continuous driving force, provide not enough jobs for citizens and leave no allocation space for market breeding.

　　For a megacity, the industry should be developed by using locational conditions. Location means advantage and capital, which should be managed and operated as quality assets in the construction of the megacity. Yichang is building “trillion worth economic corridor ” which covers hundred billion worth industries, including chemical, food and beverage, equipment manufacturing, advanced material, cultural tourism and modern logistics. Yichang is guiding industries to settle in the areas along the Yangtze River, programs to gather in parks of development zones and production factors to go to competitive industries, speeding up the building of new integrated port capable of hundred million ton and hundred billion worth large parks and industries. The areas along the Yangtze River have been developed into the economic belt with the best load bearing capability, the highest degree of industrial concentration and the best driving ability and sustainable development ability.

　　The megacity should develop industry by using the advantages. Cultural tourism and modern logistics are among the hundred billion worth industries. Due to the Three Gorges Project, large ships can\'t go to the lower reaches through the ship locks, the cargo must be transshipped in Yichang, which is located at “the entrance of the Three Gorges” and“the throat between Sichuan and Hubei”. Therefore, to build multimodal transport, Yichang is in its power constructing of Modern Three Gorges Logistics Center and developing industries near the ports, airport and railway stations to create a regional nodes city in the upper and middle reaches of the Yangtze River. In Yichang, there are rich landscape resources such as the Three Gorges, Qingjiang River Corridor, Jiuwan Stream and Chexi Folk Custom Scenic Spot and rich human landscapes such as the Three Gorges Project, Three Gorges Folk Custom Scenic Spot and the Hometown of Quyuan. So the rational exploitation and utilization of natural resources help Yichang to develop cultural tourism industry.

　　A megacity should perfect the urban function and drive the development of industry. Firstly, Yichang should overall improve the comprehensive transportation hub function. It should fully use the location advantages, carefully plan the major communication projects, advance the construction of infrastructure of water, highway, railway and air transportation, thus building the megacity into an important regional transportation junction. Secondly, Yichang should promote the cultivation and integration of regional markets through developing modern service industry. The cultivation and integration of regional markets is not only the reflection of its radiation ability, driving force and influence, but the premise of economic interaction and mutual benefit between the megacity and the surrounding areas.

　　Third Point: People Sharing Development DividendThe purpose of building a modern megacity, is not only to accomplish the urban sprawl or a simple accumulation of wealth, but also to keep a good maintenance, achieve and develop the people\'s fundamental interests as the starting point for all the work as well as to promote economic development. In the approaches of increasing public financial investment, improving people\'s livelihood and well-being, and enhancing the inclusive development, the ultimate goal of building a megacity aims at sharing the fruits of development with people, making people live and work in peace and contentment, and people live a happy life.

　　The core of improving people\'s livelihood and enhancing the happiness index lies in increasing people’s income by all means. Since a city is essentially an aggregation of various people, only the improvement of people’s livelihood could achieve the industry prosperity and radiation effects. Integrating the economic development with industrial development and people’s livelihood, the building of a megacity always adheres to the co-construction and sharing, doing everything for the masses to arouse people’s enthusiasm, initiative and creativity so that the fruits of development could better benefit people. Thus the society will be much fairer and more harmonious, the people will live a richer and happier life.Meanwhile, more jobs will be developed to expand the scale of employment so that the people could make more money by working.

　　As an primary foundation for urban development, comprehensive services should have large scale in functions, high-level service capabilities and premium quality service in the process of modern megacity building. Without comprehensive service functions, the city size will exist in name only. Giving priorities to four aspects including road network, public building, placement and ecological development, the comprehensive services implement the overall planning, systematically develop lean construction so as to fully achieve the corresponding integrated service systems as a modern megacity, such as the city transportation, municipal facilities, public services, culture and recreation, environmental protection, energy supply, information networks, disaster prevention and emergency response system and other service systems; meanwhile, the service development further improve the education, health, commerce, culture, sports, science, entertainment and other public service functions.

　　By means of the innovations on social management, the megacity provides high-quality services for the people to let the people integrate into the city. To vigorously implement the social management and innovations, the megacity must always adhere to the principles: people\'s livelihood first, the service quality first, grassroots’ work first, listen to the voice of the people, and actively solve problems for the people. Meanwhile, the Government should conform to the people’s new expectations of living a better life and diversification of multi-level needs, develop the urban and rural basic public service systems. In the ways of respecting the pioneering spirit of the masses and deepening into the grassroots for investigations, new thoughts and measures for benefits of the people will be constantly systematized to guarantee the people’s happy livelihood permanently and fundamentally.
