As one of the four pillar industries in Yichang, equipment manufacturing is changed to advanced equipment manufacturing industry when the Municipal Party Committee and the Municipal Government make a planning for six industries each with the output value of one-hundred-billion RMB this year, which shows the determination of Yichang Government that we must stick to the following ,i.e. “market-oriented, innovation-driven, key breakthrough, intensive and efficient principles” to promote the development.
Current situation: the industry’s output value is about 80 billion RMB and lacks international competitiveness.
There were 207 equipment manufacturing enterprises above designed size in Yichang in 2012, which achieved the total industrial output value of 77.952 billion RMB and the profit and tax of 1.804 billion RMB all year round. Last year, the scale industrial added value accounts for 17.4 percent of the whole city\'s gross, and became one of the main growth point of the city\'s industrial economy. But compared with advanced cities, Yichang has many shortages in the industry as small industrial scale on the whole, unreasonable structure, lack of large enterprises and business groups with international competitiveness.
Target: To Be the Second Industry with the Production Value of 180 Billion RMBThe Municipal Party Committee and the Municipal Government divide the planning target of the industry into three layers.
First, it is the industry scale target. The industrial output value will reach more than 180 billion RMB by 2016.
Secondly, it is the hi-tech innovation ability target. It is requested to further improve the technological innovation system of developing important equipment and multilevel complete sets, making amounts of proprietary intellectual property rights achievement and major specific achievement in science and technology.
Thirdly, it is the industrial structure optimization target. The traditional equipment manufacturing industry gets further improvement in overall quality and develops the strategic new equipment manufacturing industry, such as major technological equipment and sophisticated equipment get competitive advantage, meanwhile, the advanced equipment manufacturing industry develops persistently and rapidly.
Industrial Layout and Emphasis: Making a Breakthrough in Automobile Industry and Developing Six Competitive IndustriesThe industrial layout of the advanced equipment manufacturing industry is mainly divided into six industrial parks, including Xiaoting Auto Industrial Park, Dongshan Machine Manufacturing Industrial Park, Dianjun Electronic Information Industrial Park, Yiling Cable Industrial Park, Baiyang Ship Supporting Industrial Park and Jiangnan Machine Manufacturing Industrial Park. After subdividing the industry again, we should focus on a breakthrough and six competitive industries.
For a breakthrough, developing the automobile industry, it can be come true through some ways like supporting the alliance between GAC Group and ZTE; carrying out the policies of investment promotion and annexation and reorganization; actively developing the industrial park for automobile spare parts which forms industrial cluster; developing new energy automobile and introducing motor-driven or hybrid power automobile; planning to develop automobile culture parks. All above measures are taken to get the output value of more than 80 billion RMB in automobile industry by 2016. Meanwhile, it is requested to develop six competitive equipment manufacturing industries like shipbuilding industry, plating board industry, cable industry, numerical control machine tool, photo-electro-magnetic components and new energy resources, among which, there may be new equipments manufactured in Yichang as marine oil field drilling workbenches, liquefied gas carriers, ultra-thin electronic glass, smart phones and tablet computer touch modules,etc.
For the development emphasis, we not only need existing key enterprises to make great effort to develop, but also increase the intensity of investment promotion and capital introduction and implement key projects.
Yichang Government will pay great attention to investment promotion for advanced equipment manufacturing projects. By 2016, there will be 152 major projects to be invested more than 10 million RMB and 90 billion RMB will be invited for investment promotion and technological transformations. And after the completion of all projects, the volue of gross output will newly increase more than 150 billion RMB and the profit and tax will newly increase more than 30 billion RMB.
