Yichang has special and various advantages to develop the advanced material industry because of its rich mineral resources which account for 51.5 percent of the discovered mines throughout the country, including 84 nonmetal mines and 35 metal mines; and 38 minerals have been verified their industrial reserve and 13 of them have been listed the first in Hubei Province; and the only crystalline flake graphite mine in South Central China is in Yichang.

　　After making great efforts, Yichang has become an experimental city of concentrated development of regional strategic non-metallic materials and the relevant planning has been approved.

　　Target: An Alliance, Three Bases, and a Batch of Technological CentersIn 2012, the main business income from the advanced material industry was less than 50 billion RMB, the income of which includes 125 enterprises above designed size.

　　According to the planning, by 2016, the industrial output value will reach more than 100 billion RMB which accounts for more than 30 percent of the planning target of Hubei Province. More than 200 enterprises above designed size should be gathered, and three comprehensive leading enterprises each should achieve sales revenue more than 10 billion RMB. A graphite industrial alliance will be built with comparative advantages at home and abroad, and other three bases will be built, such as the first-class researching and developing base of electron magnetic materials at home, and one of functional glass substrate and components bases at home, and also the biggest industrial base of advanced fluoro-materials with comprehensive utilizition of associated resources of phosphate ore. Meanwhile, the Graphite Material Research Center, the GMR Materials Technology Laboratory will be co-built by the country and Yichang Government, and 2 National Enterprise Technology Centers and 20 Enterprise Technology Centers and Engineering Research Centers at provincial level will be sey up.

　　Emphasis: Developing Three Kinds of Advanced MaterialsHow to achieve the industrial output value of 100 billion RMB? According to the planning, by 2016, the output value of 70 billion RMB will come from new functional materials, 20 billion RMB from advanced structure materials and 10 billion RMB from high-performance composite materials, which are three kinds of advanced materials emphasized to develop in Yichang.

　　New functional materials take non-metal functional materials like graphite, silicon substrate, fluorine materials as breakthrough point, surrounding high-end segment of industrial chain, and overcoming a batch of core technology difficulties to promote the implementation of concentrated development planning of non-metal functional materials with national regional strategies in Yichang.

　　As for the advanced structure materials, we should focus on the light weight, high tensile, large specification to develop many kinds of high-precision copper products and high-performance aluminum products as well as polycarbonate, polyamide, polyformaldehyde, special epoxy resin and so on, and strengthen technology development of engineering plastic modification and process.

　　High-performance composite materials are requested to rapidly develop resin matrix, carbon matrix, metal matrix and ceramic matrix composite materials, and develop an efficient phosphorus flame retardant.

　　Layout: Seven Specialty Industry Bases Involving Eight Counties(Cities) or DistrictsAccording to the planning, Yichang will develop the advanced materials with regional characteristics and seven industrial bases construction.

　　As for the silicone material base, we should focus on constructing Yichang High-tech Zone- Xiaoting District Material Industry Base. As for the inorganic silicon material base, we should focus on constructing Xiaoting, Yidu Production Base, accelerating the development of functional glass in Dangyang, crystal in Xingshan and special glass in Zigui. As for the high-performance fluorine materials base, we should focus on Yidu Fluoro-materials Production Base. As for the magnetoelectricity function materials base, we should take Dianjun District as a center, focus on constructing the GMR materials and components production base and rely on Xiaoting District to construct the permanent magnet materials and nanometer materials production bases. As for the advanced energy storage materials base, we take Yiling District and Dangyang City as a center to focus on constructing the graphite materials base and build the cathode materials bases in Xiaoting, Zhijiang and Yidu. As for the high-performance metal materials base, we take Yiling District as a center and focus on constructing the aluminum, alloy and copper product materials base. For the engineering plastics and synthetic resin materials base, we take Zhijing District as a center to develop the nylon and polyurethane bases.

　　During the planning period( from 2013 to 2016), Yichang is planning to construct 222 advanced materials projects with total investment of 49.8 billion RMB, which are distributed into nine special projects, including graphite products, organosilicon innovation, advanced battery and functional materials for electronic information.

　　Through these major special projects, the advanced material industries will flourish in Yichang.
