Municipal Government issued Notice of Provincial Government\'s Implementation of Minimum Living Allowance yesterday that its standards were flexible and its linkage mechanism with rising prices was built. In the Notice, residency status, family income and family property are three basic conditions for those who want enjoy the minimum living allowance. Permanent local resident whose family members\' income is below local minimum living allowance and family property status conforms to regulations of local government, should be regarded as the one who could enjoy the minimum living allowance. It also states that as the body responsible for approval of the matter of minimum living allowance, Civil Affairs Department should inspect randomly at least 30 percent of them, and publicize their conditions in long term. Moreover, they should be classified in line with their different conditions. “Three non-personnel”(people without identification papers, a normal residence permit, and a source of income) should be checked once a year, but families having fixed income in the short term should be checked half a year, and urban families possessing fixed income and the ability of labor should be checked monthly, and rural families should be checked quarterly.

　　In the meanwhile, minimum living allowance liars should give back the allowance they got and accept administrative punishments. Those who conduct crimes will be sent to judicial authorities, and troublemakers or menacers should be criticized or punished by public security organs. (Reporter Zhao Wei)
