Yichang Municipal Government issued The Opinions on Further Strengthening the Construction of Urban Community Health Service System recently. It pointed out that in 2015, the community health services and the management mode with Yichang characteristics should be set up, all the urban community health service institutions should meet standardized requirements, and every ten thousand residents should have at least 2 to 3 qualified general practitioners.

　　The Opinions put forward that by 2015, Yichang will build a batch of national and provincial exemplary community health service institutions and demonstration areas, and every ten thousand residents have at least 2 to 3 qualified general practitioners.  Besides, the rate of urban residents seeing doctors in community health service institutions should be above 30 percent, the rate of standardized electronic documents of  health records should be above 75 percent, the rate of standardized management of people suffering from high blood pressure, diabetes or other diseases should be above 60 percent.

　　According to the Opinions, the scope of the jurisdiction of each sub-district office should have at least one government-sponsored community health service center. For the communities where the community health service center is difficult to cover, one community health service station can be set up by the ratio of 5,000 to 10,000 residents. For those already-built residential quarters, community health service facilities should also be provided. For those newly built and rebuilt houses dwelling over 5000 people, community health service facilities will be checked along with residential planning and construction work. The Opinions encourages retired health technical personnel to work in the community health service institutions; promotion of the professioanl titles of health workers in community health service institutions is prior to the others.

　　In the future, Yichang community health service institutions will hold activities like"community health family doctor into families" and "the Chinese medicine into the community", organize family physician teams regarding general practitioners as the core, explore the service mode of  combination of community health and socialization of providing for the aged, forming a medical treatment pattern of " minor illness cured in the community health service center, serious illness cured in hospital and back to community health service center for rehabilitating".
