The year 2003 have witnessed the highest number of national college graduates since 1949. Some college graduates go back home gradually from July. Faced with the new employment situation of college graduates, the officials of Yichang High-tech District actively take five measures to help college graduates with job opportunities. Besides, it also provides employment support without lowing down the requirements for college graduates. The following are the five measures.
The first is to register employment information by using the real name system. From July, college graduates in High-tech District can fill in a registration form on spot, noting down the basic information and employment intension of unemployed college graduates in detail, which will be typed in the computer system later. The system will keep track of the employment situation in time and grasp the firsthand information by using the real name system, so as to lay a good foundation for college graduates service.
The second is to create job opportunities by the practice bases. On the one hand, employers are encouraged to establish the practice bases for college graduates. For those which provide many internship posts, standard administration and subsidy will be included in the practice base administration. On the other hand, the number of hands needed in the practice bases will be gathered monthly to inform the unemployed college graduates, and organize them to go to the practice bases, hoping to help them find a job by this way. In 2013, about 600 internship posts are provided.
The third is to expand employment by setting up supply and demand platform. Scientific research institutions, large and medium-sized enterprises are the main channel of employment. Job Fair intended for college graduates on the basis of employers’ needs are organized to provide two-way choice platform. Online Job Fairs and Campus Job Fairs launched by related authorities and universities are held as well. In addition, the outdoor display screen in every community, displaying the recruitment information in time, facilitate graduates job hunters. 900 recruitment posts are provided for the graduates this year, and about 700 graduates reach employment intentions.
The fourth is to get the graduates employed by establishing their own business. Two incubation bases were founded in High-tech District to provide all-round public service for student entrepreneurs, such as human resources and training, career guide and e-commerce, etc. At the same time, the incubation bases have established financial support platform by cooperating with banks and guarantee companies to solve the problems of the capital bottleneck of business starters. Domestic-founded enterprises of limited liability with less than 500,000 RMB registered capital (company with only one shareholder excluded) can enjoy zero-yuan first payment for registered capital. So far, almost 100 college students have settled down in the incubation base, helping nearly 500 students find jobs.
The last is to assist employment by policy support. Employment policies and measures are introduced by internet, microblog and community display screen. The brochures of Startup Guides for College Graduates in High-tech District are handed out to each graduate to keep them informed of the entrepreneur model and employment policy. Meanwhile, the implement situation of policies promoting graduates employment and self-employment in the first half year is checked to ensure petty loan and self-employment subsidy in place.
