The implementation plan of the Nine Major Talent Projects, led by the Organization Department of Municipal Party Committee with the joint participation of 14 direct government departments including the Municipal Development and Reform Committee and the Human Resources and Social Labor Security Bureau, was officially launched. Yichang will accelerate to arrange the strategy of the priority to the development of talents, optimize the development environment of talents and build regional talent highland for some time in the future by enhancing the implementation of the Nine Major Talent Projects as a carrier.
“111” Entrepreneurs Cultivation ProjectIn the next decade, Yichang Government plans to focus on training about 10 outstanding entrepreneurs who enjoy the reputation all over the country, about 100 key entrepreneurs who have profound influences in the province and about 1,000 entrepreneurs with good development potential. The emphasis of cultivation lies in such leading industries as the equipment manufacturing, chemical industry, food industry, biological medicine, logistics and cultural tourism, such strategic emerging industries as new materials and new energies and outstanding young entrepreneurs who are relatively strong in the platform of investment and financing.
The Cultivation Project of Industrial Innovation TeamYichang Government intends to spend about 10 years on the key construction of 200 innovation teams, cultivation of 200 leaders and 1,000 members of such teams, building of 200 innovative entrepreneurial talents training model bases by relying on the major scientific research projects, priority projects and key construction projects along with the pillar enterprises, key enterprises and academies as carriers to improve the ability of independent innovation and core competitiveness.
The Training Project for Urgent and Scarce Professional and Technical PersonnelEvery year, Yichang Government will set positions to recruit about 100 urgent and scarce professional and technical personnels and train 10,000 professionals. Relying on institutions of higher learning, scientific research institutions and large-scale enterprises, national-level and provincial-level professional and technical personnel training bases, Yichang will establish an information release system of urgent and scarce professional and technical personnel and information database.
The “Gold-blue Collar” Project
By 2020, Yichang Government will have completed the key construction of a technical college, 10 project practice bases for such industries as electronic information, machining, equipment manufacturing, biological medicine, modern logistics, architecturing and mining, 10 provincial-level studios for technical masters, 10 provincial-level workstations for high-skilled talents and 10 provincial-level demonstration bases for high-skilled talents training. By 2020, the number of skilled workers all over the city will amount to 650,000 and high-skilled talents to 230,000 with the proportion of high-skilled talents whose levels are above senior workers’ reaching to more than 35 percent.
The Modern Agriculture Talents Project
By 2020, Yichang Government will have undergone the key cultivation and election of 2,000 agricultural technical personnels in counties and towns, cultivation of 10,000 principals of farmers’ professional cooperations and other administrative and managerial talents, 5,000 career-creating talents, 54,000 technical talents of agricultural production (including large planting growers and agricultural machinary farmers). By 2015, the total amount of modern agriculture talents with special characteristics will have reached to 38,000 while by 2020, to 63,000.
The Social Work Professionals Project
By 2020, the numebr of social work professionals all over the city will be 20,000, of which 2,000 are intermediate social work professionals who have aquired the professional level certificate of social workers or have achieved the same ability and quality.
The Modern Service Talents Project
Depending on the talent training bases both inside and outside the city, Yichang Government decided to foster more than 150 talents from such modern services as financial accounting, capital market, financial security, legal service, modern trade, information service, logistics operation, headhunting, public service and culture industry management who have been in possession of the senior professional titles, and 150 talents with skilled foreign languages, international economy and trade, WTO affairs and cultural exchange with foreign countries every year.
The Talent Supporting Project for Poverty-stricken AreasBy 2020, Yichang Government will have trained 1,500 cadres in poverty-stricken areas and the ones who help with poverty relief and development, and 50,000 professional skill talents by the social project, organize and implement the “Quality Improvement Project for Suitable Grassroots Talents ”, foster 4,000 grassroots medical staff in poverty-stricken areas, organize over 2,000 teachers to support education in grassroots schools of poverty-stricken areas and 500 experts and professionals to guide the industrial innovation and popularization of science in key poverty-stricken areas, select 1,200 graduates from colleges to participate in the plan of “Three Supports and One Assistance” in rural grass roots, recruit some graduates to take office in administrative villages of poverty-stricken areas, train 3,000 teachers, doctors, scientific and technologic personnels and enterprise management talents for poverty-stricken areas, cultivate 50 high-quality talents for poverty relief and development, and train over 250 cadres of minority nationalities.
The Top Teachers and Famous Doctors and Prestigious Literary Figures ProjectBy 2020, Yichang Government will have appraised and selected 500 top teachers who to some extent have academic influences and driving forces in the province, even in the whole nation, build up a batch of key specialists above the provincial level with the election of 300 famous doctors in Yichang, foster a group of influential literary figures both inside and outside the city with the election of 100 prestigious literary figures in Yicahng.
