Health Management Center Established in Yichang

  It is learned that a Health Management Center, with three departments, has been established, including Health Monitoring Department, Health Intervention Department and Health Promotion Department. Xu Yong, Director of Health Management Center, said: “In recent years, the government has made a plan called ‘Healthy Yichang’ and planned to become a member of ‘Healthy Cities’. This is an important measure to deepen the medical reform and improve the health condition of the public.” Now the establishment of the Health Management Center is another project implemented by the health system in Yichang.

  According to statistics, currently 80 percent of medical expenditures in China are used to treat preventable diseases, such as heart disease, diabetes and stroke that need exorbitant costs, it can save a large sum of money even with only small improvements. If people can be free from these diseases, it will save more money. Health management is an effective way to achieve this goal.

  To Provide Health Monitoring, Health Analysis, Health Evaluation and Health Guidance

  Zhang Pei, Deputy Director of Yichang Center for Disease Control and Prevention, said health management provides the citizens with a dynamic and continuous health management service which focuses on their health condition and various health-related factors.

  The Health Management Center provides the individual and groups with health monitoring, health analysis, health evaluation and health guidance and intervenes health risk factors. The services mainly include the collection and assessment of the individual or groups’ health information and health risk factors, maintaining the health of citizens by the health intervention and management from the perspective of physiological and psychological genetic system in order to improve the health condition and prevent diseases. At the same time, it can control the development of diseases, improve the quality of life and reduce medical expenses.

  The Health Management Center ensures that every citizen know their health conditions and hazards continently and timely. Some social groups can also participate in their health management. Meanwhile, they can design personalized health guidance plans so as to maintain the  individual or groups’ physical and psychological health, reduce costs of medical care and strengthen the competitiveness of social groups.

  It is made up of health management, general hospitals and community service center.

  Services of the Health Management Center of Yichang cover health risk factors management, comprehensive consulting of health, and green channel of dual referral system. Following the development requirements of the Center, the services will be completed gradually. Led by Health Bureau of Yichang City, the Center has established a secondary health management service system which means that in Center for Disease Control and Prevention of each city and county, there should be a health management center, and health management department established in general hospitals of the second level and above, community health service centers and township hospitals. By the end of 2014, health management service shall have coverd 30 percent of community households. The rate of dual referral for chronic sick patients shall be more than 60 percent. The coverage of health management service for staff in government offices and enterprises shall be over 70 percent as well as about 95 percent for students in elementary and secondary schools. More than 80 percent of the pregnancy and children under 7 years old will participate in health management service. 40 percent of patients with hypertension and diabetes and 65 percent of senior citizens enjoy the health management services. About 50 percent of urban and rural residents from 15 to 69 participate in the service. All these contribute to the improvement of health literacy and health level, occurrence and development of diseases, shortening hospital stay and reduce medical costs.
