The modern structure of Hubei Province is gradually taking shape with the development of Wuhan City Circle, Ecological-cultural Tourism Circle of Western Hubei and Yangtze River Economic Belt.

　　It is a scientific and strategic development mode of Hubei Province designed by Provincial Party Committee and Provincial Government. Rapidly and vigorously, the“two circles and one belt” has been well-developed.

　　Building Solid Carriers

　　So far, the underline engineering of intercity railway between Wuhan and Huangshi has been completed and the track laying, equipment installation and factory building are under construction. The railway will be in operation in this December and hence, it is a reality that travels between Wuhan and Huangshi within twenty minutes.

　　The railway belongs to part of 460 kilometers under-building intercity high-speed rail of Hubei Province. The construction of roadbeds, bridges, tunnels and equipments along the railway between Wuhan and Xian’ning has been finished and will be fully completed at the end of the year. The underline engineering of intercity railway between Wuhan and Huanggang has been completed as well, which will be totally accomplished early next year.

　　In future, travel from Wuhan to cities in the circles only needs half an hour. Thus, the nine cities in the circle truly achieve urban integration.

　　The urban integration is a miniature of social and economic changes in Wuhan City Circle. Wuhan Newport, Qiangyang and Hubei Circular Economy Demonstration Area, Dadong Lake Ecological Water Network and Huashan Ecological New Town are the symbols of resourcing-saving and environment-friendly society.

　　The Ecological-cultural Tourism Circle of Western Hubei possesses unique sceneries by combining ecotourism with cultural tourism, such as Three Gorges Scenic Spot, the Customs of Tujia and Miao Minorities of Enshi and Qingjiang Gallery Scenic Spot.

　　In the Yangtze River Economic Belt, emerges a flow of openness and development: the cities on the either side of the river, such as Xiaochi Town and Jiujiang City, Huangshi City and Sanhua Town, Bailuo Town and Yueyang City, have made good cooperation and the exploitation of ports and riversides.

　　The Attempt of Reform and Innovation

　　Lacking of ready-made answers and panacea models, reform and innovation are the only way for the“ two circles and one belt”to achieve success.

　　Innovation is embodied in the searching of resourcing-saving and environment-friendly society. Wuhan carried out reforms about nine systems and mechanisms firstly: implemented green electric power dispatching system; discovered emission trading; explored the remote compensation system of rural land circulation; studied the sharing mechanism of Enclave Economy; set up special funds for the guidance of circular economy’s development and launched regional waste recovery network.

　　Innovation is reflected in the integration of resources. Taking tourism for example, Provincial Government has integrated the special funds from provincial relevant departments and construction funds from local governments to promote the ecological landscape construction along the traffic line and to launch the planning program of top ten tourism regions, which effectively facilitate the integration of tourism resources in Western Hubei Circle. As for the construction of ports, the government breaks the administrative divisions and promotes the construction of Wuhan Newport, Yichang Port, Jingzhou Combi Port and Eastern Hubei Combi Port, which effectively facilitate the integration of ports resources along the Yangtze River. What is more, five companies, namely, Hubei Co-development Investment Co., Ltd, Western Hubei Ecological Cultural Tourism Investment Co., Ltd, Hubei Yangtze Industrial Investment Co., Ltd and Hubei Transportation Investment Co, Ltd have set up a cross-regional cooperation platform. And by 2015, just Hubei Yangtze Industrial Investment Co., Ltd will bring 180 billion RMB to support the development of the Yangtze River Economic Belt.

　　Innovation also lies in breaking the administrative divisions. The Ethnic Industrial Park of Wufeng Tujia Autonomous County is built in Zhijiang City. The Fine Chemical Industry Park of Xingshan County is established in Yichang Xiaoting Industrial Park. The “enclave economy” has activated two poor counties. On the other hand, Xintan New District of Honghu City is located in Wuhan Economic and Technological Development Zone, and Baokang Phosphide Industrial Park is set up in Fancheng Economic and Technological Development Zone, which brings win-win results for both sides.

　　Key to Development in New Age

　　Yangtze River Economic Belt bridges the development of Western Hubei and Eastern Hubei.

　　As a result, a number of modern industries, such as E’zhou Gedian Development Zone, Yichang Three Gorges Logistics Center and Huangshi Newport Industrial Park, initially consist of the modern industries belt along the Yangtze River.

　　What is more, the all-purpose port in Songzi City started to construction in May, 2011, and was put into trial operation one and a half years later. Today, a new town has been built around the port. The DAP Project of Hubei Yihua Fertilizer Co., Ltd Songzi Branch was put into production at full capacity last year. Besides, the Hubei Sino- Kazakhstan Petrochemical Project, with a total investment of 1.26 billion RMB, is expected to begin its production in October.

　　Up to now, the Yangtze River Economic Belt has attracted 7,883 projects. The total output value of Development Zone of Hubei Yangtze River Economic Belt reached 536.25 billion RMB in 2012, accounting for 58.8 percent of that of provincial development zones and 40 percent of that of the Yangtze River Economic Belt, which has become an important support for economic and social development.

　　The mode of “Two Circles and One Belt” triggers the boom of Hubei Province in new age.

　　At present, 67 central ministries have established a direct cooperation with Hubei Province. A large number of major construction projects are implemented. The state has successively approved the establishment of Wuhan Integrated National High-tech Industrial Base, the National Independent Innovation Demonstration Zone, the National Innovation Pilot City, the National Integrated Transportation Pilot City, and the National New Industrialization Demonstration Base. The state has also approved Hubei Province to be National Low-carbon Pilot Province, which brings emission trades into state trial. Moreover, the state has admitted Huangshi City and Qianjiang City to be the second batch of transition pilot cities which are resource-exhausted, so as to attract investments from all sides.
