Nine Implementation Plan to Launch “Talents Center” in Yichang

  It was learnt from Yichang Talents Office yesterday that the implementation plan of nine major projects for talent development has been put forward by the Organization Department of Municipal Party Committee and 14 departments directly under the Municipal Government.

  The nine major projects for talent development include “111” entrepreneurs cultivation program, cultivation program of industrial innovation team, cultivation program of tight professional and technical personnel, development program of “golden and blue collar workers”, development program of talents with special characteristics in modern agriculture, development program of professionals in social work, cultivation program of talents in modern service industry, talents support program in poor area and training program of top teachers, doctors and masters. “It is the most systematic and comprehensive implementation plan of personnel policy in Yichang.” The official of the Organization Department of Municipal Party Committee said that based on the firm implementation of nine projects, a best “talents center” would be taken shape in the central region and riverside basin.

  Cultivate Future Entrepreneurs for Megacity

  “I have never thought about learning managerial knowledge and broadening my market view in the classroom of Tsinghua University.” said Liu Xiaoling, founder of a new energy technology company in Yichang and chosen by Municipal Talents Office to attend a one-week training class on improving enterprise successors’ leadership in Tsinghua University. She participated in establishing a Fellow-students Association of Tsinghua University, which has been a communication platform for new generation of entrepreneurs in Yichang.

  “The growth of new generation of entrepreneurs is concerning with enterprises’ development as well as economic and social development of Yichang.” said the officials of the Organization Department of Municipal Party Committee. In order to improve the comprehensive abilities of new generation entrepreneurs of private enterprises, Yichang City cooperates with Tsinghua University to launch training classes for them and has organized twice free training for 100 new generation entrepreneurs of private enterprises.

  This is the reflection of “111” entrepreneurs cultivation program which aims to, in the next 10 years, intensively train 10 or so outstanding entrepreneurs with high popularity all over the country, about 100 pillar entrepreneurs who bear great influence in Hubei Province, and 1,000 entrepreneurs with great development potential.

  One Team Props up a 100-Billion Industrial Park

  A block of R&D buildings and plants are built up in succession in Dianjun District of Yichang City.

  Through bringing in Qian Zhenghong who is the member of “1000 Entrepreneurs Program” and his scientific research team, the Magnetic Electronics Industrial Park is initially set up in Yichang City. And at the present, this industry has been listed in the city’s 12th Five-Year Plan, and has become the 5th 100-billion industry. “One team propping up a 100-billion industry gives us huge enlightenment, which leads us to promote the Industrial Innovative Team Cultivation Program.” said the official of the Organization Department of Municipal Party Committee.

  The reporter has learned that this program is planning to foster 200 innovative teams, 200 leaders of the innovative teams and 1,000 team members, as well as 200 entrepreneurial talents training bases in the next 10 years.

  The official of Yichang Talents Office says that the innovative enterprises will be given financial subsidies by a certain percentage each year, and will be subsidized by the government with team post allowance.

  According to the document issued in January this year on accelerating the construction of modern megacity through talents cultivation, by 2020, the number of talents will rise to 0.8 million from the current 0.422 million. And the talents contribution rate for economic and social development will reach 37 percent or more.
