On October 27, it was learnt that Provincial Development and Reform Commission issued a special investment plan in 2013 for the construction of tourism infrastructure, public cultural facilities and eco-culture tourism in Western Hubei within central and provincial budget. There are 13 projects in Yichang that get 74.6 million RMB of subsidy, including the construction of tourism infrastructure of Shipai Stronghold, Xiaofeng with 20 million RMB.

　　Among these projects, 3 tourism infrastructure projects get 29 million RMB of subsidy, including 20 million RMB for Shipai Stronghold, Xiaofeng and 9 million RMB for Qingjiang River Gallery, which accounts for 63 percent of total subsidy that Hubei has got ; 6 eco-culture tourism construction projects get 36 million RMB which accounts for 39.6 percent of total special funds in Western Hubei; 5 culture projects get 9.6 million RMB, including 8 million RMB for the new Mass Art Center of Yichang and 1.6 million RMB for 4 construction projects of  Science & Technology Museums and Libraries in Yidu City, Yuan’an County, Xiling District and other places in Yichang, which accounts for 14.2 percent of total subsidy of the construction of public culture infrastructure in Hubei.
