Lucheng Town of Yidu City ranked the 36th and the 11st in Hubei in 2010 and 2011 respectively. In 2012, it surged to the 2nd in Hubei, which reflects its comprehensive arrangement, innovation and leading role in breakthrough. To stand out in the top 100 towns in Hubei Province, Lucheng must rely on innovation to promote its urbanization and realize overall development.

　　As early as in 2011, Lucheng became the first among top towns in Yichang. In 2012, with the aim of becoming one of the 10 best towns in Hubei Province and first town in Yidu City to compete for 100 top towns in China, Lucheng achieved escalation in its economy, made obvious progress in balancing urban and rural development and improved its residents’ quality of life with the support from its output value of 10 billion RMB of the Electromechanical Industrial Park and 100 million RMB of the village-level economy.

　　In order to increase its power for development, Lucheng focuses on attracting investment. It newly signed 25 twenty-million-worth projects with a total investment of 3.03 billion RMB, including 6 projects worth over 100 million RMB, 7 projects put into operation and 14 are newly opened projects.

　　Improving economic running quality and promoting enterprises to increase efficiency is required. At present, 66 enterprises are industrial enterprises above designated size, covering 41 enterprises whose output value are over 100 million RMB. Huayang Chemical Company invested 78 million RMB to the 3000-ton uv absorber project with the expected increase of 240 million RMB of output value.

　　In addition, Lucheng Government focuses on improving people\'s livelihood and promoting the coordinative development of urban-rural area. Its participation rate in new rural cooperative medical system, continued participation rate in urban and rural endowment insurance and access rate to safe drinking water are all 100 percent, cement roads are built to residents’ doorways taking 80 percent and urban and rural subsistence allowances are given to those who need it.

　　Last year, the output value of large-scale industry was 17 billion RMB and the new fixed-asset investment was 7.9 billion RMB. Its fiscal revenue was 992 million RMB and the general budget revenue was 709 million RMB. The rural per capita net income reached 13,280 RMB. In the first half of 2013, the output value of large-scale industry rose to 11.2 billion RMB and the general financial revenue rose to 680 million RMB.
