Dozens of goldfish are swimming in a lucid sewage pool reaching the required standard, this was what more than 20 NPC members, CPPCC members and eco-volunteers saw at sewage treatment station in Yichang Fine Chemicals Park of Xingfa Group Co., Ltd at the end of October. Lei Zhengchao, Chairman of Hubei Xingrui Chemical Co., Ltd, introduced that more than 100 million RMB has been invested on the environmentally protection facilities in the park with an all –day management.

　　Yichang Fine Chemicals Park of Xingfa Group Co., Ltd is located in Xiaoting Park of Yichang High-tech Zone, covering an area of 200 hectares. It enjoys an investment of 8 billion RMB on the projects of silicon chemical industry and phosphorus industry with sales revenue of more than 10 billion RMB. As a large-scale chemicals park, it has strengthened the target-oriented responsibility system of project environmental protection by signing the Accountability Document of Security and Environmental Protection with companies and equipping with a full-time guard in every workshop. Forty-nine guards carries out a round-the-clock management of the responsible regions by controlling environmental violations and craft process, supervising leak of devices, operation of environmental protection facilities and condition of emergency operations facilities to minimize the environmental incidents and pollutant emissions at the source. Two large-scale industrial treatment stations with an investment of 70 million RMB have been built to treat the industrial wastewater and sanitary sewage. What is more, in order to be monitored through networked control system by Environmental Protection Department, wired monitors have been installed at sewage outfalls. For purpose of solving the environmental problems caused by coal-burning boiler heating system and reaching required standards of toxic emission, forty million RMB has been invested on dust removals and the dust is recycled with the help of bag-type dust collectors.

　　So far, the first round of clean production has been completed. For accomplishing the energy saving and pollution reduction work in the 12th Five-Year Plan ahead of time, the second round of clean production is in process in the Fine Chemicals Park.
