“Three Red Lines” to Be Implemented to Strengthen the Protection of Water Resources

  It is learnt from the video and telephone conference of the irrigation and water conservancy projects in Yichang that the Municipal Government is gonging to implement “Three Red Lines” for the development, utilization, saving and protection of water resources to carry out the opinions and examine methods of the State Council and Municipal Government on implementing the strictest water resources protection and management.

  To put the protection of water resources into practice, Municipal Government accelerates the establishment of the strictest water resources management system to make important leading indicators like development, utilization, saving and protection of water resources be involved in comprehensive evaluation system for local economical and social development with implementing chief executive responsibility system. At present, “Three Red Lines”, including the control of total water use quantity, control of water use efficiency, and restriction of pollutants in water function areas, are to be implemented to make the total water use quantity be within 2 billion cubic meters (including industry and agriculture). In addition, Municipal Government is to strengthen the protection for drinking water sources and involve it into the comprehensive evaluation system for economical and social development in regions of Yichang so as to build long-term mechanism. Now, the city focuses on taking great efforts to comprehensive improvement work for the east branch of the Huangbai River and the waterhead areas of Guanzhuang Reservoir, and intensifies supervision to seriously deal with and make relevant personnel be responsible for omission, slow action, arbitrary action and dereliction of duty and corruption in the work, all of which strengthen the protection of water resources.
