Recently, Yichang Government issued The Development Plan of Yichang Advanced Manufacturing Industry (2013-2016). It put forward that the development of products, like automobile and its parts, shipping and corollary equipment, precision machinery, wires and cables, should be strengthened so as to make sure that the output value of Yichang advanced equipment manufacturing industry achieves more than 160 billion RMB in 2015 while over 180 billion RMB in 2016.

　　The only way to make equipment manufacturing industry bigger and stronger is cluster development. According to the Plan, 6 equipment manufacturing industrial parks will be built by 2016, among which Xiaoting Auto Industrial Park is to cover an area of 562.67 hectares. Based on leading enterprises like GAC Group, ZXAUTO, Yichang Changjiang Gezhouba Vehicles Co., Ltd, CAPAC, an industrial cluster is to be built with an annual output value of 100 billion RMB. Besides, it will grow into a significant auto manufacturing base in central areas of China and a vital national new energy auto industry base. By 2016, hopefully, over 3 auto manufacturers with an annual output of 300 thousand and the annual output value will amount to over 30 billion RMB. The rate of local adoption of auto parts is expected to be over 60 percent. Its long-term annual production capaqcity of the vehicle can reach to 450 thousand with the annual revenue of 10 billion RMB. The industrial output value of the Park in 2016 is expected to reach over 50 billion RMB.

　　Dongshan Machinery Manufacturing Industrial Park will pay particular attention to basic equipment manufacturing projects characterized by high-tech, high value-added and pollution free, including power equipment of large ships, CNC, hydraulic and vacuum equipment, etc. The industrial output value of the Park is aimed to break through 20 billion RMB in 2016.

　　Based on CSG Holding Co.,Ltd, Guanke (Fujian) Electron Technological Industry Co., Ltd, the Electronic Information Industrial Park will vigorously develop electro-optic display industry. With magneto-electric chips as the principal part, magneto-electric materials will be developed rapidly to make SpinIC Co.,Ltd a national top magnetoelectricity high-tech industrial park with an industrial output value of over 10 billion RMB in 2016.

　　Considering that Yiling District is in the upwind and upstream of Yichang, Yiling Electrical Cable Industrial Park will give priority to equipment manufacturing projects characterized by low energy consumption, mild pollution or no pollution. Depending on leading enterprises like Haisheng Technology Company Ltd, companies will strive to form an industrial cluster with distinctive characteristics, balanced structure, efficiency and high quality. The industrial output value of the Park is expected to reach over 20 billion RMB in 2016.

　　Baiyang Ship Suppporting Industrial Park will rely on shipbuilding and the related companies, like Yichang Jiangxia Marine Machinery Co., Ltd,  to build Baiyang into a shipbuilding industrial park covering 66.67 hectares. Enterprises of series supporting products will be set up in the Park, which is based on the mature technology and market of Xiajiang Mining Machinery Co., Ltd. Priority will be given to develop products like complete equipment of substation, generator set, power transmission equipment. Machinery manufacturing enterprisers of bulldozer and loader will be attracted and the development of equipments like various tower crane, concrete mixer will be accelerated. The industrial output value of the Park is expected to reach over 20 billion RMB in 2016.

　　Companies like Zhongnan Equipment Company Ltd, Yidu Changjiang Machinery Equipment Co., Ltd will play the leading role, and Yidu Jiangnan Equipment Manufacturing Industrial Park will focus on developing general machinery and electronic equipment manufacturing industry like engineering oil cylinder, hydraulic hoist, precision steel tube and ground wave radar, etc. Production bases of national biggest hydraulic hoist, connecting rod of internal combustion engine and important bulk material transmission machine will be set up within 5 years, trying to become an attractive general machine and electronic equipment manufacturing park in Hubei Province and even in China. The industrial output value of the Park is expected to reach over 10 billion RMB in 2016. The Plan also put forward that the capability of large equipment research and development and manufacturing will be further improved to promote the integration of production, study, research and application, bringing about a series of independent intellectual property rights, standards and major special technological projects. By 2016, 1-2 national level technological center(s) of enterprises, 1-2 national engineering technology research center(s), 1-2 national engineering laboratory(-ies), 30 provincial technological centers of enterprises and engineering centers of enterprises, 2-5 postdoctoral scientific research workstation of enterprises will be set up. Besides, there will be more than 50 national level high-tech enterprises specialized in advanced equipment manufacturing.
