On November 27th, the municipal government released Yichang Municipal Government Encourage Financial Industry, a document giving instruction on the environmental optimization of financial industry development, the fostering and strengthening of financial service industry, the construction of regional financial center, and the facilitation of financial industry’s better service of economical and social development as well as better service of the building of a modern megacity.

　　Preferentially introduced institutions can get a maximum of 50 million yuan as a reward.

　　This document regulates that, if a new financial institution has established in or moved into Yichang city proper (excluding Yiling district, hereinafter inclusive) and paid corporate income tax at local taxation department, its headquarter can be rewarded with 1 percent of its registered capital, up to a maximum of 50 million yuan for the preferentially introduced institutions and 20 million yuan for the cmmon. If the new institution’s working capital or managed working capital in Yichang city reaches 500 million yuan or more average monthly within the first year, its regional headquarters can be rewarded 5 million yuan at one time. As for the preferentially introduced financial service centers，such as bill capital center, information data center, research center, they can gain a one-time subsidy of 200 million after formal registration.

　　If financial headquarters in Yichang city have bought lands for the building of office and have made fully use of 60% of space by themselves, they can get office construction subsidy from the municipal government. Those who purchase office and use it by themselves can get one-time subsidies by 1,000 yuan per square meter with a maximum of 5 million yuan. As for the institutions whose offices are rented, they can enjoy a five years\' renting subsidy on the condition of no sublease; professionals, who are urgently needed by financial institutions and financial service organizations can apply for preferential treatment regulated by talent introduction policies in terms of business support, residence permission, household registration, professional qualification assessment, spouse’s employment, children’s education, housing, health care, social insurance and so on.

　　Newly established banks in Yichang city can be rewarded 200,000 yuan.

　　Furthermore, those newly established or moved-in banking and financial institutions at municipal level in Yichang city (referring to the branches or secondary institutions providing services for Yichang city ) can get a 200,000-yuan reward. If the municipal corporation banking institutions set up branches outside Yichang jurisdictions, they can receive 100,000 yuan in lump sum for each branch. If branches are established in counties (including Yiling district), banking institutions can be rewarded with 50,000 yuan for each branch at a time.

　　In addition, if the total credit input of banking financial institutions enjoy a net increase of 100 million yuan (excluding the newly added loans in SOE under control of central and provincial government in Yichang), they can get a 5000-yuan reward each time. Whenever the credit supplies for medium-sized, small sized and micro-businesses and agriculture-related businesses rise by 100 million yuan within one year, the institutions can get a 10,000-yuan reward.

　　The financial institutions mentioned in this document include banks and non-banking financial institutions such as securities exchanges and insurance companies, the headquarters of financial institutions refer to the independent legal entities registered in urban area of Yichang and approved by the state finance regulatory organ, and the regional headquarters of financial institution refer to the separate business headquarters of legal entities which take Yichang city as center and influence surrounding areas.
