On December 13th, Ma Xuming，deputy secretary of Municipal Party Committee and the mayor of Yichang city, hosted the 23rd  municipal government executive meeting in which a document called Measures for the Administration of Motor Vehicle Exhaust Pollution Control in Yichang has been passed after discussion. Ma Xuming stressed that Yichang as the national model city of environment protection needs more cares to protect the environment and people’s health. As for the preventing and controlling, detecting and administering, supervising and punishing motor exhaust pollution, he emphasized that efforts should be made to clarify the functions of different departments, to enhance their regulative capacity after the establishment of regulation system, and to work together for the creation of “beautiful Yichang”.

　　In 2012, the motor vehicle population of the city was 837,000, including 264,000 automobiles, 260,000 motor vehicles in urban city with an automobile parc of 146,000.  In the coming 5 years, it will increase, at the rate of 11.3%, to 1.2 million or more in 2018, among which the automobile parc will number 450,000 or more. At present, motor vehicle exhaust pollution has become one of the most important pollutant sources affecting air quality of cities and the mobile source of PM2.5.

　　It has also been discussed at the meeting that within 5 years a supervision and management system would be set up in charge of the regular environmental inspection, mark distribution, network transmission, sampling inspection, maintaining and discarding of motor vehicles. Efforts should also be made to promote the construction of the motor vehicle exhaust pollution monitoring system and build the information network of environment protection. Meanwhile, government organs involved will investigate, count, analyze, and supervise motor vehicles’ exhaust pollution in light of “comprehensive, dynamic and swift” principles.

　　This meeting held that to improve urban air quality of the environment, comprehensive measures must be taken to promote all-round anti-air pollution work in various areas. Two kinds of environment protection marks are to be used to manage the in-use motor vehicles which have passed the environmental inspection in Yichang city according to their categories and exhaust pollution levels. To wit, traffic management measures will be taken to restrict the vehicles with yellow mark and high emissions to drive in certain areas, and encourage individuals to purchase new energy motor vehicles and promote the use of low emission motor vehicles so as to phase out high pollution emission motor vehicles.

　　It has been stressed at the meeting that Measures for the Administration of Motor Vehicle Exhaust Pollution Control in Yichang should be carefully observed by all the units and individuals who produce, import, sell, repair and use motor vehicles, auto-fuel dealers and vehicle emission testing organization as well. Those who failed in vehicle detection won’t be granted the environmental protection marks by environmental protection department and their annual inspection procedures won’t be handled by the public security department. In addition, if the vehicle has been repaired or controlled technically, but still can\'t go through the emission testing, it will be scrapped according to the relevant state regulations.

　　The issues of production, the legal construction of Yichang and the layout of primary schools junior high school, and senior high school in central city are also discussed in the meeting. (Reporter Zheng Guanghua)
