In early December, two postgraduates Lu Changliang and Gao Xiukun secured their positions in Bureau for Municipal Design and Bureau of Construction Management in Dangyang after resigning from the Yangtze University in Jingzhou city and quit a well-paid job as a technical engineer in The Second Harbor Engineering Company Ltd of China Communications Construction Company respectively. The introduction of these two postgraduates who were born in 1990s broke the regular psychological stereotype that “high-level personnel have difficulty in communicating with the grassland". Currently, there are 43,000 talents in various industries congregated in the city.

　　According to the plan formulated by Dangyang government named "Juzhang double hundred talents plan", it will take five to eight years to introduce one hundred high-level talents from outside and select one hundred talents from the existing personnel in its own city to provide them with special support. Considering the current difficulty of talents introduction and stabilization in small-and medium-sized enterprises, the government launched "Millions of talents development plan" among enterprises and organized key enterprises to introduce altogether for four years 219 high-level talents who get their graduate certificates from the second class colleges or above in China. Hubei Sanxia New Building Materials Co. Ltd., Baojiali Ceramics Company, Xinlaili Ceramics Development Co. Ltd. and other 89 enterprises signed 15 Agreements of Cooperation, issued 227 patent applications, 218 patent authorizations and 316 registered trademarks with 23 universities and research institutes, realizing seamless integration of talents, technologies and programs.

　　In order to set the personnel\'s mind at rest who came from other places, the government established 180 high standard apartments for talents and paid qualification allowances, relocation subsidies, research funding and venture funding to a variety of personnel. In 2012, the government of Dangyang city provided 31 graduates with 335,000 RMB education allowance and invested 8.8 million RMB for “the heroes contributing most to the development of Dangyang city"  (Correspondent Wen Zongqiong, Wang Yine, Wang Tao)

　　Xiao Changwen, president of Yichang Wuxing Materials Technology Co., led the company to obtain thirteen scientific and technological achievements in ten years; Jiao Haitao had a patent for an invention in the field of edible fungi and seven utility model patents .Human resources vigorously promoted the economic development of Yuan An County. In the first three quarters, the county\'s GDP reached 10 billion RMB, growing by 13.5% year-on-year, and completed above-scale industrial added value of 7.71 billion RMB, growing by 16.6%.

　　Since this year, the government of Yuan An County has implemented the "four hundred" talent selection and cultivation project (ie, hundreds of party and government officials, entrepreneurs, scientific and technical personnel and young people), and sent seven young officials to the township attachment, 35 job rotation, 82 provinces attendant. Through the establishment of colleges and classes for young officials, and carrying out the twinning mentoring activities named "the city associated with the country, expert with the backbone", young talents cultivation has been accelerated. Ltd., has been selected in the high-level city young talent project while Feng Juyao, general manager of Hubei Chuyuanchun Winery Co. Ltd., has been included in the second batch of "123" Entrepreneur Development Program.

　　The county also recommended the outstanding talents for the "four hundred" project and they each will enjoy 3000 RMB subsidy per year.
