On December 16, Zhang Jianyi, Party Secretary and Deputy Director of Yichang Municipal People\'s Congress carried out an inspection, with director members of Municipal People\'s Congress, on the implementation of “Proposal on Strengthening Social Healthcare System to Solve Medical Treatment Problems” put forward at the Third Session of the Fifth Municipal NPC. Wang Guobin, Vice Mayor, reported on the progress of it at the seminar followed.
The Proposal, as one of suggestions of the Third Session of the Fifth Municipal NPC, is regarded as a key livelihood project by the municipal government. Currently, 45 standard community health service organizations have been established, covering over 850,000 people. From January to November this year, experts from hospitals made 823 examinations in community health service organizations (CHSO). The first diagnosis rate of CHSO reached 19.1%, with an increase of 9% compared with the same period last year. An efficient medical treatment pattern has basically been formed, namely, “to treat minor illness in community clinics, serious illness in hospitals, and to get rehabilitation back to communities”.
The inspection team highly appreciated the disposal of this Proposal. Zhang Jianyi held that four characteristics were associated with the Proposal implementation: leaders’ attention, powerful policy, effective measures, and obvious effect. Meanwhile, he proposed four suggestions: the municipal government and relevant departments should work together to build and improve community health service network; a team should be built to ensure quantity and quality of community health service staff; a service model with Yichang style should be explored; and the commitment should be fulfilled through establishment of community health service system to benefit the masses, urban residents and vulnerable groups and meet the demands of all citizens and the NPC representatives satisfactorily.
