On December 16th, the reporter learned from the Municipal Human Resources and Social Security Bureau that recently the Bureau issued A Notification on Further Reinforcing the Individual Account Management of Medical Insurance, which makes adjustments to the individual account management policies of medical insurance for the insured employees in Yichang, aiming at further protecting the legitimate interests of the insured, making individual account of medical insurance more effective, and ensuring the safety of funds.

　　With the development of medical insurance undertakings and people’s higher demand of the actual needs, problems gradually appear in the actual motion of individual account management of medical insurance, including excessively narrow serviceable range, inconvenient using in different cities, and difficulties in supervision. Recently, Hubei Human Resources and Social Security Office issued A Notification on adjustments to the Individual Account’s Using Function of Employees’ Basic Medical Insurance, which defines broadening serviceable range of individual account from January 1st, 2014. According to the Notification, after broadening serviceable range of individual account’s using function next month, residents can pay the fees of seeing doctors, medical examination, various medicines for vaccination, diagnosis and treatment and the facilities usage of medical services by medicare card at designated medical institutions. In the past, medicare card could only be used to buy medicines on the List of Hubei Medicare Medicines, while in the future medicare card can also be used to pay for health foods registered by State Food and Drug Administration, disinfection products, domestic medical equipment and consumables approved by Hygiene Department. With the consent of medicare cardholders, their spouses, parents and children can also use the funds of individual account. The individual account of basic medical insurance can be used to pay the fees of outpatient service and hospital medical treatment as well as fees of vaccination and medical examinations at designated medical institutions in Yichang.

　　The Notification issued by the Municipal Human Resources and Social Security Bureau also defines that cardholders’ spouses, parents and children shall offer the ID cards of cardholders, spouses, parents and children to designated medical institution and medical insurance handling agency while using funds of the cardholder’s individual account. Designated medical institutions, designated pharmacies, cardholders and their spouses, parents, children must strictly comply with the relevant provisions of medical insurance individual account, and overusing the funds in individual account is strictly prohibited. People who seriously violate the stipulation and those involved must be severely punished.
