Yichang has made greater efforts to control pollutant emission in key fields and industries so as to accelerate the speed of closing down backward production capacities and strongly promoting 139 pollutant emission reduction projects. As of now, the DeNOx and canceling gas bypass projects of eight thermal power enterprises and the DeNOx and low nitrogen combustion projects in seven new dry process cement clinker production enterprises have been going on smoothly. By then, the ambient air quality will be further improved.

　　In 2013, the city plans to carry out 139 pollutant emission reduction projects in thermal power and cement industries and in areas of eliminating backward production capacity, urban sewage treatment and in large-scale farms. The Municipal Government of Yichang has signed "the 12th Five-Year Plan" and duty contract on reducing major pollutant emission in 2013 with governments of 14 counties, county-level cities and districts and 7 departments directly under the Municipal Government of Yichang. Those who couldn\'t fulfill the task of emission reduction will suffer "one-vote veto" and regional planning restriction.

　　To ensure the completion of reducing pollutant emission tasks issued by the Hubei Provincial Government, Yichang enhances the auditing system of giving priority to the control of total discharge of major pollutant: lift the standard on access of environmental protection; set the indicator on total discharge of major pollutant control as a precondition for EIA(environmental-impact assessment) approval on construction project. For those who could not complete their emission reduction tasks, the government won’t allocate special funds for emission reduction to them. They will also be disqualified for being awarded as advanced enterprises and will not go through the check of being a listed company. In addition, the government will suspend the approval on all of their EIA documents of construction projects, except for environmental management documents.

　　The municipal environment protection departments put their focus on chemical, paper, textile, thermal power and cement industries and make more efforts in pollution control and technology renovation in these industries by implementing engineering management on pollution of various sources such as living, industry and agriculture. The work of reducing pollutant emission should be carried out with methods such as early warning, interviews, listed supervision, etc.

　　Greater efforts have been made to eliminate backward production capacity and improve the industrial structure. Many companies have been closed down such as Ore furnaces of 6300 and 3200 KVA (kilovolt-ampere) in Yangcheng Alloy Co., Ltd. in Wufeng, 3 production lines in Dali Paper Co., Ltd. in Zigui and printing & dyeing production line in Wuxing Towel co., Ltd. in Yichang. Currently, production equipments and facilities in these three companies have all been removed. Emission reduction has been steadily promoted by carrying out pollution prevention and control work in large-scale livestock and poultry houses. In 2013, Yichang plans to complete the construction of pollution management facilities in 80 large-scale farms and achieve the goal of a full coverage of pollution management facilities in pig farms that have more than ten thousand of pigs.
