On June 28th at the Investment Attraction and Trade Negotiating Meeting in Xingshan county, Liu Jie, the general manager of Hubei Three Gorges Kunyan Industry and Trade Co., Ltd., expressed his “Three Assurances” to the government and contractors: first, assuring the government of the early and quick construction of the project, and its early production and profit; second, assuring himself of the good environment and service of Xingshan County; third, assuring the contractors that investing in Xingshan County can create new glories. Wang Xiaobo, the new deputy secretary of county Party committee, promised to carry out the investment attraction commitments as soon as possible to accelerate the progress from settlement to profit.

　　In previous years, restricted by location, transportation, environment and other factors, Xingshan County had great difficulties in investment attraction. However, with the constructions of the deep-water dock in Xiakou town and Yichang-Badong highway and the imminent opening of Shennongjia Hongping airport, Xingshan will strengthen greatly its ties with outside world. In addition, the building-up of western Hubei eco-cultural tourism circle and other projects brought the former remote mountain county unprecedented development opportunities. Therefore, Xingshan County made a great progress in investment attraction by giving great efforts to improve its soft environment and tangible infrastructure.

　　In order to create an excellent soft environment for investment attraction and based on the investigation and learning of the common practice of similar counties and cities, Xingshan County has issued Favorable Treatment on Xingshan County Investment Attraction, Xingshan County Industrial Project Regulations, Plan of SMEs Promotion from the aspects of preferential taxation, fee reduction, electricity and water supply, loan financing, infrastructure facility, investment incentive and so on.  Moreover, to break geographical restrictions of industry fostering, the local government has taken fully the transportation advantages of highway and Xiangxi river shipping, and has endeavored to revise and improve the master plan, control regulations and special plan for industrial parks.  For instance, with Ping Yikou, Da Lixi and Liu Caopo as the key ones, Xingshan country tries to reclaim land from mountains and rivers for the expansion of Xingshan Economic Development Zone. At present, a batch of projects with over 100- million-yuan investments, bright market prospect and good economical benefits have settled down, including high purity silicon oil and its first deep processing, Yidian Paint etc, all of which contributes to the development of five industry clusters, namely phosphorus and silicon chemicals, light industrial electronics, stony building materials, distinctive agricultural product processing, and tourism and logistics.

　　Meanwhile, in order to build Xingshan into a satisfactory business-starting base featured with the fewest administrative examinations and approvals, the highest operating efficiency, the fastest project constructions, the lowest developing cost and the best social reputation on providing services with high quality, the county has accelerated its transformation of governmental functions, and centralized its administrative examinations and approvals to the service windows of the Administration Service Center, forming a speedy and simple service mode of “one application form, one pen, one official seal, all done ”. All the administrative examinations and approvals related to contracts signing, sites selecting, operation and production starting as well as the preferential policies fulfilling can be completed at one stop. To reassure all the entrepreneurs, the county party secretary Tan Yeming promised at the signing conference of attracting business and investment that they would follow the principal of “abiding by law, breaking the routine, handling special cases with special methods, providing quality services” to meet the demands of “Four First-rate”. And the requirements of “Five Models” would be kept in mind while the goal of “Three Firsts” would be practically put into practice when serving the entrepreneurs. “Three Firsts ”means responding to all the service demands the first time they put forward, handling all the service items the first time they asked, docking to all the development problems the first time they occurred.

　　Comfortable investment environment has set off a wave of investment in Xingshan County. In the first half of this year, the county has accumulatively signed contracts of 3664 million RMB investments with 40 projects after negotiation. Nine investment projects are under construction, including seven new projects, 2 continued construction projects with a sum of 687 million RMB investment arrived, which makes it assured that 68.7% of the 10 billion RMB annual work target has been completed, with an increase of 145.4%
