The attendees had a broad and in-depth exchange of views at the forum. Huang Chuping, member of Hubei Provincial Party Committee and the Party Secretary of the Municipal Party Committee said, “We should grasp the key fields of reform and innovation, structure optimization, four modernizations synchronize with each other and improvement of people\'s livelihood etc, break through at key points, strive for being at the forefront of all round deepening reform and changing the development mode.”

Now it is the crucial time for citrus sales. However, the fall of citrus prices led to difficulty in purchase. On December 17th, the Agricultural Bureau of Zigui County edited a briefing for the situation. Through E-government office system of Yichang, the news came rapidly to Ma Xuming, Mayor of Yichang.
Ma replied quickly that government organs need to put much emphasis on citrus sales and help farmers solve their practical problems timely. This information entered the office system of 44,000 civil servants and all the villages of Zigui as well.
This is just an example of Yichang’s striving for being a smart city.
From city, county, town to village, 44,000 civil servants could receive the same information at the same time. The function is implemented by a digital system named cloud computing. It is not only used in government affairs but has also become the guiding symbol of economic transformation and upgrade.
According to a report released by Taobao, during the double eleven of the recent two years, compared with 19,800,000,000 RMB last year, the transaction volume of Taobao rose to 36,000,000,000 RMB this year. The new economy brought inspiration for decision makers. Information technology has become a strong force for economic development. In Yichang, a professional team with more than 20 members was made up to carry out special studies. The top level design scheme of building "Smart Yichang" was formed. They invested 1 billion RMB in the construction of four systems including intelligent network, cloud services, big data, security etc. and four major platforms such as services benefiting the people, government effectiveness, city operation, social governance etc, so as to promote realization of the supernormal development of smart manufacturing industry, smart information industry, smart logistics industry, smart commerce & trade industry, smart tourist industry and smart agriculture.
Deepening reform, transforming development and making breakthrough in innovation. Yichang Municipal Party Committee organized seven experts groups made up of over 200 people as designing construction scheme of "Smart Yichang". They went to investigate in urban and rural areas, hastened to learn outside Hubei Province and discussed the 21 major issues related to overall situation and long-term development of the city. They also designed new systems and mechanisms surrounded by seven big core problems. These problems consist of: human-centered urbanization, building the best national food safety city, urban ecological construction and management, the transformation of government function, the construction of regional education center, construction a national smart city, etc.
Yichang is striving for further development.
To Build Four Platforms to Boost Economy
From Yichang to Beijing, from Wuhan to Hongkong, the city’s four investment promotion activities caused a sensation. Investment contracts totaling 405.1 billion RMB were signed. The charm of Yichang attracted many world top 500 enterprises (eg, China Resources) and numerous businesses (eg, the China Southern Glass Group).
The short film "the Call of the Dream City" is really inspiring. It only took Yichang people 8 minutes to express the importance of constructing Yichang into be a modern megacity in the area along the Yangtze River (from Chongqing to Wuhan, over 1000 kilometers), the peculiarity of the development nodal point in linking the eastern and western regions and the industry opportunities in rich resources etc.
The undertaking was not to miss a beat and the integration was scientific and orderly. They set up “Four Big Platforms” including Yichang new district、Yichang High-tech district、Yichang new tourism district and Yichang hub port. Due to the funds and projects, they quickly took root in the best places.
On December 21st, the first 5000 "made in yichang" cars - Guangzhou ZTE C3 came into the market in Hubei, Hunan, Sichuan, Henan, Guangxi etc. It kicked off the annual output of 450,000 cars, and the goal of 30 billion RMB output value is just around the corner. This is a masterwork by GAC GROUP and ZTE Corporation in yichang High-tech District.
Industries promote economic growth. Automobile part testing and development and production companies of new energy vehicles joined up and strived to form a 100 billion RMB industrial cluster.
The economic development brought prosperity to the city. The infrastructure construction, large public buildings, industrial facilities, and etc proceeded in an orderly way in 210 square kilometers of Yichang New District. From January to November, the city\'s 1777 projects started, and the total investment ranked second in the province.
Yichang rationally allocated landscape resources with the government\'s impetus and the decision power of market. They established Three Gorges Tourism New District and the Three Gorges Hub Pot, designed "leadership team and MC (Management Committee)"system, gave municipal management authority and promoted the development of platforms.
Yichang Transportation Group first invested 6 billion RMB in the construction of the Three Gorges Cruise Center, 3 ports along the river such as Maoping Port etc, 10 cruise ships. It rapidly realized cruise "public transport" running and menu type service and built the Yangtze River Xiling Gorge as the world\'s best cruise tourist resort, attracting more than 10 million people every year.
With the pushing forward of an upgraded version of the institutional mechanisms, the six big billion industries such as Yichang fine chemicals, food biomedicine, advanced equipment manufacturing, new materials, cultural tourism and modern logistics etc. are developing faster and faster.
Yichang is developing by leaps and bounds.
A human hair is very thin, but there is a metal bar which is 35 times thinner than a human hair. Slotting on such metal bar is breathtaking. However, Hubei Yuan Lan Machinery Co., Ltd., located in Dangyan can handle this problem successfully. They depend on advanced micro drilling technology in the world, conquering almost unattainable troubles. This year, they invested 150 million RMB, and produced 2,500 various kinds of laser and optical detections and processing equipment, 300,000 electrical goods. The annual output value was 1 billion RMB and the foreign exchange earning by exports was $10 million.
In Dangyang, there are many high-tech enterprises which have creative force as Hubei Yuan Lan Machinery Co., Ltd. For instance, Dong Tian Light, an electric company specialized in high-end coating material production technology, has become a solid supplier of mobile phone companies such as Apple Inc... Xin Cheng Graphite Company has successfully developed a new ultrathin graphite paper and super expanded graphite sheet, which is exported to developed countries in Europe, the United States and Asia. Dangyang has signed 54 investment projects with 16.7 billion RMB, which increased 23%.
Yidu, competing with Dangyang, is raising a new upsurge of “Sprinting the national top 100 counties”. They led the transformation with new industrialization, built up 6 big billions industries including fine chemical industries, equipment manufacturing, biological medicine, food processing, new material and new electronic etc. They promoted transformation by agricultural modernization, and strengthen the characteristic brands such as Tuliahan, Yidu Reach Mandarin, Tianxia Sturgeon Industry and Yihong Congou Tea. They promoted transformation by modern service industries, and fostered trade, logistics, financial services system to meet the demand of megacity construction.
Yichang has many mountains and little lands. But Xinshan, Zigui, Changyang, Wufeng, Yuanan and other mountainous areas overcame difficulties, adjusted measures to local conditions. They made successful roads of the economic transformation. Zigui, located in the mountains, advanced four big billions industries involving ptoelectronic manufacturing, agricultural products processing, port logistics and cultural tourism, and vowed to enter the first phalanx mountain of area counties in Hubei Province.
The lively county economy of Yichang has become a benchmark for the province\'s economy. Four counties (urban) entered into the top 10 province economy counties, and 17 townships entered into the province hundred towns. Yichang ranked first in cities and prefectures of Hubei Province.
