On December 22, the Central Civilization Office released the evaluation results of the national civilization degree index and the ideological and moral construction of juveniles on the website of Chinese Civilization Network. Yichang City, once again, having ranked first in both two evaluations among the cities in Hubei Province, has successfully passed the evaluation by the Central Committee of Civilization, which lays a solid foundation for it to stay in the position as a "National Civilized City".

　　According to a director of the Central Committee of Civilization, at the end of August in 2013, Yichang received the annual evaluation which was organized by the National Bureau of Statistics. Without any prior notice, the evaluation team from Beijing came to evaluate the civilization degree of Yichang by adopting the following four methods: secret inspection, the verification of relevant materials, questionnaires for households and on-line survey.

　　Since the beginning of 2013, Yichang Municipal Government has made greater efforts than before to consolidate and improve its civilization degree. Measures that have been taken include: making monthly assessment of the city management and the quarterly evaluation of the city civilization degree, extensively promoting the public service advertising of "Be civilized and establishing a new trend", giving  special education and treatment to severe moral problems, encouraging citizens to learn from Lei Feng by offering volunteer services to others, electing and awarding the models of morality, holding lectures on moral education, and carrying out activities to encourage civilized dining and the like. These efforts have achieved remarkable results. Luo Changjie won the honorary title of "National Moral Model", and Li Yuancheng and Lǚ Junfeng were nominated for it, which signified that Yichang became the first prefecture-level city in Hubei Province to obtain the award of the “national moral model”.

　　Following the working concept that “the civilized city is constructed by Yichang people and for the benefit of Yichang people", the Municipal Government pays great efforts to solve the key and difficult issues of public concern, and strongly promotes the civilization construction for the purpose of benefiting people. Importance has been attached to guide people to establish the social graces, encourage people to participate in civilization construction, helping people resolve their actual problems, boosting the city\'s development, and building a long-term working mechanism. A variety of practical activities on moral education have been carried out, and an educational network involving the school, family and community has been established. Continuing efforts have been taken to deepen the construction of Yichang as a national civilized city. The public environment, public order, public morality and socio-cultural environment have been improved significantly, and the civilization degree of the city and citizens keep rising.
