On December 24th, it is learned from the Municipal Finance Bureau that the "Yichang City Social Assistance Fund for Road Traffic Accidents Measures" will be put into operation on January 1, 2014.

　　This fund is established as a Special Financial Account of Assistance Fund in the Treasure Department, so that it can be remitted for independent accounting and single earmarking for its specified purpose.

　　According to the Measure, the city\'s assistance fund management institution will timely advance the funeral expenses and some or all of the rescue costs for victims who get injured in road traffic or tractors field operations. The advances will only happen in the case of the rescue costs are more than the limits of the Traffic Liability Compulsory Insurance, motor vehicle of the accident without Traffic Liability Compulsory Insurance, and the troublemakers run away after the incident. Besides, the advances of the rescue expenses will not exceed 40,000 yuan.

　　The measures also regulate that if the accident causes serious injury or death, its troublemaker run away, and the victims and their families live with no working ability, no source of income, and cannot support them, then the victims or their close relatives can apply for a one-time difficult aid from the Assistance Institution.
