On January 6, it was decided that "the Motor Vehicle Exhaust Emission Management Plan" would be officially implemented since January 15. From then on, motor vehicles on the road must paste green labels and the National Emission Standard Four for Motor Vehicles would be implemented simultaneously. Since October 1 this year, any motor vehicle without green label or with overdue green label will be denied access to the road.

　　It is learned that the environmental protection label has two categories, green and yellow. Since January 15, 2014, any motor vehicle produced, imported, sold, registered or transferred in Yichang should meet National Emission Standard Four, including vehicles with spark ignition or compression ignition engines, Standard Five for gas ignition engines, Standard Two for tri-wheel or low-speed vehicles and Standard Three for motorcycles temporarily.

　　Meanwhile, there is a transitional period to implement the above measures. Vehicles can be registered in vehicle management departments before March 31, 2014 according to formal invoices issued before January 15, 2014, including vehicles with spark ignition or compression ignition engines of Standard Three; vehicles with gas ignition engines of Standard Four; tri-wheel or low-speed vehicles of Standard One and motorcycles of Standard Two.

　　The green label can be applied for in different ways

　　On January 6, it was learned from the meeting that green labels could be applied for in three ways according to different situations.

　　Environmental protection departments are responsible for issuing green labels to vehicles whose annual inspection is valid during October 1, 2014 to January 14, 2016. The issuance stations are: Yichang Municipal Environmental Protection Bureau, Xiling District Environmental Protection Agency (EPA), Wujiagang District EPA, Dianjun District EPA, Xiaoting District EPA, Yichang Municipal Administrative Service Center (EPA window), and EPAs in the counties (Yiling District).

　　Public security departments are responsible for issuing green labels to motor vehicles which are newly bought or transferred from other places during their registrations. The issuance stations are: Yichang Traffic Police Detachment Vehicle Management Station (Huayan), Yichang Traffic Police Detachment Vehicle Management Station Linjiang Branch, Yichang Traffic Police Detachment Vehicle Management Station Dongshan Branch, and county (Yiling District) Traffic Police Detachment Vehicle management Stations.

　　Motor vehicle inspection agencies are responsible for issuing green labels to vehicles which meet emission standards when manufactured during annual inspection. The issuance stations are: Yichang Jing’an Motor Vehicle Inspection Services Co. Ltd. (Xiao Ting), Yichang Donghu Vehicle Inspection Co. Ltd. (Xiaoxita, Yiling District), Yidu Huayun Motor Vehicle Inspection Co. Ltd., Zhijiang Lanxin Motor Vehicle Inspection Co. Ltd., Dangyang Jinping Motor Vehicle Safety Testing Co. Ltd., Yuan’an Linzui Motor Vehicle Safety Technology Testing Co. Ltd., Xingshan Yixing Motor Vehicle Comprehensive Performance Testing Co. Ltd., Zigui Wan’an Services Co.
