On January 8, the couple Yang Mingyuan and Yang Chunhua who had not obtained household registration permit in Yichang City for the past six years after graduation from Hubei Three Gorges Polytechnic in 2007, submitted their application form, diplomas and other relevant documents happily to the service counter responsible for household administration in Gaoxin District Public Security Bureau of Dongshan Local Police Station for the household application regarding college graduates residency. As a result, they will receive a new household booklet at 10:00am on January 9 in Dongshan Police Station, which signifies that they have officially been acknowledged as real “Yichang People”. Hence, this couple became the first college graduates to enjoy the newly-released municipal favorable policy of allowing and welcoming college graduates to settle down in Yichang.
On January 8, Yichang became the first city in Hubei Province to implement the new favorable policy of household registration for college graduates with junior college degree or above, and the state-owned enterprise employees who are redeployed to Yichang branch or involved in household transfer. From then on, the city cancelled the household restrictions for full-time college graduates. The college graduates with junior college degree or above can apply for household registration in the administrative area where they work. The graduates with junior college degree or above who choose to work in Yichang can apply for household registration before the employment. At the same time, the procedures for granting permanent residency to the employees of the large or medium sized state-owned enterprises redeployed from other branches nationwide have been simplified.
It is learned that Yichang is the first city in Hubei Province to implement the new policy that help make household registration in Yichang much easier for those full-time college graduates and redeployed employees of the large or medium sized state-owned enterprises, which is one of measures that Yichang Municipal Government took in order to speed up the building of a megacity, and let the talent development lead the scientific development.
To this end, the Municipal Public Security Bureau requires that for the applicants who conform to the conditions of household transfer and have all the required documents submitted, professional and prompt services must be provided to help them go through the whole application procedure. For the applicants that have not provided all the necessary documents, a written notice must be given to them helping them understand why their applications are temporarily denied.
Those who have graduated from colleges in Yichang, with junior college degree or above, can apply for household registration in the administrative area where they work by submitting the application form, university diploma, employment contract that are signed with the employer, business license, house property certificate, or lease contract.
College degree holders from outside Yichang can get household registration before they find a job. To do it, they need to submit to the local police station their application for household registration, college diploma, house property certificate or lease contract, and business license of their own.
For those who work in large and medium-sized state-owned enterprises and are redeployed to Yichang branch, they can get household registration approved of after they hand in their application for household registration, the redeployment document from their enterprise’s HR department, their housing ownership certificate or lease contract.
According to the police in charge of household registration of Dongshan Police Office, the couple Yang Mingyuan and Yang Chunhua both work in Yichang after graduating from Hubei Three Gorges Polytechnic, but they were forced to remain their student’s status over the past six years. This year, in order to quicken the pace of building a megacity, Yichang decides to attract talents through the new household registration policy, and the couples have finally realized their dream of becoming “Yichang residents.”

The Proposal Giving Birth to New Household Registration Policy
On January 16, 2013, in order to quicken the pace of the construction of a megacity, the coordinated urban and rural development and the urbanization, Yichang Municipal Government formulated the Proposal on Coordinating Urban and Rural Development and Accelerating Urbanization, specifically pointing out the necessity to innovate household registration management. To be specific, the policy has the following items: to grant residency permits to those migrants who work and live in Yichang over a month; for those college graduates with junior degree or above and employees who get professional title above intermediate level, if they work in Yichang and have a fixed residence, they can apply for household registration; for students studying in vocational schools or colleges in Yichang, they can get household registration in their schools or colleges if they like; for those who have bought houses or apartments (second-hand included) in Yichang, they and their lineal relatives can apply for household registration in the place where their houses or apartments are located; relax the restrictions for the age and year limit of Yichang people’s linear relatives who are willing to apply for household registration; the newborn children can get household registration immediately if parents like to do so; encourage those who belong to middle-level management of the enterprises that have invested in Yichang and their lineal relatives to get household registration.
