On January 13, according to the agenda of the Third Session of the Fifth Municipal People’s Congress, Performance Report on Yichang’s national economy and social development plan of 2013 & draft plan of 2014 was issued and presented to the Congress for the deliberation and comments from the members of the Municipal Committee of the Chinese People\'s Political Consultative Conference (CPPCC). The Report was submitted by Municipal Development and Reform Commission, which was authorized by Municipal People’s Government.

　　According to the report, under the Municipal Party Committee’s correct leadership and Municipal Committee of CPPCC’s supervision, efforts have been made to promote the construction of modern megacity in the light of the national economy and social development plan approved by the Third Session of the Fifth Municipal People’s Congress. The municipal economy and social development growth of major economic indicators were higher than that of the national and municipal average. Comprehensive strength was leading in central region, among equivalent cities along the Yangtze River and other cities in Hubei Province. There are eight characteristics: stable and rapid economic growth, synchronous improvement of quality and efficiency; rapid growth of investment, steadily advanced project construction; fast transformed industry, accelerated development of start-up industries; stable development of rural economy, solid progress of modern agriculture; active domestic and foreign trade, increasing development of tertiary industry; further promotion of the reform and opening up, constant enhancement of the development vigor; quickened construction step of the New Area, continuous improvement of the living environment; on-going reinforcement of people\'s livelihood and remarkable success of social development.

　　In 2014, the municipal government will fully implement the decision of national, provincial and municipal congress, thoroughly apply reform and innovation to all fields and parts of economic and social development, focus on inspiring the vitality of the market, improving structure adjustment, balancing rural and urban development and enhancing the welfare of people, improve the quality in competition, upgrade to increase benefit and make breakthroughs in relevant areas in the whole province. More attentions should be paid to the following six areas: to prosper Yichang with accelerating projects, maintain rapid growth of investment; to accelerate structure adjustment, promote the optimization and upgrading of industry; to speed up to resolve issues related to agriculture, rural areas and farmers, build new rural area in an all-round way; to accelerate urban construction, promote the coordinated development of urban and rural area; to accelerate the reform and opening up, strengthen the vitality of development; to accelerate social construction, enhance the welfare of people.

　　According to the report, 1145 projects with over 100 million RMB investments will be arranged in 2014, with total investment being 612 billion RMB and 213.9 billion RMB invested within the year. Meanwhile, 100 municipal key projects with total investment of 194.9 billion Yuan will also be arranged and 55.8 billion Yuan will be invested in this year. Newly increased scale enterprises will reach 120 and the trade enterprises above the quota will be 200. We will ensure that the growth of agricultural added value should be over 5%, agro-processing output should be more than 15%, and farmers’ per capita net income will exceed 10,000 Yuan. 77,000 new jobs will be created in urban areas, 185,000 extending of social insurance will be increased and 64,000 suits of security housing will be declared and constructed.
