On the morning of January 15, at the green tag issuance station of the Municipal Environmental Protection Bureau, the reporter saw that Xu Shouxing, a car owner, was sticking the green tag he just received on the front windshield. “I run a restaurant and I drive to market to shop every day. I can pass the restriction area with the green tag in case of traffic control of high emission vehicles on the road", he said. According to an official from the Municipal Environmental Protection Bureau that the first 1500 motor vehicles have received green tags.
According to "the Motor Vehicle Exhaust Emission Management Plan", every motor vehicle needs environmental labeling in Yichang. The label has two categories, green and yellow. Environmental protection departments are responsible for issuing green tags to motor vehicles which have passed exhaust emission inspection. Public security departments are responsible for issuing safety engineering tags to motor vehicles which have passed safety engineering inspection and have received green tags. 837,000 motor vehicles have started application for the green tags in Yichang since January 15. Since October 1 this year, any motor vehicle without green tag or with overdue green tag will be denied access to the road. Motor vehicles with yellow tags will be denied to restricted road in case of traffic control of high emission vehicles.
The municipal environmental protection departments and police departments set up 52 stations in the city to issue green tag. Green tags can be received in the regional administrative service centers or the Environmental Protection Agency if the vehicle’s annual inspection is valid during October 1, 2014 to January 14, 2016. Green tag can be received in regional police departments if the vehicle is newly bought or transferred from other place during its registration. Motor vehicle inspection agencies are responsible for issuing green tags to vehicles which meet emission standards when manufactured during annual inspection.
The environmental protection department suggested that, owners of motor vehicles whose annual inspection is invalid after October 1, 2014 do not need to drive their cars to the inspection sites when applying for the green tags. Only the driver’s license (both original and copy) and vehicle registration documents and copy (legal representative certificate copy for unit) are required. “Hubei Province Motor Vehicle Green Tag Registration Form” should be filled out first at the issuance point. The issuance, renewal and replacement of the green tag are all for free.

The motor vehicle exhaust emission management plan has been implemented since January 15. Yichang Traffic Police Detachment Vehicle Management Station began to issue green tags to newly bought or transferred motor vehicles at registration.
The plan aims to protect and improve ecological environment as well as people’s health by controlling motor vehicle exhaust emission. At 8:30 a.m. the same day, Mr. Zhao became the first person who received the green tag at Vehicle Management Station. Totally 65 persons received green tags in Huayan Certificate Hall at Vehicle Management Station in the morning.
Luo Jincheng, Director of the Vehicle Management Station introduced that for people’s convenience, Yichang traffic police detachment vehicle management stations, environmental department and vehicle inspection agencies were all engaged in issuing green tags. The public could apply for green tags in any of the departments nearby.
Note: Not to buy a used car with a yellow tag
The environmental protection departments reminded that, with the implementation of environmental tag management system, some of the “yellow tag cars” would pour into the used car market. People should avoid the risk of buying such cars which were old and in poor condition, with high fuel consumption and serious pollution, and even could be eliminated at any time. According to state regulations, “yellow tag cars” which are registered before the end of 2005 will have been eliminated by 2015. “Yellow tag cars” will have been basically eliminated nationwide by 2017. Therefore, when buying a used car, one should not only consider the legal and safety factors of the vehicle but also the environmental aspect, and identify the “yellow tag cars”.
