On January 17, at the Second Session of the twelfth Provincial People’s Congress, Wang Guosheng, the Governor of Hubei Province, made a work report. Following the general principle of enhancing reform and innovation, Wang laid out the blueprint for the economic and social development in 2014, which aims to strengthen the subject of the market, stabilize agricultural production, boost domestic demand, and adjust economic structure. In the report, Yichang has been entrusted with many new tasks in reform and innovation.
It has been found that at the Yichang People’s Congress & the Political Consultative Conference that were held earlier, Yichang, as innovative and responsible as always, already set the new developmental goal for herself that corresponds to the new mission assigned by the provincial government.

[Extract from the report] We must prioritize the development of “the center city Wuhan, and two sub-center cities Yichang and Xiangyang”, namely to bring into full play two sub-center cities’ potential in promoting the integrative development of the cities in the northern and western Hubei Province respectively, enhancing their ability in leading the surrounding cities. [Yichang’s responsibility] Yichang will boost opening-up, deepen cooperation, and enhance internationalization, in order to build herself as one of important inland cities in terms of opening up. Great efforts will be made to reinforce Yichang’s leading role in the integrative development of the cities in western Hubei and her supporting role in the city agglomerations along the middle reaches of the Yangtze River. A breakthrough is expected to be made by Yichang in order to help realize the provincial strategy of boosting the development of “a center city and two sub-center cities”, and serve the national and provincial reform and development agendas.

[Extract from the report] We must deepen the implementation of “two plans and one project”, that is, to accelerate the industrialization of mobile internet, cloud computing, Beidou Navigation Satellite System, advanced materials, and try for the breakthrough in biology, energy conservation and environmental protection, as well as new energy resources industry. [Yichang’s responsibility] Yichang government puts forward that in 2014, detailed measures will be taken to promote the development of the 100-billion RMB yuan industry; ensure that the output value of the fine chemical industry exceeds 150 billon RMB yuan, the bioengineering and pharmaceutical industry 135 billion RMB yuan, advanced equipment manufacturing industry 100 billion RMB yuan, and advanced material industry 60 billion RMB yuan. Take full advantage of the national policy, and give support to the development of some special advanced materials such as graphite, magnetoelectricity, fluoro-based material, silicon substrate, etc.. Accelerate the pace of fostering a batch of leading enterprises with an output value of 5 billion and build a concentrated area of advanced material industry with international competitiveness. Meanwhile, Yichang will foster the strategic emerging industries such as electronic information, new energy resources, energy conservation and environment protection, forming new pillar industries as soon as possible.
[Extract from the report] We must provide guidance to city agglomerations such as Wuhan City circle, “Yichang, Jingzhou and Jingmen Cities” and “Xiangyang, Shiyan and Suizhou cities” for constructing a coordinated and interactive mechanism, and boost the coordinated and characteristic development of medium/small-sized cities and small towns. Efforts should be made to speed up the development of the eco-cultural tourism in western Hubei, and realize the connection of main roads in tourist spots as early as possible.
[Yichang Responsibility] Yichang Municipal Government made it clear that we should perfect the regional coordinative development mechanism. In adherence to win-win cooperation principle, Yichang will take initiative in joining in the Yangtze River economic zone and the urban agglomeration of the middle reaches of the Yangtze River. By establishing close ties with Wuhan and Chongqing, Yichang will develop herself by promoting the joint development of Jingzhou, Jingmen and Enshi, Shennongjia. Focusing on the development of the western Hubei ecological and cultural tourism circle, Yichang will set up regional coordination meeting system in tourism industry, and exploit the possibility of establishing the joint development system founded on tourism market integration. The goal is to form a new regional tourism pattern for the purpose of mutual development and mutual benefit, namely, sharing tourist resources, jointly promoting travel routes, jointly building tourism market, and jointly creating the travel brand. Until 2020, a regional commercial zone in the upper and middle reaches of the Yangtze River will be basically completed.

【Extract from the report 】Efforts must be made to strengthen the ecological civilization system construction, namely, to strengthen the construction of key ecological projects such as natural forests preservation, returning land for farming to forestry, and planting ecological shelter forest along the Yangtze River, to intensify ecological protection and pollution prevention of the Three Gorges reservoir area, the Danjiangkou reservoir area and the middle and lower reaches of the Hanjiang River, and to improve the comprehensive management of key watershed areas including “Three Rivers” ( including the Yangtze River and the Qingjiang River) , “Five Lakes”, “Six Reservoir Area”(including the Three Gorges reservoir area ).
[Yichang Responsibility] Yichang highlights green development, putting the construction of ecological civilization in a more prominent position, and enhancing environmental management and ecological protection, in order to ensure that the city could pass the review for the National Environmental Protection Model City. Strive for the recognition as the National Ecological Garden City, so as to build Yichang into a newer and more beautiful city with green mountains, clear water, and blue sky. Establish the most stringent water source protection system, environmental management and ecological restoration system, indemnification for damages and accountability system for protecting the ecological environment. At the same time, efforts will be made to steadily implement the key ecological projects construction involving forests preservation, returning land for farming to forestry, planting the shelterbelt for the Yangtze River, with the goal of planting 200,000 acres’ forest. In addition, 50 square kilometers’ soil erosion area will be treated. Strictly implement the main functional area planning, and start the management projects of the banks of the Yangtze River. Enhance ecological preservation and restoration of the Three Gorges reservoir area, the Qingjiang reservoir area, the banks of the Yangtze River and other ecologically-sensitive areas.
[Extract from the report] We must deepen the reform of food and drug supervision system, and establish a process-oriented monitoring mechanism so that food safety can be guaranteed.
[Yichang Responsibility] Yichang has already accelerated the construction of the national best cities for food safety. Now it is making specific inspection for food and drug safety citywide, increasing the punishment for illegal activities, promoting model effect and establishing a number of food and drug safety brands. Meanwhile, further efforts will be made to promote the reform of food and drug safety supervision at different levels, strengthen food safety management by starting from its source and improving accountability, in order to build a modern food safety management system.
[Extract from the report] Efforts should be made to strengthen information system management of social services, promote urban and rural construction of community service and facilities, and construct a complete regional service management system covering urban and rural areas.
